22 illegal medical facilities sealed in Pilibhit since Jan
All the facilities were sealed, but only seven cases were forwarded to the police for lodging FIRs.
In a recent incident, a diagnostic centre operating in Amaria tehsil was shut down. It was being run under the name Safiya Hospital & Diagnostic Centre by Dr Mohammad Umar, who was found to be using a fraudulent MD (Radiology) degree allegedly issued by the Post Graduate Institute of Medical Sciences in Rohtak, Haryana.
His registration with Uttar Pradesh Medical Council was also found to be fake during verification.
Ironically, most of these actions were taken following public complaints, indicating a serious lapse in proactive surveillance by the health department. Although state norms require thorough verification of all medical credentials at the time of registration with the Chief Medical Officer's (CMO) office, these protocols are rarely followed in practice due to systemic inefficiencies and lack of cooperation from medical universities.

"We sought verification of medical degrees in over a dozen cases before issuing registration certificates. However, many universities across states were reluctant to respond, and some demanded high verification fees, which we have no official provision to pay," said CMO Dr Alok Kumar. He added, "In the case of Dr Mohammad Umar, timely cooperation from Rohtak-based PGI allowed us to take swift action."
Official records reveal that of the 22 illegal facilities identified, seven were located in Puranpur tehsil area.
These included three clinics, two hospitals, one pathology lab, and even a quack-run clinic operating from a grocery store. Five more clinics run by quacks were sealed in Bilsanda block and four in Marauri block. Additionally, legal action was taken against an unlicensed medical store on Jan 17.
In the Barkhera block, authorities sealed an X-ray unit operated by a BAMS (Bachelor of Ayurvedic Medicine and Surgery) doctor without a licensed radiologist, a fake dental clinic, and another illegal medical facility run by a quack.
A licensed clinic was also penalised for selling govt-supplied medicines meant for public hospitals.
On the limited number of FIRs, the CMO said, "Medical officers at primary and community health centres have been directed to file FIRs in all cases involving fraud. However, they often avoid the process due to the lengthy court procedures and the continuation of cases even after their transfer from the district."

In response to the Punjab and Haryana High Court's directions for ensuring meaningful rehabilitation of acid attack survivors, the Chandigarh Administration has submitted that it has framed a scheme, SAHAS – Support and Assistance for Healing Acid Survivors, to provide Rs 10,000 per month as financial aid to survivors who have been rendered disabled. According to the draft scheme, only residents of Chandigarh will be eligible for this aid. The affidavit was filed by Anuradha S Chagti, Secretary (Social Welfare), Women and Child Development Department, stating that the scheme has been finalised and sent for approval to the competent authority. 'The concurrence from the Finance Department has been received and the funds are available under the state budget to extend the necessary support,' the administration said. SAHAS provides for a monthly financial assistance of Rs 10,000 sent to beneficiaries' bank accounts through Aadhaar-based direct benefit transfer (DBT). The affidavit was submitted in response to a contempt petition filed by advocate H C Arora, who had sought implementation of long-pending court directions for victim support. Submitting its response to the court, the administration concluded: 'The deponent has the highest regard for this Hon'ble High Court and cannot ever think of disobeying its orders.' It requested dismissal of the contempt petition in the light of the steps taken. The administration stated that medical aid and interim relief are already available for survivors under an earlier scheme notified by the home department, and SAHAS is an additional initiative. Applicants must provide a disability certificate or a Unique Disability Identity Card (UDID) confirming the disability was caused by an acid attack. Applications can be submitted by the survivor or, in cases of severe disability, by a family member or legal heir. Other required documents include a copy of the FIR, Aadhaar card, proof of residence, bank account details, and an annual life certificate. The administration said all applications will be processed within a month, and the payments will begin from the first day of the following month. The scheme also allows for appeals in case an application is rejected. Aggrieved persons can approach the secretary of the social welfare department for redressal.

Pharmacist suspended for administering expired injection to patient
Kendrapada: A pharmacist at the community health centre (CHC) at Mahakalapada in Kendrapada district has been suspended following allegations of administering an expired injection to a patient. The suspension was ordered by the chief district medical officer (CDMO). The patient, a 20-year-old woman from Chandiapalli village, is, however, fine and she was discharged on Wednesday. The incident took place on June 24 when the patient, admitted for various ailments, was reportedly given an expired injection by pharmacist Bhaktakanta Biswal. The patient's brother, Chandan Parida, noticed the error and promptly lodged a written complaint with the CHC's medical officer. In response to the complaint, Dr Niranjan Kar, the medical officer at CHC Mahakalapada, issued a show-cause notice to Biswal, questioning his action. In his reply, Biswal admitted to the mistake, acknowledging that he had indeed administered an expired injection. Following an inquiry by Dr Kar, the CDMO, Dr Manoranjan Rout, suspended Biswal with immediate effect.
