Govt constitutes crisis management body to deal with major disasters
The Centre on Wednesday constituted the National Crisis Management Committee (NCMC), headed by the cabinet secretary, for dealing with any situation of major disaster having national ramifications. In a notification, the Ministry of Home Affairs (MHA) said exercising the powers conferred by sub-section (2) of section 8A of the Disaster Management Act, 2005 (53 of 2005), the central government constituted the NCMC. While the cabinet secretary will be the chairperson, Union home secretary, defence secretary, secretary (co-ordination), cabinet secretariat and member and head of department, the National Disaster Management Authority, will be the members of the committee. The committee shall be the apex body for dealing with the situation arising out of a major disaster, which has national ramifications, the notification said. The chairperson of the NCMC may co-opt any expert or any officer either from the central government or the state government or any organisation, depending on the nature of the crisis, to assist the committee in performing its functions during a threatening disaster situation, an emerging disaster situation or a disaster. The NCMC shall evaluate preparedness to respond to any threatening disaster situation, emerging disaster situation or disaster and give directions, where necessary, for enhancing such preparedness. The NCMC shall coordinate and monitor actions of the concerned ministries or departments of the government of India, state governments, national authority, state authorities, governmental and non-governmental organisations in relation to disaster response. The NCMC shall give such directions as may be necessary for the proper coordination and monitoring of disaster response in the country, the notification said. Karnataka Chief Minister Siddaramaiah and his ministers on Wednesday lashed out at the BJP and Goa Chief Minister Pramod Sawant over the latter's remark about the Mahadayi project. Notably, Goa CM Sawant told the state legislative assembly that Union Minister for Environment and Forests Bhupendra Yadav has assured that the Central government will not okay the Mahadayi project. Sawant also told the legislative assembly on Tuesday that the Goa government would file a contempt petition in the Supreme Court against the Karnataka government for carrying out activities aimed at diverting Mahadayi river water. The two states are locked in a decades-old dispute over the sharing of Mahadayi river water. Now, CM Siddaramaiah said that the state government will fight it legally and politically. "Karnataka Chief Minister Siddaramaiah and his ministers on Wednesday lashed out at the BJP and Goa Chief Minister Pramod Sawant. The Goa CM's arrogant remark on the Mahadayi project is an insult to the people of Karnataka. Why hasn't the Union Govt officially communicated any concerns? Is this how federalism works under BJP? The Karnataka Chief Minister said that despite the 2018 tribunal verdict allocating 13.42 TMC of water to the state, the Central government in connivance with Goa's BJP government, is blocking the implementation of the rightful project. "This project will quench the thirst of over 40 lakh people in Belagavi, Dharwad, Gadag, Bagalkot and nearby regions. It is a lifeline, not a bargaining chip. We will fight legally, politically, and morally until Karnataka gets its rightful share," said the CM. Earlier on Wednesday, Karnataka Minister H K Patil termed the Goa CM's statement as shocking. "The official statement made by Goa Chief Minister Pramod Sawant in the Legislative Assembly—that Union Environment Minister Bhupender Yadav has informed him the Centre will, under no circumstances, approve the Mahadayi project—has come as a shock to Karnataka," he said. The Mahadayi river originates in the Bhimgad Wildlife Sanctuary in Karnataka and flows through Goa and Maharashtra before emptying into the Arabian Sea at Panaji.

HYDERABAD: Telangana Chief Minister A. Revanth Reddy on Wednesday accused the BJP of stalling 42 per cent reservation for Backward Classes (BCs) by using Muslim community as an excuse. He alleged that the leaders of saffron party were playing politics of sentiment by stating that they would back 42 percent quota for BCs if Muslims are removed from the list of BCs. Addressing a press conference in Delhi, he clarified that Muslims are being extended the benefits of reservation on the basis of their backwardness. He dared BJP to scrap reservation for Muslims in the states ruled by it or its allies. He asked why the BJP was not scrapping Muslim quota in Uttar Pradesh, Gujarat, Maharashtra and Andhra Pradesh. He alleged that BJP is adopting double standards on the issue of Muslim reservation and trying to derive political mileage by whipping up passions. 'You can't have one justice for Telangana and another justice for other states,' he remarked. He warned that if BJP oppose Backward Class reservation, the party will be wiped out from Telangana. Revanth Reddy along with some state ministers and Congress leaders arrived in the national capital to mobilise support of various parties for including two state laws for 42 per cent Backward Class reservation in the 9th Schedule of the Constitution. The Chief Minister recalled that the state legislature passed two Bills for 42 per cent quota for BCs in education, employment and public life and sent the same to the Centre for including in the 9th Schedule. Revanth Reddy also pointed out that the local body elections have to be conducted in the state by September as per the direction of the High Court. 'If 42 percent seats in local bodies are to be reserved for the BCs, the Centre will have to give its approval,' he said. The Chief Minister said there was no justification in the argument that total reservations should not cross 50 per cent. He claimed that the Centre crossed this limit long back with 10 per cent reservation for Economically Weaker Sections (EWS). The Chief Minister also demanded that a leader from Telangana should be made the Vice-President of India. Revanth Reddy said Bandaru Dattatreya, whose tenure as Haryana Governor has just ended, should be made Vice-President. He alleged that since Dattatreya is an OBC leader he was sidelined to make G. Kishan Reddy the union minister. He said similarly Bandi Sanjay was removed as state BJP president and a Brahmin was recently appointed as the state BJP chief.
