Calcutta HC stays implementation of new West Bengal OBC list
A bench comprising Justices Tapabrata Chakraborty and Rajasekhar Mantha told the state government not to take steps based on the list till July 31, when the case will be heard next.
The West Bengal government had earlier this month issued a notification adding 76 sub-castes to the Other Backward Classes category, taking the total number of communities in the grouping to 140.
Out of these, 80 communities are from among Muslims, while 60 are non-Muslims, The Indian Express reported. Muslims comprise 57.1% of the population included in the OBC category.
The state government's previous list of OBCs had 113 sub-groups, of which 77 were Muslims and 36 non-Muslims. However, the High Court had in May 2024 struck down the list, and had reduced OBC reservations from 17% to 7%, The Times of India reported.
The new list would allow the state government to restore OBC reservations to 17%.
The High Court's May 2024 decision was expected to affect nearly five lakh certificates. The state government's challenge to the verdict is pending before the Supreme Court.
Opposition leader Suvendu Adhikari claimed that the new list prepared by the government amounted to contempt of court, and alleged that the Trinamool Congress government was trying to provide reservations in education institutes and government jobs on the basis of religion.
The Bharatiya Janata Party leader claimed that before 2010, there were 66 communities in the OBC list, of which only 11 were from among Muslims, The Indian Express reported.
However, the Trinamool Congress said that backwardness, and not religion, was the criterion for groups being included in the OBC list. It accused the BJP of trying to pit Hindus against Muslims and following a 'divide and rule' policy.

In a clear departure from his predecessors' pro-Hindutva stand, newly appointed West Bengal BJP president Samik Bhattacharya on Thursday said that his party is not against Muslims and that it envisages a West Bengal where Muharram and Durga puja 'visarjan' processions can be held side by side without 'danga' or communal riots. In his first speech after being elected to the post, the Rajya Sabha MP also outlined the BJP's upward trajectory in West Bengal in the past decade and hit out at the TMC government in the state for allegedly failing to give jobs to youths, and security to women. 'BJP's fight is not against Muslims. Those who hold stones in their hands, the BJP wants to replace the stones with books. We want a Bengal where Muharram and Durga Puja visarjan (immersion) processions can go side by side without any riots taking place,' Bhattacharya said at an event where he was officially anointed the new state BJP chief. His predecessor Sukanta Majumdar and Leader of Opposition in Assembly Suvendu Adhikari were present. Former Union Minister and senior BJP leader Ravi Shankar Prasad, who was in charge of the election process, also attended the event held at Kolkata's Science City. Narrating the BJP's growth, Bhattacharya said: 'From two MLAs to now 303, people of Bengal have given us a special place. People of Bengal have understood that it is the BJP that can defeat the TMC.' Hitting out at the TMC government, led by Chief Minister Mamata Banerjee, the new state BJP chief said: 'People of Bengal want their family, who are migrant labourers, to return home. Over 17,000 people have lost their jobs under this government. They are on the streets. Once the BJP comes to power, no migrant labour will have to leave the state,' he said. Bhattacharya promised to 'give justice' to people hit by the post-poll violence in 2021. 'No one will be spared. They will be brought to justice even from patal lok (underworld) once the BJP comes to power in the state,' he said. Claiming that people of Bengal want 'mukti' (liberation) from the TMC government, he said, '2026 Assembly poll is not just an election, but a fight for Bengal.' Addressing the factionalism in the state unit of his party — his main challenge before the Assembly elections next year, Bhattacharya stressed on unity, urging the old generation to trust the new and the new to remember the contributions of those who built the party. Telangana Public Service Commission defends decision to conduct Group-I Mains before high court, denies any procedural violations
Hyderabad: The Telangana Public Service Commission (TGPSC) on Thursday defended the conduct and evaluation of the Group-I Mains examination, asserting before Justice Namavarapu Rajeshwar Rao of the high court that there was no mala fide intent or violation of statutory procedures, as alleged by the petitioners challenging the examination process. Representing the commission, its counsel argued that the examination was conducted transparently and in strict adherence to established procedures. He urged the court to consider the far-reaching consequences of annulling the examination in the absence of concrete evidence. 'The process was transparent. A significant number of qualified candidates belong to OBC, SC, ST, women, and physically challenged categories. Cancelling the examination on vague and unsubstantiated grounds would deal a severe blow to hundreds of aspirants who have invested years of preparation,' he submitted. The counsel further stated that the petitioners had failed to make specific or substantiated allegations. 'Except for a solitary writ petition containing a vague assertion, no petitioner has produced credible evidence of malfeasance. There are no claims of mala fides, no breach of statutory rules, and no indication that either the examination centres or the evaluation process was compromised,' he argued. He emphasised that the evaluation was conducted anonymously and randomly, using expert evaluators trained specifically for this exam. He denied allegations of selective evaluation or manipulation in the allotment of answer scripts. Addressing concerns raised about Telugu medium candidates, the commission clarified that evaluators proficient in both English and Telugu were appointed, and hence, the assessment was fair and unbiased. Regarding impersonation concerns, the commission submitted that biometric verification of candidates was conducted and cross-checked with nominal rolls approved by the chief superintendents at the respective centres. The high court is scheduled to continue hearing the matter on Friday.
