GNIDA switches to e-office to process files faster

Noida: The Greater Noida Industrial Development Authority (GNIDA) has gone paperless with the rollout of the e-office system, to enhance digital governance and faster public service delivery.
The platform, developed by the National Informatics Centre (NIC), allows officials to process, approve, and track files online from anywhere within Uttar Pradesh. GNIDA CEO NG Ravi Kumar has directed all departments to operate exclusively through the e-office framework.
The transition aligns with state government directives mandating e-office adoption across departments. It is expected to reduce bureaucratic delays and enhance investor confidence, especially as it integrates seamlessly with the Nivesh Mitra portal, UP's single-window clearance system for business approvals.
All online applications, including those via Nivesh Mitra, will now be handled digitally. This will streamline processes for licences, NOCs, and other approvals.
Over 55,000 physical files have been scanned and digitised to create a searchable repository. To facilitate the shift, around 160 GNIDA employees have been equipped with email IDs and digital signatures.
Additional CEO Prerna Singh said the e-office system ensures files are processed within a set timeframe. "It offers real-time status tracking, which boosts transparency, accountability, and convenience for citizens," she said.
The initiative is being implemented statewide under the guidance of the Uttar Pradesh Electronics Corporation Limited (UPECL).

Visakhapatnam: Energy minister Gottipati Ravi Kumar inaugurated Andhra Pradesh's first Super ECBC (Energy Conservation Building Code) facility at Sagar Nagar here on Friday, calling it a milestone in integrating green design with public infrastructure. He described the centre as a reflection of the government's focus on sustainable development and energy efficiency. The minister urged power utilities to speed up the target of 20 lakh rooftop solar connections, with a minimum of 10,000 in each Assembly constituency. He also highlighted the government's commitment to uninterrupted 9-hour daytime power supply for farmers, especially under the PM-KUSUM solar irrigation scheme. The Super ECBC facility will function as a state-level training centre for the power sector workforce—from linemen to Chief Engineers. It houses SCADA, RMU, transformer, and meter testing labs, and will also offer induction training to new recruits. 'We aim to make this the best training centre in the country,' said Ravi Kumar. He announced that 180 compassionate appointments had been made in the last 18 months and assured that Rs 5 lakh was given without delay to each family affected by fatal work-related accidents. The minister also reaffirmed the government's goal to provide power to remote tribal and forest areas. Chief secretary K Vijayanand said the new facility doubles as a demonstration model for ECBC standards. APEPDCL CMD Prudhvi Tej Immadi said AT&C losses were reduced from 10.1 per cent to 7.5 per cent and distribution losses from 6.5 per cent to 5.8 per cent. MP M Sribharat and MLC Vepada Chiranjeevi Rao praised APEPDCL's role in reforms and project execution. District collector M N Harendhira Prasad, MLA Ganta Srinivasa Rao, and senior officials also attended.

Noida: Institutional plots meant for setting up hospitals and schools will be allotted through earlier interview-based process, instead of e-auctions that were introduced this year. The Noida Authority's board made the decision at a meeting on June 14 after the institutional department flagged concerns that e-auctions could lead to a steep rise in land prices, which would eventually make education and healthcare unaffordable for the public. In Jan this year, the Noida Authority adopted Unified Regulations, 2025, mandating e-auctions for institutional land allotments. This policy has been adopted by Noida Authority, YEIDA and GNIDA to operate on a common framework of land allotment norms. At the latest board meeting this month, officials argued that institutions providing affordable education and healthcare services may be unable to compete in auctions against commercial entities, driving up reserve prices and impacting service affordability. The board subsequently passed an amendment in the Unified Regulations policy, which says plots meant for hospitals and schools will be allotted through the interview process. For other institutional plots, the e-auction process will continue. "The objective is to ensure that essential services such as education and healthcare remain accessible and affordable," said Lokesh M, Noida Authority CEO.

Noida: The Allahabad high court has quashed a 2022 decision by Greater Noida Industrial Development Authority (GNIDA) to cancel land allotted to Royal Golf Link City Projects Pvt Ltd, calling the move "arbitrary and illegal". The court struck down restoration charges, time extension penalties, and penal interest imposed by GNIDA, asking the Authority to restore the plot and revalidate the project map. The court was hearing a petition filed by Royal Golf Link in April, challenging a UP govt order that restored the land allotment but levied several charges. On May 27, Justice Pankaj Bhatia of the Lucknow bench of the HC struck down the state govt's order, nullified the penalties, and granted a three-year extension to the developer to complete the project without extra cost. The court said GNIDA had no valid reason to deny relief to Royal Golf Link when similar reprieve was given to other developers. "Thus, for all the reasons above, the impugned order insofar as it denies the benefit of restoration charges, the extension of time without payment of charges, non-charge of penalty interest and zero period benefit is wholly unjustified and the order to that effect is bad in law. Initially allocated to a consortium led by Ultra Homes Construction (part of the Amrapali Group), the project was later transferred to Royal Golf Link City Projects, a special purpose vehicle. The total land premium was Rs 298 crore, of which Rs 59.6 crore was paid when the lease was signed. The dispute emerged when GNIDA failed to provide full physical possession of land, with 13,517sqm under encroachment, including a pond and connecting pathway. The situation was further complicated when the then DM asked the developer to leave this area for public access, necessitating a project redesign. The Authority also recorded the presence of farmers on a part of the land and deferred the next premium instalment by six months. The Amrapali case in the Supreme Court further complicated the progress, as the company declared an investment in Royal Golf Link in 2018. The SC ruled that leaseholder dues should be calculated at SBI's MCLR + 1. Royal Golf Link sought recalculation of dues and an 18-month zero-period benefit from the start govt, saying it hadn't received full possession. Instead, GNIDA cancelled the lease on July 20, 2022, citing unsettled dues of Rs 360 crore. The developer moved HC, claiming that GNIDA ignored the SC ruling on interest. Homebuyers also intervened, arguing that the additional charges would be passed on to them. They also claimed that most of the project was ready, but was stuck due to GNIDA's disputes. Royal Golf Link insisted that the restoration fees were unjust since the cancellation was ruled illegal. The court accepted the developer's request for zero-period relief, waiving penalty interest and dues for the Covid pandemic period and from July 20, 2022, to June 12, 2024. The court ruled that the developer must pay 25% of the revised amount — after adjusting Rs 5 crore already paid — within 60 days of receiving the demand. The project Royal Golf Link is building is known as 'The Hemisphere', which includes 1,300 flats, villas, and shops. The developer has claimed to have offered fit-out possession to around 900 buyers.
