Floods hit parts of Metro Manila on Wednesday
The continuous downpour brought about by the bad weather continued to cause flooding in several areas in Metro Manila on Wednesday. In an advisory, the Metropolitan Manila Development Authority (MMDA) issued flood warnings in the following areas as of 10:15 a.m.: Manila Taft UN Ave. Intersection: Above Gutter deep, passable to all type of vehicles Taft Avenue Pedro Gil Intersection: Half Knee deep, passable to all type of vehicles Taft Avenue corner UN Ave NB. Metro Manila, Benguet, Pangasinan, Tarlac, Pampanga, Bulacan, Zambales, Bataan, Cavite, Laguna, Batangas, Rizal, and Occidental Mindoro may experience monsoon rais while the rest of MIMAROPA, La Union, Nueva Ecija, Quezon, Camarines Sur, Catanduanes, Albay, Sorsogon, Masbate, Antique, Iloilo, Guimaras, and Negros Occidental may observe occasional rains. Cloudy skies with scattered rains and thunderstorms is forecast over the rest of Luzon and Visayas while partly cloudy to cloudy skies with isolated rainshowers or thunderstorms may prevail over Mindanao. Monsoon rains may prevail over Zambales, Bataan, and Occidental Mindoro while occasional rains may be experienced over Metro Manila, Ilocos Region, Benguet, Tarlac, Pampanga, Bulacan, Cavite, Laguna, Batangas, Rizal, and Oriental Mindoro. Cloudy skies with scattered rains and thunderstorms may be observed over Visayas, the rest of Luzon, Zamboanga Peninsula, and Northern Mindanao while partly cloudy to cloudy skies with isolated rain showers or thunderstorms may be experienced over the rest of Mindanao. Josh Mojica seeks leniency from LTO over viral EDSA selfie driving incident
Josh Mojica, the driver who went viral for posting a selfie video while driving a sports car along EDSA, has appealed to the Land Transportation Office (LTO) for a lighter penalty. Accompanied by his legal counsel, Atty. Jose Marie Fabella, Mojica appeared before the LTO Intelligence and Investigation Division (LTO-IID) on Thursday, July 10. 'He's a first-time offender and had no intention to endanger the public,' Fabella told reporters. 'We accept any penalty under the law, but we're appealing that it not be made harsher.' LTO-IID chief Renante Militante clarified that the 90-day suspension of Mojica's driver's license is not yet a penalty but a preventive measure pending investigation. 'Hindi po 'yan penalty… pending the result of the investigation, sinususpend po muna natin ang lisensya,' Militante explained. 'Kung may naka-alarm at maulit pa, baka mas grabe ang parusa.' Militante added that the sports car involved is now under alarm status, meaning it cannot be used by Mojica or anyone else until the investigation concludes. Mojica is being charged with reckless driving, violation of the Anti-Distracted Driving Act, and being an improper person to operate a motor vehicle. Militante confirmed that Mojica admitted to all charges during the hearing and has since surrendered his license. Mojica also told ABS-CBN News that the car had only been with him for five days when he filmed and posted the video.

DPWH eyes faster, cheaper method for EDSA rehab
The Department of Public Works and Highways (DPWH) is exploring alternative construction technologies and materials to accelerate the rehabilitation of EDSA and reduce the project's overall cost and traffic impact. DPWH-NCR Director Engr. Loreta Malaluan said in an interview with Super Radyo dzBB on Saturday that the agency, in coordination with the Metropolitan Manila Development Authority (MMDA) and the Department of Transportation (DOTr), is evaluating methods that would allow the rehabilitation to proceed more efficiently along Metro Manila's busiest thoroughfare. Instead of the original plan involving full lane-by-lane excavation and reconstruction, engineers are now studying a technique that reinforces the existing road base with concrete and asphalt overlays. This approach would eliminate the need for complete pavement removal while still addressing structural concerns. 'This new technology is expected not just to expedite the construction schedule but also to improve the overall pavement condition,' Malaluan said. The DPWH is also conducting a time-and-motion study to assess the feasibility and efficiency of the proposed method. If adopted, it could significantly shorten the project timeline and reduce the total cost, currently estimated between P8 billion and P17 billion. President Ferdinand Marcos Jr. earlier suspended the EDSA rehabilitation plan, originally scheduled to start on June 13, to allow a one-month review. He instructed concerned agencies to explore faster and more modern construction techniques that would minimize disruption and shorten the rehabilitation period from the original two years to as little as six months or up to a year.

EDSA rehabilitation likely delayed to 2026
The long-awaited rehabilitation of EDSA will likely be postponed to 2026, according to Public Works Secretary Manuel Bonoan. In a report on NewsWatch Plus on July 4, Bonoan said that starting construction during the rainy season would be impractical. The project, dubbed 'EDSA Rebuild,' was initially set to begin in June, alongside traffic mitigation plans such as the proposed odd-even scheme. However, President Ferdinand Marcos Jr. ordered a temporary suspension to refine the implementation strategy and fast-track the timeline. Bonoan noted the need to align the project with better weather conditions and international events scheduled for 2026, such as ASEAN meetings in Manila. Originally, the DPWH planned for phased work to be completed by 2027. The agency is currently evaluating new technologies to speed up repairs and will submit revised recommendations to the President.
