EU 'keeps options open' against Israel
Kallas has put forward 10 potential options after Israel was found to have breached a cooperation deal between the two sides on human rights grounds.
The measures range from suspending the entire accord or curbing trade ties to sanctioning Israeli ministers, imposing an arms embargo and halting visa-free travel.
Despite growing anger over the devastation in Gaza, EU states remain divided over how to tackle Israel and there was no critical mass for taking any of the moves at a meeting of EU foreign ministers in Brussels.
"We will keep these options on the table and stand ready to act if Israel does not live up to its pledges," Kallas told journalists.
"The aim is not to punish Israel. The aim is to really improve the situation in Gaza."
That comes after Kallas on Thursday announced a deal with Israel to open more entry points and allow in more food.
Gaza's two million residents face dire humanitarian conditions as Israel has severely limited aid during its war with Palestinian militant group Hamas.

Tariff war must end quickly, German finance minister tells G7 partners
DURBAN: German Finance Minister Lars Klingbeil made clear in a meeting with his counterparts from the Group of Seven major economies on Friday that the global trade conflict must be ended quickly, he told reporters. 'But I also want to say very clearly: There will be no deal at any price, there should be no victory at any price,' Klingbeil said in Durban, South Africa, on the sidelines of the G20 finance chiefs meetings, where G7 ministers also met separately. Klingbeil called for a fair deal between the U.S. and Europe on tariffs. The 30% tariff on imports from European Union threatened by U.S. President Donald Trump would, if implemented, be a game-changer for Europe and a heavy blow for Germany with its export-oriented economy. Bundesbank President Joachim Nagel also warned of the 'great global damage' that the uncertainty from tariffs is causing. 'My appeal to the U.S. side is not to play games with the situation, because in the end, the prosperity of us all is at stake here,' Nagel said at the press event with Klingbeil. EU chief delays retaliation for US tariffs in search of deal The head of Germany's Bundesbank had warned on Thursday in an interview with Reuters that the tariff plans risk wiping out even a modest recovery in Europe's largest economy in the coming years. U.S. Treasury Secretary Scott Bessent did not attend the two-day G20 meeting in person, his second absence from a G20 event in South Africa this year, though he did join the G7 meeting online on Friday morning, according to Klingbeil. 'We were once again very much in agreement that we want to overcome existing problems, that in the end there should be a solution,' Klingbeil said, referring to his talks with ministers from the G7 nations. However, the EU is ready and willing to take determined countermeasures if a negotiated solution with the U.S. was not found, Klingbeil said. 'In the end, for me it is about protecting jobs and companies in Europe.' Brussels is discussing countermeasures if a deal is not reached by August 1, including the so-called anti-coercion instrument, which allows the bloc to retaliate against countries that put pressure on EU members to change economic policies. Asked about this instrument in an interview with Reuters on Thursday, Klingbeil said talks are now focusing on finding a joint solution with Washington, but if it doesn't work out, the EU will act 'united and decisively.'

Gaza civil defence agency says Israeli strikes kill 14
GAZA CITY: Gaza's civil defence agency said on Friday that Israeli strikes killed 14 people in the north and south of the war-ravaged Palestinian territory. The emergency service said fighter jets conducted air strikes and there was artillery shelling and gunfire in the early morning in areas north of the southern city of Khan Yunis. Agency official Mohammed al-Mughayyir said 10 people were killed in two separate strikes in the Khan Yunis area, with one hitting a house and the other tents sheltering displaced people. In Gaza's north, four people were killed in an air strike in the Jabalia al-Nazla area, he added. Media restrictions in Gaza and difficulties in accessing many areas mean AFP is unable to independently verify tolls and details provided by the agency and other parties. There was no immediate comment from the Israeli military, which asked for exact coordinates to look into the reports when contacted by AFP. The latest strikes came after Israel said it mistakenly hit Gaza's only Catholic church with a 'stray' round on Thursday, killing three and provoking international condemnation. On Wednesday, at least 20 people were killed in a crush at a food aid distribution centre in the south of the territory run by the Gaza Humanitarian Foundation. Indirect talks between Israel and the Palestinian Hamas began in the Qatari capital Doha on July 6 to try to agree on a 60-day ceasefire after 21 months of hostilities. The war was sparked by Hamas's attack on Israel on October 7, 2023 which led to the deaths of 1,219 people, most of them civilians, according to an AFP tally based on official figures. Israel's retaliatory military offensive has killed at least 58,667 Palestinians, mostly civilians, according to the health ministry in Hamas-run Gaza.
