63% violation on Dwarka, Delhi-Gurgaon e-ways due to illegal 2 and 3 wheeler entries

New Delhi: Two and three wheeler riders illegally entering the access-controlled Delhi-Gurgaon and the newly opened Dwarka Expressway made up for nearly 63% of traffic rule violations on these high-speed corridors, as per sample data on violations recorded by NHAI's Advanced Traffic Management System (ATMS). The sample data on the number of vehicles and violations captured in cameras on these two key roads between Delhi and Gurgaon showed that between just three days — June 21 and June 23 — a little over 1.7 lakh violations were recorded and more than 1 lakh of these were related to "banned vehicles" — illegal plying of two and three wheelers and other slow moving vehicles. Not wearing seatbelts accounted for a little over one-fifth of the violations and the share of speeding violations was less than 10%. The menace of two-wheelers plying on high-speed corridors, even on the Delhi-Meerut expressway, pose a huge risk. You Can Also Check: Delhi AQI | Weather in Delhi | Bank Holidays in Delhi | Public Holidays in Delhi Sources said speed violation is more on the Dwarka Expressway and there have been several instances when cameras have caught vehicles driving above 130-140 kmph. They added that there is also footage of vehicles speeding at 230 kmph. "We are sharing the details of violations with the National Informatics Centre (NIC), which deals with e-challan. We have also written to the Gurgaon Police to use the details of violations for generating e-challans," said a National Highways Authority of India (NHAI) official. Officials said the highways authority recently deployed the most-advanced ATMS on the of 56.5-km network, covering the entire stretch of the Dwarka Expressway and the Delhi—Gurgaon section of NH-48 from Shiv Murti to Kherki Daula. The focus of the 24X7 surveillance of the two stretches is not just to capture violations but also to take quick action in case of a crash or an= incident. A similar system will be in place for UER-II as well, they added. To capture violations and monitor traffic, the authority has put high-resolution pan-tilt-zoom cameras at every km, which provides tamper-proof footage for real-time monitoring and post-incident investigations. So far, 100 cameras have been installed on the two stretches, ensuring 100% coverage. "In addition, video incident detection and enforcement system (VIDES) has been deployed every 10 km, primarily at high-risk zones and accident-prone areas for intelligent enforcement through AI-powered surveillance and analytics," an official said. The ATMS module, which has also been deployed in some other key stretches such as the Mysuru-Bangalore Expressway, is capable of detecting 14 types of incidents, including over speeding, wrong-lane driving, triple riding, seat-belt violations, and helmet violations with high-level of accuracy.

GNIDA switches to e-office to process files faster

Noida: The Greater Noida Industrial Development Authority (GNIDA) has gone paperless with the rollout of the e-office system, to enhance digital governance and faster public service delivery. The platform, developed by the National Informatics Centre (NIC), allows officials to process, approve, and track files online from anywhere within Uttar Pradesh. GNIDA CEO NG Ravi Kumar has directed all departments to operate exclusively through the e-office framework. The transition aligns with state government directives mandating e-office adoption across departments. It is expected to reduce bureaucratic delays and enhance investor confidence, especially as it integrates seamlessly with the Nivesh Mitra portal, UP's single-window clearance system for business approvals. All online applications, including those via Nivesh Mitra, will now be handled digitally. This will streamline processes for licences, NOCs, and other approvals. Over 55,000 physical files have been scanned and digitised to create a searchable repository. To facilitate the shift, around 160 GNIDA employees have been equipped with email IDs and digital signatures. Additional CEO Prerna Singh said the e-office system ensures files are processed within a set timeframe. "It offers real-time status tracking, which boosts transparency, accountability, and convenience for citizens," she said. The initiative is being implemented statewide under the guidance of the Uttar Pradesh Electronics Corporation Limited (UPECL).

AI Traffic Signals Illuminate City, But E-Challans Stuck In Red Light

Nagpur: The ambitious Rs197 crore Integrated Intelligent Traffic Management System (IITMS) pilot project is nearing completion at 10 key intersections in Nagpur. However, the automation of e-challan issuance may still take time due to pending state-level calibrations and system integration. Tired of too many ads? go ad free now The project, which includes high-resolution video detection cameras, automatic number plate recognition (ANPR) system, smart sensors, and AI-based signal controls, aims to modernise traffic regulation by capturing real-time violations and issuing automated fines. While most of the installation work at all 10 locations has been completed to support automated traffic signals, land development and cable pooling work is underway at Kachipura site. According to a senior official privy to the development, the system is in its final testing phase. "We are checking all connections, data feeds, and video integration. Once everything is verified, the system will be presented for final approval," the official said. The Command and Control Centre (COC) will soon begin displaying live traffic data from these intersections, he said. However, even after making the infrastructure fully functional, officials say, e-challan generation cannot begin immediately. "For challans to be legally valid, the detection system must be certified by state agencies as per Central Motor Vehicle Rules (CMVR). Also, it must be integrated with National Informatics Centre databases to fetch accurate owner details," said the official, adding, "Without these crucial steps, any automated fine could be challenged in court. " These enforcement roadblocks come at a time when the city's traffic violation penalty recovery backlog is already staggering. Tired of too many ads? go ad free now Between 2021 and June 2025, Nagpur traffic police issued over 30 lakh challans for various violations, but fines worth Rs248.19 crore remain unpaid. Of these, only 2.88 lakh cases — a mere 9.6% — were forwarded to court, leaving the vast majority of violators untouched by any legal consequence. Experts warn unless enforcement is tightened and compliance improved, even the most advanced surveillance system will have limited impact. "Detection is not the challenge — it's what you do with it," said a senior civic official. Without court calibration, NIC integration, and manpower to process violations, Nagpur risks turning IITMS into a costly but toothless display of technology.

Mizoram ready to begin biometric enrolment of Myanmar refugees

1 2 Aizawl: Mizoram govt is fully prepared to undertake biometric enrolment of over 32,000 Myanmar refugees taking shelter in the state, and the exercise is expected to commence soon, a senior state home department official said on Thursday. State home secretary Vanlalmawia informed TOI that the biometric enrolment portal has been designed by the National Informatics Centre (NIC) is ready for use. "Preparations are in full swing for the collection of biometric data of the Myanmar refugees. The NIC experts will impart training on biometric enrolment, using the online portal for the purpose, to the district officials on Friday," Vanlalmawia said. He said the final discussion was held through video conference with the officials of ministry of home affairs (MHA) on May 16 when the final touch for the biometric enrolment exercise was deliberated. It took around a month for the NIC to complete designing the online portal, and it is now ready, he added. The instruction from the central govt to conduct biometric enrolment of the Myanmarese refugees was kept in abeyance by the previous Mizo National Front (MNF) govt in 2023 on the pretext that the election to the 40-member state legislative assembly was forthcoming by the last part of the year.
