Enactment opens up investment opportunities in carbon market
KOTA KINABALU (July 29): The passing of the Climate Change and Carbon Governance Enactment 2025 at the recent Sabah State Assembly sitting has opened up opportunities for Sabah to attract investors, said Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor.
'This legal foundation gives investors the certainty they need. But the bigger opportunity lies in ASEAN cooperation. To grow this space, we need a functioning regional carbon market.
'That means common standards, regulatory alignment, and mutual recognition of credits across borders. A fragmented system will only delay investment.
'Sabah is ready to work with other ASEAN countries to push this agenda forward. Our forests are already doing their part. Now the frameworks must catch up,' he said at the ASEAN Sustainable Forestry Summit 2025 held at the Shangri-La Tanjung Aru Resort on Tuesday.
Finance Minister Datuk Seri Panglima Masidi Manjun delivered his speech.
Hajiji said the Enactment creates the Sabah Climate Action Council, a Climate Fund, a state-level emissions inventory, and a framework for benefit-sharing, particularly with indigenous communities.
'Carbon rights have been legally affirmed as belonging to the state government. And carbon-related activities from project approval to credit trading will now be governed by a clear and enforceable structure,' he said.
The Chief Minister reiterated that Sabah is now a net sink jurisdiction – absorbing more
carbon than it emits.
'We are among the rare few jurisdictions in the world to hold this status, and it is estimated that Sabah alone contributes approximately 36 per cent of Malaysia's total carbon sequestration.
'This is more than an environmental milestone. It is a strategic economic asset. In a carbon-constrained world, it is a competitive advantage we cannot afford to lose,' he said.
Hajiji said forestry is central to Sabah's economy, environment, and future.
'Under the State Government's development plan, the Hala Tuju Sabah Maju Jaya (SMJ), we have embedded sustainable forestry into our long-term growth strategy.
'In 2022, we introduced the Forest Plantation Development Action Plan, a 15-year blueprint to rehabilitate 400,000 hectares of degraded forest. This initiative is not just about replanting trees. It is about securing a reliable timber supply, generating green jobs and strengthening rural economies.
'Achieving the targets set out in this plan requires the continued commitment of Forest Management Unit (FMU) licence holders and working in close partnership with the Sabah Forestry Department,' he said.
In this regard, Hajiji urged all FMU licence holders to fulfil their obligations while the Sabah Forestry Department strengthens its role in tracking progress and ensuring that implementation stays on course.
Once fully realised, the plan is projected to contribute more than RM11 billion to Sabah's GDP and create 40,000 jobs across the value chain, he said.
He also said timber remained a strategic sector for Sabah, with timber royalties rising to RM171 million in 2024, marking an increase of RM16 million from the previous year.
'Export volumes have also grown steadily, especially to Japan, the United States and Taiwan. Our target is clear: to reduce dependence on natural forests and scale up plantation-based, sustainable timber production,' he said.
At the same time, he noted that Sabah, as the largest producer of crude palm oil (CPO) in Malaysia, contributing over 25 per cent of the national output, is also advancing its leadership in the palm oil industry.
'In 2024, Malaysia's CPO production reached 19.3 million tonnes, which is the highest in six years, and global demand remains strong. We are leveraging this advantage to attract investments in downstream processing, biofuels, and palm-based innovation.
Facilities such as the Palm Oil Industrial Cluster in Lahad Datu and the Sipitang Oil and Gas Industrial Park have positioned Sabah as a hub for value-added manufacturing and biomass development, making them the engines of transformation, he said.
'Forestry and climate are now at the core of economic strategy for Sabah, for Malaysia and ASEAN. This Summit reflects that shift. We are no longer treating sustainability as optional.
It is part of how we create jobs, attract investment, and strengthen resilience,' he said.
In a nutshell, the Chief Minister stated that with clear laws, strong institutions, and the SMJ Roadmap to guide implementation, Sabah is well-prepared for the carbon market.
'Our forests and communities are already doing the hard work of carbon sequestration, biodiversity protection and sustainable use. But we cannot do this alone.
'We welcome those who bring capital, expertise and long-term partnerships from ASEAN and beyond. Invest in Sabah. You are investing in a state that is stable, strategic and serious about a green future,' he said.
Jointly organised by the KSI Strategic Institute for Asia Pacific and the ASEAN Economic Club, the Summit brings together policy makers, business leaders and environmental experts from across Southeast Asia to address the urgent need for sustainable forestry and climate resilience.

Sabah prioritises agriculture as key driver of economic growth
Published on: Sunday, August 03, 2025 Published on: Sun, Aug 03, 2025 Text Size: Anwar and Hajiji with others visit one of the booths. - Pic by CMD KOTA KINABALU: The State Government remains committed to strengthening Sabah's agriculture sector as a key engine of growth and food security. Chief Minister Datuk Seri Hajiji Noor said agriculture contributed RM12.2 billion or 14.5 per cent to Sabah's GDP, making it the third largest sector in the state economy. He said this during the closing ceremony of the National Farmers, Breeders and Fishermen Day (HPPNK) 2025 at the Sabah International Convention Centre (SICC) here on Sunday, officiated by Prime Minister Datuk Seri Anwar Ibrahim. To boost food resilience, Hajiji said Sabah had revived the Sabah Rice and Padi Board last year with the aim of raising rice self-sufficiency to 30 per cent by 2026 and 60 per cent by 2030. He highlighted the role of technology such as the Internet of Things and smart farming in modernising agriculture and attracting younger generations to the sector. So far, Sabah's 15 Permanent Food Production Parks (TKPM) have produced over 1,494 metric tonnes of food, generating more than RM4.32 million in returns. Sabah is also developing a RM360 million tuna and deep-sea fish landing port in Kota Kinabalu, expected to land 50,000 tonnes of tuna annually and support an estimated RM1.8 billion in economic value each year. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? ‘Every inch of Sabah will be defended': Anwar denies deal over disputed Sulawesi waters
KOTA KINABALU, Aug 3 — Sabah's rights will be protected in ongoing negotiations with Indonesia over the disputed Ambalat maritime zone, said Prime Minister Datuk Seri Anwar Ibrahim. Anwar dismissed claims that he had ignored the state's sovereignty over the oil-rich region in the Sulawesi Sea and said any agreement must involve both the Sabah state government and the state legislative assembly. 'This is a border issue between two countries, and Indonesia is an ally. President Prabowo is my personal friend, a family friend. I want it to be a good relationship. 'We talked about Sulawesi, and I wanted Hajiji to hear for himself, and give his view. We will discuss perimeters, following maritime laws, following history. It must be approved by the state government and subsequently the state legislative assembly. 'We will negotiate it properly, without surrendering. This was all in the meeting, not just under-the-table talk,' he said here today. Anwar said the matter was recently raised in Parliament, where it was suggested the dispute had already been settled — a claim he denied. 'We will protect every inch of Sabah. I will defend this principle. I chose to answer this now because we are defending Sabah on behalf of the federal government,' he said. Located in the Sulawesi Sea off Sabah's east coast near Tawau, the Ambalat Block has long been claimed by both Malaysia and Indonesia, primarily due to its oil and gas potential. Tensions flared in the early 2000s when both countries issued overlapping exploration concessions — Indonesia to ENI and Unocal, and Malaysia, via Petronas, to Shell.

B2 motorcycle licences for 1,200
Published on: Sunday, August 03, 2025 Published on: Sun, Aug 03, 2025 By: Jo Ann Mool Text Size: Shahelmey (centre), Aedy (left) and Harris (right) with the licence recipients. PENAMPANG: The MyLesen B2 programme that helped about 1,200 people to obtain free B2 motorcycle licences in Sabah is proof of the strong cooperation between the State and Federal Governments, said Chief Minister Datuk Seri Hajiji Noor. He said the Government has always been attentive to the pulse and needs of the people across all segments of society, whether in urban or rural areas. 'In this regard, the State and Federal Governments continue to work together to implement various initiatives for the people, especially in areas like transportation, which is a national priority,' he said at the handing-over ceremony of the licences at the International Technology and Commercial Centre (ITCC), here, Saturday. Hajiji said the implementation of the programme was meaningful, as having a Class B2 motorcycle licence directly allows the beneficiaries to legally ride motorcycles and become competent riders. 'This programme is one of the Government's noble efforts to help low-income groups obtain licences, thereby empowering their mobility and expanding access to job opportunities, education and economic participation, especially in rural areas,' he said in his speech read by Deputy Chief Minister III Datuk Shahelmey Yahya. The MyLesen B2 programme is a government initiative through the Road Transport Department (RTD) under the National 2025 Budget, aimed at assisting 15,000 individuals from underprivileged groups nationwide. They included school students, higher learning institution students and B40 youths to obtain the Class B2 Malaysian Driving Licence (for motorcycles not exceeding 250cc). 'I have been informed that each programme participant has undergone lectures and training sessions, followed by a full testing process conducted by RTD Sabah and the licensing was carried out according to government standards. 'Congratulations to the Sabah RTD Di'rector and all officers who have been highly committed and worked hard in implementing the 2025 MyLesen B2 programme,' he said. The Chief Minister said the RTD-led programme also aligned with the aspirations and initiatives of the State Government under the action plan to eradicate hardcore poverty and empower social mobility, in line with the Sabah Maju Jaya agenda. 'I am confident that if initiatives like this are continued and expanded, we will not only lessen the people's burden but also open broader opportunities for Sabah's youths to move toward a brighter future. 'The State Government always welcomes and fully supports such programmes and noble efforts that are people-centric,' he said. Hajiji said such efforts should be continued so their benefits can be enjoyed by more people, particularly those in need of financial and logistical assistance. 'In the context of the State Government, various forms of assistance and initiatives under the Sabah Maju Jaya 1.0 roadmap have been implemented to support the people, especially the B40 group, in both economic and educational aspects,' he said. He advised the licence recipients to make the best use of their licence and, most importantly, be disciplined, courteous, ethical and responsible road users. Also present were RTD Director-General Datuk Aedy Fadly Ramli and Sabah RTD Director Mohd Harris Ali. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news?
