
Is public transport meant to turn a profit? Five countries show it's not that simple
The assertion again sparked a debate about who will fund these projects.
Public transportation systems in Malaysia have long depended on government subsidies.
But over the years, the discourse around public transit has included support for privatisation, the thinking being profitability — or at least break even — would make operators innovate and become more financially independent.
Experiences of other countries, however, show that the issue around public transport funding is usually more complicated. Some countries have tried privatisation, but not all have enjoyed positive outcomes.
'Public transport is a social service'
In Malaysia, policymakers are divided, although many are inclined to view public transport as a social service that should be financially backed by taxpayers.
'In my experience, return on investment is not the issue. The issue of efficiency and funds for expansion of services normally arises,' said Rajiv Risyakaran, the pro-public transport Bukit Gasing state assemblyman who had been involved in Selangor's city and town planning.
'I don't expect public transport to break even or be profitable. It's a social service the government provides for the people, and it's a net cost to the government.
So, are there countries where public transport operators make money?
Malay Mail looks at five countries with arguably the best public transportation systems, and analyses open-source information to see if operators there are financially self-reliant or subsidy-dependent.

Japan
Japan's public transport systems, particularly its rail networks, are known to be among the most efficient in the world.
The train operations, including the famous Shinkansen (bullet train), are incredibly punctual with minimal delays.
Japan's rail networks, among the world's most complex, were initially operated by public and private companies, but in the 1980s, policy favouring car ownership plunged the government-run entity Japanese Railways (JR) into heavy debt. This pushed JR to privatise by splitting into regional-based companies (JR East, JR West, JR Central and JR Kyushu) that gave it flexibility to tailor the unique needs of the service areas.
Today, the Japanese privatisation programme is the exception in terms of profitability. But ticket sales are not the only income source.
A key to its success is diversification into real estate and retail businesses around its stations, according to the World Bank.

Singapore
Singapore's public transport system is internationally renowned, and public transport operators like SBS Transit in Singapore have shown to make profits according to media reports citing financial records.
But Singapore operates through a unique model where the government often owns the infrastructure, such as tracks and stations, and the operators lease or run services on it.
This helps manage the massive capital expenditure.
Switzerland
The Swiss public transport network, which includes rail systems, taxis, and buses has a total length of 24,500 kilometres and has more than 2,600 stations and stops, some even cutting across the Swiss Alps.
The Swiss Federal Railways (SBB), the national railway operator, has seen a return to profit in recent years after pandemic-related losses, according to official statements published on a government website, but like Japan, much of the profit comes from diversification of income sources like rentals from real estate and its energy divisions.
Generally, public transport operators there still rely on government subsidies to stay afloat, with half of their operating costs funded by taxpayers.
Germany
Germany's public transport system is a mix of public and private ownership, with the federal government, state governments, and private companies all playing a role.
Local public transport, including buses, trams, and some regional trains, is primarily managed by state governments and municipalities.
Deutsche Bahn (DB) is the main railway provider, a state-owned company, but it operates as a private entity and faces competition from other private companies such as SWEG, ODEG, and Flixtrain.
Still, many of the operators rely heavily on federal subsidies.
In 2021, at least 11.6 billion euros in federal funds were reported to have been invested in public transport, with more promised annually starting in 2025.
Over the years, there has been growing criticism over the funding model.

Netherlands
Dutch public transport is frequently ranked among the best in the world for being well-organised, efficient, reliable, and covers the entire country.
Its transport system is known for its integration of trains, buses, trams, and metros, making it easy to travel between cities and within urban areas.
Like Germany and Switzerland, Dutch public transport operators rely heavily on government subsidies.
But unlike Germany, there is strong public support for financial assistance of public transit systems because they view it as a social service first.
Public transport in the Netherlands is funded through a combination of ticket revenue, government subsidies, and sometimes regional or local government contributions.

Its president, Tan Sri Soh Thian Lai, said these efforts must be escalated to secure an immediate deferral of the Aug 1, 2025, implementation and work toward a longer-term exemption or rollback. He said the newly announced 25 per cent blanket tariff, if implemented as scheduled, is expected to intensify these pressures across the board, particularly for companies operating on thin margins or bound by long-term supply contracts. "Malaysia's case must be urgently elevated at the highest levels of US policymaking, supported by strong data and strategic positioning that highlight our value to US supply chains. "At the same time, domestic countermeasures must be rolled out to support affected industries, including targeted financial relief, strengthened export promotion, and fast-tracked structural reforms to enhance cost efficiency and competitiveness," said Soh in a statement today. To support exporters in weathering current shocks and repositioning for growth, he recommended enhancing export facilitation by increasing the Market Development Grant ceiling, removing the Malaysia External Trade Development Corporation (MATRADE) administrative fees for trade missions led by associations, and providing targeted incentives for branding, certification, and digital market access. Soh noted that Malaysia must drive productivity-led growth by accelerating Industry 4.0 adoption through tax incentives, digitalisation grants for small and medium entrepreneurs (SMEs), and low-interest financing for technology upgrades. "These incentives must be backed by workforce upskilling programmes and inclusive access to government support funds, ensuring all firms can participate in the transition. "In addition, foreign worker levy collections should be redirected into dedicated funds to support apprenticeship schemes and high-tech investment," he said. Soh highlighted that Malaysia should lead efforts under its ASEAN chairmanship to establish a regional ASEAN Supply Chain Coordination Council. He said that this will ensure cohesive regional responses to global trade shocks, reduce overreliance on external supply chains and enhance intra-ASEAN production linkages, policy alignment, and supply chain resilience. "At the strategic level, Malaysia must actively expand its trade architecture by accelerating the conclusion of the Malaysia-European Union Free Trade Agreement and intensifying negotiations with new and emerging markets, including in Africa, Latin America, and the Middle East. "A broader and more diversified trade base is essential to reduce reliance on any single export destination and reinforce Malaysia's global competitiveness amid continued external shocks," Soh emphasised. The federation also urges the government to review and reform the Sales and Service Tax (SST) structure by introducing a business-to-business (B2B) service tax exemption for licensed manufacturers, automatically applied upon provision of a valid sales tax licence number. (Bernama pic) PETALING JAYA : The Federation of Malaysian Manufacturing (FMM) has urged the government to secure an immediate deferral of the 25% blanket tariff imposed by the US on all Malaysian products. FMM president Soh Thian Lai said the latest move under the US's reciprocal tariffs, set to take effect on Aug 1, came as a surprise given the intensive and ongoing negotiations coordinated by the investment, trade and industry ministry (Miti). 'This latest escalation risks further destabilising an already fragile industrial landscape, severely impacting export competitiveness and placing additional strain on manufacturers,' he said in a statement. Miti earlier said Putrajaya remained committed to continued engagement with the US on a 'balanced' and 'mutually beneficial' trade agreement despite the announcement of the 25% tariff on Malaysian goods. Soh said manufacturers were already struggling under a previous 10% US tariff and rising domestic costs, including the expanded sales and service tax (SST) and electricity tariff revision. He said feedback from manufacturers during the initial implementation of the 10% tariff already pointed to serious concerns over the sustainability of export operations. 'Many warned that further tariff hikes would result in significant declines in shipments and severe erosion of profit margins.' The 25% tariff, he added, was expected to intensify these pressures, particularly for companies operating on thin margins or bound by long-term contracts. While some critical products such as semiconductors were exempted, Soh noted that the broader ecosystem supporting the semiconductor industry – such as suppliers of parts, machinery and services – remained exposed to disruption. He also expressed concern over Malaysia's growing disadvantage in the evolving tariff landscape, pointing out that Vietnam had secured a bilateral arrangement reducing its rate from 45% to 20%. 'These disparities risk diverting US sourcing to lower tariff alternatives and eroding Malaysia's market share. 'Our compliance record, investment linkages and value-added contribution should form the basis for seeking targeted relief or differentiated treatment to prevent long-term structural damage to Malaysia's export position,' he said. Soh said it was critical that Malaysia's case be urgently and clearly elevated at the highest levels of US policymaking, supported by strong data and strategic positioning to highlight the nation's role in global supply chains. Domestic measures needed Soh also said domestic countermeasures must be rolled out to support affected industries, including targeted financial relief, strengthened export promotion, and fast-tracked structural reforms to enhance cost efficiency and competitiveness. 'The long-term solution must be the creation of a tax framework that fully removes the tax-on-tax element and restores neutrality across the manufacturing supply chain,' he said. Beyond immediate reforms, Soh urged for structural interventions to strengthen trade competitiveness and resilience, including enhanced export facilitation, incentives for branding and digital access, and tax breaks for investments in automation and robotics. 'To build long-term supply chain resilience, a National Supply Chain Council must be swiftly established,' he said, adding that Malaysia should lead efforts under its Asean chairmanship to create a regional Supply Chain Coordination Council.

Scramble to assess broader damage from 25% US tariff
PETALING JAYA: Malaysian businesses and national-level economic groups are scrambling to assess the broader damage from the United States' 25% tariff on Malaysian products that is set to go into effect on Aug 1. The tariff is part of a wider US push to reshore manufacturing and limit dependence on strategic imports. In addition to electrical and electronic (E&E) products, sectors likely to be affected include rubber gloves, semiconductor components, industrial machinery and palm oil derivatives. Penang Chinese Town Hall president Tan Sri Tan Khoon Hai warned that the sudden move would undercut Malaysia's cost competitiveness in the US market. 'This move may strain Malaysia-US trade ties and shake investor confidence, especially among foreign investors who use Malaysia as a manufacturing base to access American markets,' he told theSun. He said exporters risk losing market share to countries such as Vietnam and Thailand, which are not facing similar tariff pressures. The higher landed cost of Malaysian goods, he added, could price local products out of the US market and divert future investments elsewhere. Tan highlighted that the E&E sector – Malaysia's top export to the US – will be hit hardest, with glove and machinery producers also vulnerable due to thin global margins. Calling for immediate federal action, Tan urged a delay in expanding the Sales and Service Tax and postponement of the electricity tariff hike, warning these would add to producers' burden. He also suggested Bank Negara Malaysia consider lowering the base lending rate. He further proposed creating a 'tariff buffer fund' offering tax deductions over three to five years for companies importing key machinery. Tan also called for deeper Regional Comprehensive Economic Partnership integration and proposed transforming Penang into a regional semiconductor hub, backed by university partnerships and a Penang Talent Reskilling Fund focusing on artificial intelligence, green technology and automation. Senior fellow at the Malay Economic Action Council (MTEM) and executive council member of Dewan Perniagaan Melayu Malaysia Datuk Yazid Othman stressed that the government must confront the reality of shrinking national revenue and act swiftly. 'The government must accept the reality that national revenue projections will decline and respond appropriately by focusing on further strengthening the domestic economy and alternative markets, while at the same time protecting SMEs from becoming victims of dumping of cheap imports,' he said. Yazid also called for a recalibrated fiscal policy to stimulate economic activity and raise household income.
