Central varsities have 26% vacant posts: Govt
Central Universities (CUs) face a significant faculty shortage as nearly 26% of the total 18,951 sanctioned posts remain vacant, with a disproportionate shortage in reserved categories, the education ministry data shared with Rajya Sabha on Wednesday revealed. Central varsities have 26% vacant posts: Govt Reserved categories — Scheduled Castes (SC), Scheduled Tribes (STs) and Other Backward Classes (OBCs) — account for 36.7% of the total 4,889 vacant posts across 46 central universities funded by the University Grants Commission (UGC). In contrast, only 14.6% of general category posts remain unfilled. The data shared by Union minister of state (MoS) in education Sukanta Majumdar, in response to questions asked by Rashtriya Janata Dal (RJD) MP Manoj Jha, shows that 54% of the professor posts out of sanctioned 2,537 remain unfilled, followed by 36.6% vacanct associate professor posts out of sanctioned 5,105 and 14.5% vacancies for assistant professors out of sanctioned 11,309 posts. Despite the constitutional mandate of 15% reservation for SCs, 7.5% for STs, and 27% for OBCs to ensure adequate representation, over one-third of reserved faculty posts in CUs remain vacant out of the sanctioned 7,153 positions, official data shows. Among these, OBCs face the highest shortfall, with 40.4% of 3,688 sanctioned posts unfilled, followed by STs with 37% vacancies out of 1,155 posts and SCs with 30.7% vacancies out of 2,310 posts. The general category has the lowest shortfall, with only 14.6% of its 10,836 sanctioned posts vacant. Along with vacancies, Jha asked for the data on the number of candidates declared 'not found suitable' (NFS) for faculty positions and the corrective steps taken to ensure fair hiring of reserved category candidates. In response, Majumdar said, 'The details of the number of candidates 'Not Found Suitable' by selection committees for teaching posts in Central Universities are not maintained centrally.' Majumdar said that UGC's 2018 Regulations on faculty appointment 'provide for a transparent and objective selection procedure' for university and college teachers, requiring inclusion of SC/ST/OBC, minority, women, or differently-abled representatives in the selection committee when candidates from these categories apply. Harish Wankhede, assistant professor at Centre for Political Studies, School of Social Sciences, Jawaharlal Nehru University, New Delhi, the large number of vacant faculty posts of reserved categories could be attributed to three major reasons: UGC's '13-point roster system, non commitment of those who run the universities towards sensitivity on social justice policies, and caste biases. 'First one is UGC's '13-point roster system' which suggests which posts will be reserved for whom and in which centre in which category. There is some kind of non-transparency and mischief played by the administration and seats are reserved in such a way that the suitable candidate for the posts will not be found. The second reason is non commitment of the directors or principals or vice-chancellors who run the university towards sensitivity towards the social justice policies. The third reason is the caste biases in universities and we still find that teaching posts are seen as very privileged posts and before 1996 that there were no OBC faculty members. So, the social elites or upper caste feel that education is a domain for their power and privileges and there is a hesitation from them to open the gates of universities for reserved category candidates,' he said.

Dismissed IAS officer Puja Khedkar appeals against cancellation of OBC non-creamy layer certificate
Pune/Nashik: Dismissed IAS officer Puja Khedkar has filed an appeal before the state department for other backward classes (OBC) welfare against the Nashik divisional commissioner's decision to cancel her non-creamy layer certificate. An officer from Nashik divisional commissioner Pravin Gedam's office told TOI that the certificate was cancelled over a month ago and the decision was communicated to all those concerned. "The action was taken after it was found that Khedkar had allegedly submitted 'false and misleading information' to obtain the certificate," the officer said. Puja's father, Dilip Khedkar, told TOI on Wednesday: "We have challenged the divisional commissioner's decision before the appellate authority i.e. the state OBC department. We will be presenting our side soon as we feel the divisional commissioner acted under pressure. My daughter's selection to the IAS was not under the OBC quota." The Union Public Service Commission had cancelled her provisional candidature for the Civil Services Examination 2022 and debarred her from all future exams conducted by the commission. Based on a report submitted by the Maharashtra govt, the Centre had constituted a single-member panel to verify the claims made by Khedkar. The panel submitted its findings to the DoPT secretary on July 24, following which the order to discharge her was issued.

Revanth Reddy bats for Bandaru Dattatreya, a Telugu OBC, for vice president post
Telangana Chief Minister A Revanth Reddy on Wednesday demanded former Union Minister and ex-Governor Bandaru Dattatreya, an OBC leader from Telangana, be made the Vice President of India. Meanwhile, he termed as "unfortunate" the resignation of former vice president Jagdeep Dhankhar. "The next Vice President should be from Telangana. Telangana deserves its due. You cannot do so much injustice to the people of Telangana. Telugu is the second most spoken language in India after Hindi, and then comes Bengali. Injustice has been done to our people. "I have demanded that the NDA government appoint Bandaru Dattatreya as the next Vice President of India. If Dattatreya is made the vice president, then some of your sins will be forgiven," the Congress leader told reporters here. Dattatreya was the Haryana governor during 2019-2021. He was made the governor of Himachal Pradesh in July 2021 and vacated that post on July 21 this year. Reddy said he proposed Dattatreya's name because there is so much talk about OBCs these days, and Dattatreya, an OBC, was removed from the post of governor. He said Bandi Sanjay was also axed as the BJP president of Telangana, as he termed both these leaders the main face of Telugu OBCs. "They sent a person of Telugu-speaking person back home from Delhi (referring to former VP M Venkaiah Naidu). Then they removed Bandaru Dattatreya as governor and then removed Bandi Sanjay as Telangana BJP president," said Reddy, attacking the BJP-led Centre. Asked if the Congress would support Dattatreya's candidature, he said, "I will try and help Bandaru Dattatreya and I will also request my leadership to support him too, but the Congress leadership will take a call on it." Reddy also alleged that the country is in danger till the NDA government is in power, and it has to be removed.

Revanth Reddy bats for Bandaru Dattatreya for Vice President post
Telangana Chief Minister Revanth Reddy has made a pitch for the country's next Vice President to be from Telangana, specifically naming veteran politician and Haryana Governor Bandaru Dattatreya for the position. Reddy stated that South India needs more representation and that appointing Dattatreya would rectify the "injustice" done to Telangana and its OBC leaders by the central government. He cited the removal of other OBC leaders from prominent posts as a reason for his demand. "To do injustice to our people, I am demanding from the NDA government because the discussion on OBC is going on very fast... So, if you make Dattatreya as the Vice President, then your crimes will be marked," he said. Reddy also highlighted that Telugu is the second most spoken language in the country after Hindi.
