Telangana Water Board collects charges, but fails to install over 6,000 AMRs

HYDERABAD: Despite collecting charges for over 6,290 Automated Meter Reading (AMR) from consumers, HMWS&SB has failed to install the meters even months after sanctioning them.
According to Single Window Cell (SWC) data, consumers with pipe sizes ranging from 25 mm to 350 mm paid AMR meter charges between November 2019 and May 28, 2025. However, none of the sanctioned meters have been installed so far. Officials confirmed that HMWS&SB has collected meter costs from consumers and is obligated to complete the installation.
To address this delay, HMWS&SB has now invited expressions of interest from agencies with experience in government or semi-government projects to install and maintain AMR meters for five years. The meters to be deployed must be of ultrasonic technology with GSM communication modules and include necessary fittings such as U-bends and couplings. These will be fixed at the consumer's premises.
Interested agencies must have prior experience in installing at least 300 such meters and maintaining them for five years either within the HMWS&SB limits or for a similar organisation. The selected agency must set up a service centre and test-bench facility within the HMWS&SB's jurisdiction, staffed with skilled and semi-skilled personnel for plumbing, testing, and repairs. The agency must also maintain a buffer stock of 5 to 10% of meters of all sizes to allow immediate replacement of faulty units.

The California Retailers Association, the American Apparel and Footwear Association (AAFA), and the National Retail Federation (NRF) have signed a Memorandum of Understanding (MoU) to jointly establish an independent Producer Responsibility Organisation (PRO). This new body will lead efforts to divert apparel and textiles from landfills by collecting, repairing, reusing, and recycling post-consumer materials. The initiative aligns with California's pioneering Extended Producer Responsibility (EPR) law for textiles—the first of its kind in the US. California Retailers Association, AAFA and NRF have signed an MoU to establish a producer-led PRO under California's SB 707, the US' first EPR law for textiles. The PRO will manage end-of-life textile responsibility through collection, repair, reuse, and recycling. It aims to unite stakeholders across the value chain, meet legal requirements, and begin operations in early 2026 following state approval. Signed into law in 2024, California's SB 707 requires producers and importers of textiles to take responsibility for the end-of-life management by joining and funding PRO. It will develop and implement a plan to meet the requirements of the law, including the collection, transportation, repair, recycling and the safe and proper management of covered products, they said in a joint press statement. The California Department of Resources Recycling and Recovery must approve a PRO by March 1, 2026, following a January 1, 2026, PRO application deadline. The initiative aims to establish an independent, producer-led PRO to represent and ensure compliance of all producers of apparel and textile articles covered under SB 707. It will foster collaboration across the textile value chain by actively engaging manufacturers, brands, retailers, collectors, sorters, recyclers, repair businesses, and other key stakeholders to drive innovation and maximise the programme's impact. The PRO will also be responsible for developing and implementing an effective stewardship programme that fulfils all legal requirements while strengthening infrastructure for the collection, repair, reuse, and recycling of textiles. 'California's groundbreaking SB 707 positions our state as a national leader in responsible textile management. The California Retailers Association is proud to set the standard for innovation and collaboration in environmental sustainability. The associations have begun the process of forming an independent 501(c)(3) PRO to meet all requirements under SB 707 and prepare for the application process. The PRO is expected to be operational in early 2026, with the initial focus on registering producers by July 1, 2026. Additionally, it will conduct an initial statewide needs assessment to determine the necessary steps and investment needed to fulfil the law's requirements and inform the program budget and plan. The postal department has begun a twice-yearly drive to freeze small savings accounts inactive for more than three years after maturity, aiming to protect depositors' funds and prevent unauthorised access. As a new practice, post offices will identify such accounts every January and July. If your account has matured but you haven't withdrawn the funds or extended the tenure within three years, it risks being frozen. Which accounts are impacted? The rule applies to all major small savings schemes, including: Time Deposits Monthly Income Scheme Public Provident Fund Senior Citizen Savings Scheme Kisan Vikas Patra National Savings Certificates Recurring Deposit Once frozen, no transactions, withdrawals, deposits, standing instructions or online services will be allowed until the account is reactivated. 'The process of identifying and freezing such accounts will be completed within 15 days, starting from 1 January and 1 July every year,' said the department in a circular dated July 15, 2025. How to unfreeze an account To regain access, account holders must visit a post office and submit a few key documents for verification. Here's what you need: -Passbook or certificate of the frozen account -KYC documents: Aadhaar, PAN and address proof -Account Closure Form (SB-7A) -Cancelled cheque or a copy of a bank/post office savings account passbook for crediting the maturity value Post office staff will verify your identity and signature before reactivating the account. Once cleared, the maturity proceeds will be credited to your linked savings account or bank account through electronic transfer. If you hold any small savings account, check its maturity date and act quickly to avoid disruption. Proactive closure or extension within three years of maturity ensures uninterrupted access to your funds.
