
DOLE urges employers to allow work-from-home setup amid EDSA rehab
According to Joseph Morong's report in '24 Oras' on Friday, the Metropolitan Manila Development Authority said EDSA is home to many business establishments, with nearly 50 malls on the stretch.
'Mutually beneficial po. Hindi po makakapinsila sa pagpapatuloy ng negosyo, pero matiyak din po na hindi rin mapipinsila ang ating mga mangagawa,' said DOLE Secretary Bienvenido Laguesma during an inter-agency meeting.
(This will be mutually beneficial. It will not affect the businesses and at the same time we can make sure that workers will not be inconvenienced.)
The Pasay and Guadalupe portions will be the first to be affected by the first wave of the rebuilding program that will begin on June 13.
For its part, the Employers Confederation of the Philippines (ECOP) said that alternative work arrangements may not be effective for some.
'Sana pabayaan yung mga kumpanya at yung mga tao nila na mag-usap, diskartehan nila, kanya-kanya,' said ECOP president Sergio Ortiz.
(Let's leave it to the companies and their employees to decide on that.)
ECOP also sought incentives for business establishments that would implement alternative work setups.
The government earlier said that the rehabilitation on the major thoroughfare will go on full blast by July or August.
Department of Transportation Secretary Vince Dizon said that the DOTr will check if the odd-even coding scheme to be implemented during the rehabilitation period would be effective. The said vehicular scheme will have a dry run on June 16.
On the other hand, transport groups said that the No Contact Apprehension Policy (NCAP) should have been implemented after the rehabilitation.
Motorcycle taxi riders are complaining that the NCAP implementation has made their daily rides difficult.
'Mayroong reklamo sa akin na 'Sir, baka wedeng pakibilisan?' Sabi ko, 'Hindi tayo pwedeng dumaan diyan sa bike lane kasi bawal,'' said motorcycle taxi operator Paul Rosales.
(Someone complained to me if I can go faster. I told him that we cannot use the bike lane.)
'Maganda ang layunin ng motorcycle lane, ang problema yung kalsada doon baku-bako,' said Kagulong Secretary General Don Pangan.

LTFRB, LTO crack whip vs. PUVs overloading passengers
The Land Transportation Franchising and Regulatory Board (LTFRB) warned Tuesday that operators who overload their public utility vehicles (PUVs) with passengers may lose their franchises. According to Joseph Morong's report in "24 Oras" on Tuesday, the Land Transportation Office (LTO) will join the LTFRB in the crackdown of PUVs that are jampacked, if not overflowing, with passengers. Traditional and modern jeepneys have a limit of 12 to 32 passengers, depending on their capacities. Modern jeepneys, however, are only allowed to have up to five standing passengers, the LTFRB said. Meanwhile, Asian utility vehicles (AUVs), regular vans, and extended vans should only have six to 12 passengers. Up to 50 passengers are allowed on public buses, the report said. "Kapag nag-overload po tayo, nako-compromise 'yung safety and it's no longer convenient for the passengers," said LTFRB spokesperson Ariel Inton. (If PUVs are overloaded, the safety and convenience are compromised and it's no longer convenient for the passengers.) Aside from the possibility of losing their franchises, PUV operators flagged for violating the policy will be fined P5,000. Passengers who are caught hanging on or standing in full PUVs will not be fined, the report said. Several commuters interviewed by GMA Integrated News are divided with their views on the new policy. Some said that overloading PUVs is inevitable as many commuters are already in rush. On the other hand, others said jampacked vehicles on travel can be unsafe. "Minsan kasi 'pag may ubo, mahirap talagang magsiksikan," said commuter Marissa David. (It's a very difficult situation when the PUVs are packed, especially when someone coughs.) Despite the sardine can-like conditions, some drivers told GMA Integrated News that they need to allow passengers to get onboard their PUVs especially during rush hour, even if these are already beyond full capacity. "Wala po kaming magagawa sir, eh, pasahero, lalo rush hour hindi namin kayang awatin," said jeepney driver Emilio Arino, adding that having more passengers means extra income. (We cannot do anything to stop the passengers especially when it's rush hour.) However, the LTFRB said it is now studying if there is a lack of public transportation causing PUVs to be overloaded or if it just happens during rush hours. "Maaaring isang point of view na kaya ganiyan ay dahil sa kakulangan ng public transport. Pero sa tingin namin, isa ring contributory factor 'yung traffic, kasi 'yung turnaround, lalo na sa kapag kunwari kapag rush hour," said Inton. (One point of view is that the problem may be due to the lack of public transport. MMDA launches SMS, email notifications for NCAP violations
Motorists will now receive real-time short message service (SMS) and email notifications if they committed violations under the No Contact Apprehension Policy (NCAP), the Metropolitan Manila Development Authority (MMDA) said Monday. "A key feature of this initiative is that vehicle owners will receive notification via SMS even without an internet connection so that immediate action may be taken as soon as they are notified and for their convenience," MMDA chairperson Romando Artes was quoted in a statement as saying during the launch. The MMDA noted that motorists will receive the notification through SMS and email when the violation has been verified. For SMS, the sender is 'MMDA_NCAP' and it does not use a cell phone number, the MMDA said. On the other hand, the official sender in email is 'no-reply@ 'The official MMDA text and email notifications do not include any payment links to prevent scams. Both the SMS and email notifications are sent from no-reply senders,' the MMDA said. According to the MMDA, the vehicle owners' contact numbers and email addresses come from the records registered under the Land Transportation Office 's Land Transportation Management System. Artes urged the vehicle owners to update their records in the LTO LTMS to ensure they receive notifications. As the website shows only traffic violations under NCAP, the MMDA noted that a result of 'No Record Found' status does not necessarily indicate the absence of traffic violations. Meanwhile, Artes reminded the public to be cautious of any suspicious messages containing links and check the sender's information to avoid potential scams. The real-time SMS and email notifications for the violations under NCAP was done in partnership with a telecommunications company and the LTO, according to the MMDA. In June, the MMDA also launched 'May Huli Ka 2.0,' a web-based platform that enables vehicle owners to conveniently check for traffic violations. NCAP is a policy that uses closed-circuit television, digital cameras and/or other gadgets or technology to capture videos and images to apprehend vehicles violating traffic laws, instead of traffic enforcers on the ground. EDSA rehab, odd-even scheme moved to 2026 — DPWH
The EDSA rehabilitation and implementation of the odd-even scheme will push through in 2026, according to the Department of Public Works and Highways (DPWH) on Thursday. According to Joseph Morong's exclusive report on '24 Oras' on Thursday, the DPWH said the EDSA rehabilitation will begin next year as it is already the rainy season in the country, which will be followed by the Christmas rush during the "Ber" months. 'If we have the space early next year, then we can start. Some of the sections na hindi most traveled (that is not most traveled), and that will not affect substantially the traffic movement,' DPWH Secretary Manuel Bonoan said. He added the DPWH is also looking into a more efficient and affordable technology to rehabilitate the 23.8-kilometer stretch of the historic highway that is considered Metro Manila's major thoroughfare. In the original plan, EDSA would be reconstructed lane-by-lane, with each being replaced by a new road. The whole project would cost from P8 to 17 billion. However, DPWH is studying the 'time and motion' process where a layer would be placed above the surface of EDSA. 'It looks promising. We are not going to scarify it anymore. We'll just put it on top but we have to stabilize it properly. Tataas ng konti yung EDSA. hindi naman gaano mataas (EDSA will be raised a bit),' Bonoan said. He added the roadwork would be done at night, but the odd-even scheme must still be implemented to lessen the volume of vehicles. The DPWH will submit its recommendation to President Ferdinand Marcos Jr. once it finalizes the technology that will be used for the EDSA rehabilitation. More buses, trains in EDSA Meanwhile, the Department of Transportation (DOTr) said it will continue its plans to add more buses to the EDSA busway. It is also studying if the operation hours of MRT-3 can start earlier and if the 24 new Dalian trains can be utilized since it was not used since it did not match the MRT system.
