Nicobar tribes watch as key road project gathers pace in the region
The so-called trunk road infrastructure will involve acquisition of approximately 90.935 hectares of private land for which a social impact assessment is mandatory. A total of 666.44 hectares is likely to be impacted by the trunk infrastructure, a notification issued by the directorate of social welfare, A&N administration on April 11 stated. The notification is available on the website of directorate of social welfare, A&N.

The affected revenue villages in the trunk infrastructure project are Campbell Bay, Gandhi Nagar, Jogindher Nager, Govind Nagar , Laxmi Nagar, and Vijay Nagar. The road also traverses through a large stretch of forest area as per the map provided by the administration in the tender document.
'ANIIDCO Ltd Sri Vijaya Puram will be undertaking the work of constructing Trunk infrastructure at Great Nicobar Islands. The proposed land is admeasuring an area of 666.44 ha and the affected area to be covered under SIA study is 90.943 ha,' the notification says adding that the SIA report and social impact management plan should be completed within 6 months of issuance of the notification.

ANIIDCO (Andaman & Nicobar Islands Integrated Development Corporation Ltd) has been appointed as project proponent. ANIIDCO has submitted an Environmental Impact Assessment (EIA) report to Ministry of Environment Forest and Climate Change (MoEFCC) for obtaining consolidated environmental and Coastal Regulation Zone (CRZ) clearance for the project, the tender document stated.
Anthropologists have cautioned that such a road project needs the consent of tribal communities and forest dwellers such as the Shompen and the Nicobarese who are likely to impacted by it.
'It's important to understand how such a multi-infrastructure project impacts the Nicobarese and the Shompen. We know that the Andaman trunk route had a huge impact on the Jarawas exposing them to several negative sides of tourism and access. Such a trunk route could erode the Shompen culture. If at all, a road can connect the Nicobarese and Shompen villages because they have a symbiotic relationship. It's also very important to have the actual consent of these tribal communities,' said Anstice Justin, a Nicobarese anthropologist based on Port Blair.

'It's also very important to consider that the Shompen have very vulnerable immune systems compared to us,' he added.
But such communities are not part of the social impact assessment, another expert added.
'The document doesn't mention the tribal villages affected nor even shows cause as to why they are not being included when it is precisely their ancestral and lived lands,' said a senior researcher who specialises on the Southern Nicobarese, who asked not to be named.
The SIA is to be conducted in compliance with the Right to Fair Compensation; Right to Fair Transparency in Land Acquisition, Compensation and Transparency in Rehabilitation and Resettlement Land Acquisition, Rehabilitation Act,2013; and the Andaman and Nicobar Islands Right to Fair Compensation and Transparency In Fair Compensation and Transparency in Land Acquisition, Rehabilitation And Land Acquisition, Rehabilitation and Resettlement Rules,2018.
ANIIDCO did not respond to HT's queries on whether the assessment will cover particularly vulnerable tribal groups such as the Shompen and how impact on forest land will be impacted.
The Great Nicobar Holistic Development Project has four major components : an International Container Transshipment Terminal (ICCT); an international airport; a power plant; and a township. The total cost is estimated at ₹81,800 crore. The Nicobar Islands fall in the Sundaland Biodiversity Hotspot and cover the western half of the Indonesian archipelago. HT reported on May 12, 2021 that the expert appraisal committee of environment ministry recommended the Great Nicobar township proposal for grant of terms of reference.
Bhupender Yadav, union environment minister said in August last year that 'exemplary mitigation measures' have been incorporated to minimise the environmental impact of the project, 'keeping the strategic, national and defence interests' in mind.
The Tribal Affairs Ministry is not aware of any objections raised by the Tribal Council of Little and Great Nicobar to the Great Nicobar mega infrastructure project, Union Tribal Affairs minister, Jual Oram said in Rajya Sabha in March.

Godrej Air project: Home buyers protest delayed flats delivery
A group of homebuyers of Godrej Air project in Sector 85, Gurugram, on Sunday protested outside the under-construction condominium over delay in delivery of their flats, lack of 24-metre access road, and non-completion of club house. Buyers also alleged that several amenities including the Clubhouse, promised by March 2025, remain incomplete, along with other essential amenities, leading to frustration due to the builder's casualness. (HT Photo) The buyers alleged that the developer had promised them to deliver the project in 2023 but despite repeated promises, the flats are yet to be delivered. Godrej Properties, the developer constructing the flats, however, denied the allegation while assuring that they are committed to complete the project, and will deliver all the promised amenities. Launched in 2018, the Godrej Air project has 512 flats, as per the home buyers. The project has 2 BHK, 3 BHK and 4 BHK flats sold between ₹1.5 to ₹2.5 crore. According to the developer, there are 511 buyers in the project. Pravin Kumar Agarwal, a home buyer, living in another Godrej project, said that despite promises of possession in 2023, buyers are still waiting for their homes with no firm handover date, facing ongoing financial strain from both EMIs and rent. 'Many home buyers have sold their properties to invest in this project as they wanted to live in a high quality, and safe community. But their dreams have crashed. The people are paying rent, and EMIs. But there is no delivery of flats.' Another protestor Jatin Gandhi said that at the time of launching the project, the developer had allegedly misrepresented access to the project, with a 24-metre sector road now blocked due to the expired lease. 'When the project was launched, the developer showed access from a 24 metres road and a revenue road. But these roads are closed now. We have been requesting for the last two years to the management to complete the project, but to no avail.' Buyers also alleged that several amenities including the Clubhouse, promised by March 2025, remain incomplete, along with other essential amenities, leading to frustration due to the builder's casualness. Asked about the home buyers' concerns, a Godrej Properties spokesperson said: 'We continue to engage proactively with all homeowners of Godrej Air, and keeping them updated on the Project's progress (last updated on July 19). We had applied for a grant of Occupation Certificate (OC) to the Department of Town and Country Planning, Haryana, post ensuring necessary compliances, and are in final stages of obtaining the OC (expected by August)…. We have complied with our license conditions and handed over a portion of land falling within 24-meter road to the authorities. As far as the 24-meter road falling outside our license is concerned, it is the government's obligation to ensure roads are made…. Further, the project is accessible through another 24-meter road. We are also working to give multiple access points towards the project.'

TDS refund rules to be made simpler under Income Tax Bill 2025? Here's what we know
Taxpayers often have to file income tax returns just so to claim a refund for having tax deducted at source for various reasons even when their income does not fall under the taxable bracket. The government is reportedly working on fulfilling this requirement simpler now. Instead of filing ITRs solely for claiming TDS refund, taxpayers may be able to do it by just filling up a simple form, according to a report by The Hindustan Times. The Select Committee on the Income Tax Bill 2025 made a recommendation to this effect to the government, the report said citing functionaries related directly with the legislation. 'The panel felt that the current mandatory requirement to file a return solely for the purpose of claiming a refund can inadvertently leads to prosecution, particularly for small taxpayers whose income falls below the taxable threshold but from whom TDS has been deducted. In such cases, the law should not compel a return merely to avoid penalty,' the official, who was not named, was quoted as saying by the newspaper. The government has accepted the suggestion and will implement it as an amendment to the bill, the person said. Two other panel members cited by HT confirmed that the idea is for the CBDT to work out a simple form for those who are not under the tax threshold, instead of them filing IT returns. 'We discussed it in the meeting. The idea is instead of filing an ITR, one can file a simple form for claims. The process will be linked with Form 26AS.' Form 26AS is a consolidated statement of tax deducted and collected at source. The Select Committee on the Income Tax Bill 2025 suggested to do away with a clause that says 'a person who intends to make a claim of refund under Chapter 10' should file an IT return. Under the recent amendments to the new tax regime, people getting salaries up to ₹ 12.75 lakh do not need to pay taxes. However, when salaried employees do not present the required documents, the employer deducts TDS. The panel also added more accountability to the controversial provision that empowers tax officials get access to a taxpayer's digital devices. One of the functionaries quoted by HT said that the new bill aims to simplify income tax laws as well as make tax administration nimble and efficient. 'For example, the existing Income-Tax Act, 1961 does not specifically mention digital devices, which often become a contentious point in case of litigation. This bill seeks to specifically authorise officials to gain access to digital devices, besides books of account, ledgers and other manual records showing details of income and expenditure,' he was quoted as saying. The new law is likely to be implemented from April 1 next year, the person reportedly said.
