How will the PM Dhan-Dhaanya Krishi Yojana focus exclusively on agriculture and allied activities? Discuss its governance and institutional framework.
Introduction
— The introduction of the answer is essential and should be restricted to 3-5 lines. Remember, a one-liner is not a standard introduction.
— It may consist of basic information by giving some definitions from the trusted source and authentic facts.
Body
— It is the central part of the answer and one should understand the demand of the question to provide rich content.
— The answer must be preferably written as a mix of points and short paragraphs rather than using long paragraphs or just points.
— Using facts from authentic government sources makes your answer more comprehensive. Analysis is important based on the demand of the question, but do not over analyse.
— Underlining keywords gives you an edge over other candidates and enhances presentation of the answer.
— Using flowcharts/tree-diagram in the answers saves much time and boosts your score. However, it should be used logically and only where it is required.
Way forward/ conclusion
— The ending of the answer should be on a positive note and it should have a forward-looking approach. However, if you feel that an important problem must be highlighted, you may add it in your conclusion. Try not to repeat any point from body or introduction.
— You may use the findings of reports or surveys conducted at national and international levels, quotes etc. in your answers.
Self Evaluation
— It is the most important part of our Mains answer writing practice. UPSC Essentials will provide some guiding points or ideas as a thought process that will help you to evaluate your answers.
QUESTION 1: Discuss the implications of the Axiom-4 mission, especially with India's participation, for ISRO's Gaganyaan program and India's future spaceflight goals.
Note: This is not a model answer. It only provides you with thought process which you may incorporate into the answers.
Introduction:
— The Axiom-4 mission, which took Indian astronaut Shubhanshu Shukla to the International Space Station (ISS), symbolises the start of a new era in Indian space.
— The Axiom-4 mission is tightly linked to our own space goals and will provide key inputs to the Gaganyaan mission and future missions.
Body:
Implications of the Axiom-4 mission
— Human spaceflight missions are incredibly difficult, especially when undertaking it for the first time. Because of the safety precautions that must be implemented, they are potentially several orders of magnitude more complex than uncrewed missions. This is the problem that ISRO faces with its Gaganyaan mission. And any additional information that reduces risk and improves mission safety is really valuable.
— Although much of the spaceship is automated, it still requires human involvement. It is not a direct route. To approach the International Space Station, which is a moving target in space, the spaceship must follow a convoluted orbit. Throughout the trip to the destination, the pilot will be required to make a number of decisions and initiate many processes.
— This type of experience would be crucial for the other Indian astronauts who will be flying on the Gaganyaan mission. Real-life experience is vastly different from training and simulation.
— Countries with a human spaceflight program benefit greatly from astronauts passing on their expertise and experience to the next generation.
— The experiments that ISRO has designed for the Axiom-4 mission are very interesting. And again, they directly feed into ISRO's own future needs and projects. This is the first opportunity for ISRO to carry out such customised experiments in space. Many are biology-related, and a few are technology experiments.
— Zero-gravity conditions in space provide a unique setting for experiments that are extremely difficult to do on Earth. For example, one of ISRO's experiments is on muscular behaviour. Muscle deterioration can occur due to natural factors, but it can also be influenced by a person's weight. Gravity makes it impossible to separate these two factors on Earth. The zero-gravity environment in space eliminates the weight element and enables for the study of muscle changes caused only by natural processes, which can lead to advancements in our understanding of human health.
Conclusion:
— Space is an expensive effort, and the sector can greatly benefit from private-sector participation. It will also boost the sector's vibrancy, promote innovation, accelerate technological progress, and attract fresh, youthful people. It can also stimulate economic growth.
— The Indian Space Research Organisation (ISRO) has completed a number of significant missions, putting India in a very tiny group of nations possessing cutting-edge space capabilities. The Moon landing by ISRO with the Chandrayaan-3 was the pinnacle of these efforts.

QUESTION 2: How will the PM Dhan-Dhaanya Krishi Yojana focus exclusively on agriculture and allied activities? Discuss its governance and institutional framework.
Note: This is not a model answer. It only provides you with thought process which you may incorporate into the answers.
Introduction:
— The Union Cabinet approved the Prime Minister Dhan-Dhaanya Krishi Yojana (PMDDKY), a scheme to develop 100 agricultural districts through the convergence of 36 schemes of 11 ministries. The scheme has an outlay of Rs 24,000 crore per year, and will be implemented for six years beginning with the current financial year, 2025-26.
— A master plan for the implementation of PMDDKY, which will include agriculture and allied activities. This District Agriculture and Allied Activities Plan will be prepared by the District Dhan Dhaanya Samiti headed by the Collector, and will have progressive farmers as members.
Body:
— According to the government, the program has five objectives: (i) Enhancing agricultural productivity; (ii) Adopting crop diversification and sustainable agriculture practices; (iii) Augmenting post-harvest storage at the panchayat and block level; (iv) Improving irrigation facilities; (v) Facilitating availability of long-term and short-term credit.
— The District Plans will be connected with national goals such as crop diversification, water and soil health conservation, self-sufficiency in agriculture and related industries, and the expansion of natural and organic farming.
— The plans will be based on thorough consultations and an understanding of cropping patterns and related activities under agro-climatic conditions. Committees will be formed at the district, state, and national levels to ensure proper implementation. Central Nodal Officers (CNOs) will be appointed to conduct field visits, reviews, and monitoring. Each district will have technical knowledge partners from central and state agriculture universities.
— PMDDKY is designed on the lines of the Aspirational Districts Programme (ADP). The ADP is based on the 3 Cs, Convergence (of central and state schemes), Collaboration (of central and state level nodal officers and District Collectors), and Competition among districts through monthly delta ranking based on incremental progress in 49 Key Performance Indicators (KPIs) under five broad socio-economic themes: Health & Nutrition, Education, Agriculture & Water Resources, Financial Inclusion & Skill Development, and Infrastructure.
— The NITI Aayog, which is responsible for the ADP's implementation and monitoring, would also give 'overall guidance and capacity building' support to PMDDKY.
— PMDDKY districts will be ranked based on their performance. The scheme's progress in each Dhan-Dhaanya district will be monitored monthly using 117 Key Performance Indicators, according to the announcement. A portal/dashboard will be created for this purpose.
Conclusion:
— The scheme will result in higher productivity, value addition in agriculture and allied sector, local livelihood creation and hence increase domestic production and achieving self-reliance (Atmanirbhar Bharat).

Marking his first visit to Kashi since the operation, he said the mission succeeded only with Mahadev's blessings. Recalling the April 22 terrorist attack in Pahalgam that claimed 26 innocent lives, PM Modi said the grief of the victims' families, especially their daughters and children, deeply moved him. He shared that he had prayed to Baba Vishwanath for strength for the bereaved families and had vowed before the people of Kashi to avenge their pain—'the sindoor of our daughters'—a vow he now considers fulfilled. During his address, PM Modi also hit out at the Congress and Samajwadi Party for their "baseless statements" on the operation, asserting that such actions only strengthen the resolve of a united and self-reliant India. Amid chants of 'Har Har Mahadev', Prime Minister Narendra Modi began his address with 'Namah Parvati Pataye Har Har Mahadev' before a massive crowd in Kashi on Saturday. Speaking in Bhojpuri, he said, 'In the holy month of Sawan, I am blessed to meet my Kashi family. I salute every family of Kashi.' Highlighting the significance of the occasion, he noted that Kashi is today connected with lakhs of farmers across the nation, and there can be no greater fortune than addressing them from such a sacred land during this auspicious month. Prime Minister Narendra Modi said Lord Shiva represents welfare, but assumes a fierce form when faced with terror and injustice. 'The world witnessed this fierce form of India during Operation Sindoor,' he said, warning that 'whoever attacks India will not survive—even in hell.' Prime Minister Narendra Modi credited the success of Operation Sindoor to the unity of 140 crore Indians, calling it the foundation of India's strength. 'This unity sparks a new consciousness each time,' he said, asking the crowd if they weren't proud of India's might and the operation's success. He highlighted the precision strikes by Indian drones and missiles that reduced terror hideouts to rubble, adding that many of Pakistan's airbases 'are still in the ICU.' Prime Minister Narendra Modi launched a sharp attack on the opposition, saying some in the country are having a 'stomach ache' over the success of Operation Sindoor. 'Congress, its allies, and friends can't digest that India destroyed Pakistan's terror bases. Pakistan's sorrow is understandable—but why are Congress and SP sharing their grief?' he asked. He added, 'On one side, the king of terror cries; on the other, Congress and SP weep over the condition of terrorists.' Accusing Congress of insulting the armed forces, he said the party is calling Operation Sindoor a 'tamasha'. 'Tell me—can sindoor ever be a tamasha? Calling our army's valour and our daughters' honour a spectacle is shameful and will not be tolerated,' he asserted. Prime Minister Narendra Modi took a sharp dig at the Samajwadi Party, accusing it of indulging in vote bank and appeasement politics. Referring to SP leaders' remarks in Parliament questioning the timing of action against the Pahalgam terrorists, he said, 'Should I call them and ask—should we kill terrorists or not? Should we wait to eliminate them?' He reminded the public that during SP's rule in Uttar Pradesh, the party had withdrawn cases against those accused in bomb blasts and given clean chits to terrorists. 'They have a problem with the killing of terrorists and even with the name—Operation Sindoor,' he ad Announcing from the sacred land of Kashi, Prime Minister Narendra Modi said, 'This is a new India—one that worships Bholenath, but turns into Kaal Bhairav when faced with the enemies of the nation.' Highlighting India's growing self-reliance in defense, Prime Minister Narendra Modi said the world witnessed the strength of indigenous weapons during Operation Sindoor. 'Our air defense systems, missiles, and drones have showcased the power of a self-reliant India,' he said, adding that 'the fear of BrahMos has shaken every enemy—its sound keeps Pakistan awake at night.' Expressing pride as an MP from Uttar Pradesh, the PM announced that BrahMos missiles will soon be manufactured in Lucknow. 'Weapons made in the UP Defense Corridor will become the backbone of India's military strength,' he said, asking the crowd if they felt proud of India's self-reliant defense capabilities. Issuing a stern warning, he declared, 'If Pakistan dares to repeat its mistakes, missiles made in UP will wipe out terrorists.'

Rahul Gandhi claims BJP wins since 2014 rigged, mum on Congress

Rahul Gandhi claimed that the Bharatiya Janata Party rigged elections since 2014. He alleged manipulation of up to 100 seats in the recent Lok Sabha polls. Gandhi stated that he has evidence of vote tampering. He recalled an alleged warning from Arun Jaitley. Mallikarjun Kharge raised concerns about voter list revisions in Bihar. Tired of too many ads? Remove Ads Tired of too many ads? Remove Ads New Delhi: Congress leader Rahul Gandhi on Saturday triggered a political storm by alleging that most elections won by the BJP since 2014 were fraudulent and that Prime Minister Narendra Modi's third term was only possible due to large-scale rigging in the 2024 Lok Sabha polls . Addressing a legal conclave organised by the Congress's legal cell, Gandhi claimed the BJP manipulated up to 100 seats in the recent general election and said his party would soon present doubled down on his recent attack on the Election Commission, claiming he always had doubts about the fairness of BJP's sweeping victories since 2014. "I always had a suspicion that something was wrong, right from 2014... We don't get a single seat in Rajasthan, Madhya Pradesh, Gujarat. This was surprising to me," he said. Citing "atom bomb-level" evidence of vote tampering, Gandhi alleged that even a rigging of 10-15 seats would have changed the outcome. "Although our suspicion is closer to 70, 80, 100 seats," he also said an upcoming Congress-led event in Karnataka would expose fake voters, claiming that in one seat alone, 1.5 lakh of 6.5 lakh voters were a controversial aside, Gandhi recalled an alleged warning from late BJP leader Arun Jaitley over his support to the farm law protests. "When I was fighting the farm laws, Arun Jaitley ji was sent to me to threaten me," he said. "He told me, 'If you carry on opposing the govt, we will have to act against you.' I looked at him and said, 'I don't think you know who you're talking to'."The remark raised eyebrows as the farm law agitation began in 2020, more than a year after Jaitley's death in August 2019. However, Gandhi positioned the anecdote as part of his broader message of defiance, saying he had told his sister Priyanka Gandhi Vadra that he wasn't afraid of "playing with fire".Congress president Mallikarjun Kharge also targeted the government over the ongoing voter list revision in Bihar. "If 6.5 to 10 million voters are being excluded in a state of 70 million, it's not an error - it's a calculated move to remove the marginalised from the democratic process," he legal head Abhishek Manu Singhvi echoed the concern, warning that the Constitution was being twisted into a "tool of domination". He said it was the Congress that had built Indian democracy "not just in form but in spirit", and would now be called upon to defend Gandhi made no comments about the State elections that his party won in between.

Amid tariff war, Modi calls for embracing swadeshi

Amid the ongoing tariff war, Prime Minister Narendra Modi on Saturday called on citizens to adopt the spirit of 'swadeshi' and support locally-made products, stressing that true service to the nation lies in promoting indigenous goods, especially amid 'global economic uncertainties'. Prime Minister Narendra Modi and chief minister Yogi Adityanath upon the former's arrival to address a public meeting, in Varanasi on Saturday. (PTI PHOTO) He also invoked Lord Shiva's 'Rudra roop' (fierce form) to describe India's resolute action against terrorism, saying Operation Sindoor showcased the country's strength to the world and delivered a clear message that anyone who dares attack India will not be spared, not even in 'Pataal Lok'. He dedicated the success of the operation 'at the feet of Mahadev'. He was addressing a public meeting in Banauli village of Sewapuri area of his parliamentary constituency Varanasi where he laid the foundation stone and inaugurated development works worth around ₹2,200 crore. He also distributed the 20th installment of the PM KISAN Samman Nidhi worth ₹20,500 crore to over 9.70 crore eligible farmers nationwide. 'India is going to become the third largest economy in the world. It has to be vigilant about its economic interests. Welfare of farmers and small industries is paramount and the government is making every possible effort in this direction,' he asserted. 'Varanasi is a city of intellectuals', Modi said, adding, 'Today when we are discussing economic progress, I want to draw your attention to the prevailing global conditions. The global economy is currently facing multiple uncertainties and an atmosphere of instability and is surrounded by many apprehensions.' Emphasising that farmers, small industries, and employment for youth are the top-most priorities for the government, Modi said, 'The government is doing everything possible in this direction. But as citizens, we too have responsibilities.' Calling for a national movement to support local products, the prime minister said, 'This is not just about Modi saying it, every Indian should say this -- if we want India to become the third-largest economy, every political party and every leader, keeping aside their hesitations, must work in the nation's interest and awaken the spirit of swadeshi among the people.' He also urged people to be conscious consumers, saying, 'Whatever we buy, we should ask ourselves -- has an Indian toiled to make this? If it has been made by the sweat of our people, with their skills, that product is swadeshi for us. We must adopt the mantra of 'Vocal for Local'.' Making a special appeal to traders and shopkeepers, the prime minister said, 'At a time when the world is going through uncertainty, let us take a pledge to sell only swadeshi goods from our shops and markets. Promoting made in India goods will be the truest service to the country.' With the festival and wedding seasons approaching, the prime minister encouraged people to ensure that all new purchases are made in India. He recalled how many citizens changed their wedding plans from abroad to India after his earlier appeal. 'The feeling of swadeshi in every action will define our future. This will also be a true tribute to Mahatma Gandhi. Only through collective effort can we fulfil the dream of a developed India,' Modi said. First visit to Kashi after Op Sindoor The PM also said, 'I have come to Kashi for the first time after Operation Sindoor.' The prime minister accused the Congress of repeatedly insulting the valour of the armed forces and even terming 'Operation Sindoor' a 'tamasha' (spectacle). 'Can 'Sindoor' ever be a joke? They dared to insult the sacred mark of our sisters and the valour of our soldiers,' he said. 'My heart was filled with sorrow for the 26 people who lost their lives in the Pahalgam terror attack ... My promise to avenge 'Sindoor' of our daughters was fulfilled with blessings of Mahadev,' he said, adding, 'I dedicate the success of the operation at the feet of Mahadev.' The prime minister stressed that the 'unity of 140 crore countrymen' became the 'strength of Operation Sindoor'. 'Shiva means welfare, but when terrorism and injustice raise their ugly head, Mahadev takes his 'Rudra roop'. During Operation Sindoor, the world witnessed this very form of India,' the prime minister said, warning that 'whoever attacks India will not survive, even in Pataal Lok (netherworld)'. Taking a dig at the Opposition, Modi alleged that while the country was celebrating the success of Operation Sindoor, 'some people in our own country were troubled by it'. 'Congress and its allies are unable to digest the fact that India demolished terrorist hideouts inside Pakistan,' he said. 'Aren't you proud of Operation Sindoor? Aren't you proud that India destroyed terror bases (in Pakistan and PoK)?' the prime minister asked the gathering. He added, 'You all must have seen the visuals of how our drones and missiles precisely struck and reduced terrorist headquarters to rubble. 'Several air bases in Pakistan are still in ICU. While Pakistan's anguish is understandable, what's shocking is that Congress and Samajwadi Party leaders are also unable to cope with it.' Modi also attacked the Samajwadi Party (SP) for questioning the timing of Operation Mahadev, in which three Pahalgam attack terrorists were killed. 'One of their leaders asked in Parliament -- 'why were the attackers of Pahalgam killed now'. Should I call and ask Samajwadi leaders whether to strike now or later? Should we wait and let the terrorists escape?' Modi asked. 'These are the same people who, during their rule in Uttar Pradesh, gave clean chits to terrorists and withdrew cases against those involved in bomb blasts,' Modi claimed, adding that such parties are now disturbed because terrorists are being eliminated. 'This is 'Naya Bharat' (New India), which worships Lord Shiva but turns Kaal Bhairav against its enemies when needed,' the prime minister said. Modi stressed that Operation Sindoor has demonstrated India's indigenous defence capabilities to the world. 'The power of our locally developed missiles, drones and air defence systems was on full display (during Operation Sindoor). Our BrahMos missile instilled such fear in the enemy that people in Pakistan can't sleep peacefully even in their dreams.' Expressing pride as an MP from Uttar Pradesh, the PM announced that BrahMos missiles will soon be manufactured in Lucknow. The BrahMos unit in Lucknow was inaugurated on May 11. 'Weapons made in the UP Defence Corridor will become the backbone of India's military strength,' he said, asking the crowd if they felt proud of India's self-reliant defence capabilities. Issuing a stern warning, he declared, 'If Pakistan dares to repeat its mistakes, missiles made in UP will wipe out terrorists.' Launched on May 7 in response to the April 22 Pahalgam terror attack that claimed 26 lives, Operation Sindoor showcased calibrated, tri-services action targeting terror hideouts in Pakistan.
