TDP urges EC for more time, easy inclusion in voter roll revision

The TDP urged the Election Commission (EC) on Tuesday to give adequate time to the Special Intensive Revision (SIR) of the electoral rolls in Andhra Pradesh, saying it should not be held within six months of a major poll and the voters already enrolled in the latest roll be not required to reestablish their identity.
The suggestions offered by the BJP ally to the poll watchdog come amid a political row over the ongoing SIR in Bihar as its implementation close to the Assembly polls in the eastern state and the burden of proof on prospective voters in many cases have drawn criticism from opposition parties.
"The SIR's purpose must be clearly defined and limited to electoral-roll correction and inclusion. It should be explicitly communicated that the exercise is not related to citizenship verification, and any field instructions must reflect this distinction," a Telugu Desam Party (TDP) delegation told the EC.
Batting for the "presumption of inclusion", it said the voters who are already enrolled in the most-recent certified electoral rolls should not be required to re-establish their eligibility unless specific and verifiable reasons are recorded.
Citing a Supreme Court judgment, it said the prior inclusion of a person in electoral rolls creates a presumption of validity and any deletion must be preceded by a valid inquiry.
"The burden of proof lies with the ERO or objector, not the voter, especially when the name exists in the official roll," the delegation, including TDP's parliamentary party leader Lavu Sri Krishna Devarayalu and its state president Palla Srinivasa Rao, said in its submission.
The delegation met Chief Election Commissioner (CEC) Gyanesh Kumar and ECs Sukhbir Singh Sandhu and Vivek Joshi.
Noting that the Assembly polls are not due till 2029 in Andhra Pradesh, which the TDP governs along with its allies, including the Bharatiya Janata Party (BJP), it said the SIR provides a valuable opportunity to ensure that the electoral rolls are updated in a fair, inclusive and transparent manner.
It told the EC to start the exercise in the state "as early as possible", stressing the need for adequate time and advance notification.
"To ensure voter confidence and administrative preparedness, the SIR process should be conducted with sufficient lead time, ideally not within six months of any major election," the TDP said.
Noting that the state has a high level of seasonal migration, particularly from rural and coastal regions, it said the SIR should deploy mobile BLO (booth-level officer) units and accept temporary address declarations to prevent the exclusion of migrant workers and displaced families.
Pitching for procedural clarity on the deletion of anyone from the electoral rolls and the redressal mechanism, it urged the EC to give a reasoned order in such cases with due notice and allow stage-wise verification.
While the above-mentioned suggestions were made by the party for any future SIR in Andhra Pradesh, it made a slew of advices for a similar exercise to be held across the country for the general election.
It called for annual third-party audits under the Comptroller and Auditor General (CAG) to identify anomalies, use of Al-driven tools to flag issues like duplication in real time, ensuring a time-bound grievance-redressal mechanism at the local level and having standardised door numbers nationwide as a policy to strengthen electoral-roll verification.
The TDP advocated using Aadhaar for the rectification of duplicate EPIC numbers (voter card), expediting the issuance of unique, non-repeating EPIC numbers nationwide and replacing the ink-based verification process with a biometric model.
The regional party batted for a mandatory involvement of booth-level agents (BLAs) from all recognised political parties in the revision process.
Emphasising transparency, it said the poll watchdog should publish district-wise data on voter additions and deletions with explanations on its portal and implement a real-time public dashboard for tracking voter grievances and their resolution.
Among other suggestions, the TDP asked the EC to hold monthly consultative meetings with recognised political parties at the DEO or ERO level, conduct targeted re-enrolment campaigns for migrants, tribal groups, elderly citizens and the homeless.
It also called for allowing temporary address declarations with basic documentation to prevent disenfranchisement of mobile populations.
With a legacy rooted in people-centric governance, institutional integrity and proactive participation in the democratic process, the TDP has consistently championed the voice of the people through electoral engagement, it said. The party also highlighted the high percentage of voter turnout historically in Andhra Pradesh.

New Delhi, Jul 22 (UNI) The Election Commission of India (ECI) has told the Supreme Court that it has the statutory and constitutional authority to seek proof of citizenship during the Special Intensive Revision (SIR) of electoral rolls in Bihar. Defending its action in a counter-affidavit filed in the batch of petitions challenging the SIR process, the ECI rejected the argument that it was overstepping its jurisdiction by asking individuals to prove citizenship. It asserted that this obligation flows from Article 326 of the Constitution and Sections 16 and 19 of the Representation of the People Act, 1950. 'ECI is vested with the power to scrutinize whether a proposed elector fulfils the criteria for being registered as a voter in the electoral roll, which includes an assessment of citizenship as per Article 326,' stated the affidavit filed by Deputy Election Commissioner Sanjay Kumar. The ECI added that its powers flow directly from Articles 324 and 326 read with Sections 16 and 19 of the RP Act, 1950. Highlighting Section 19, the Commission emphasised that citizenship is a key eligibility criterion for voter registration. It is thus obligated to verify this condition to ensure that no ineligible person is included and no eligible person excluded. The ECI rejected the contention that only the central government can adjudicate citizenship issues, clarifying that Section 9 of the Citizenship Act, 1955, vests exclusive jurisdiction with the Centre only for determining termination of citizenship upon voluntary acquisition of foreign citizenship. 'Other aspects related to citizenship can be inquired into by other relevant authorities for their purposes, including the ECI,' it stated. The affidavit further said that proof of citizenship lies within the special knowledge of the individual claiming to be an Indian citizen, and it is incumbent upon them to provide such evidence. Refuting the petitioners' argument that seeking such proof reverses the burden of proof, the Commission pointed out that under the electoral registration framework, applicants must establish their eligibility while submitting Form 6 under the Registration of Electors Rules, 1960. Regarding deletion of existing names from the electoral roll, the ECI clarified that such removal is done only after detailed inquiry and satisfaction of the Electoral Registration Officer (ERO) that a person is not qualified. 'Under the SIR exercise, the citizenship of an individual will not terminate on account of being held ineligible for registration in the electoral rolls,' the affidavit emphasised, adding that it is not adjudicating citizenship per se but merely ensuring that non-citizens do not get registered as voters. The matter is listed for hearing on July 28. During the last hearing on July 17, the Supreme Court had observed that determination of citizenship is the prerogative of the Union Government, not the ECI, and urged the Commission to consider Aadhaar, Voter ID and Ration cards in the Bihar SIR process. The Centre Monday approved implementation of Price Deficiency Payment (PDP) under Market Intervention Scheme (MIS) for Totapuri mango in Andhra Pradesh during the marketing season 2025-26. It has come as a relief to Chief Minister N Chandrababu Naidu's Telugu Desam Party (TDP), an ally of the BJP as part of the National Democratic Alliance (NDA) at both the Centre and the state. The move is aimed at benefiting farmers facing difficulties in getting better prices for their produce due to 'market fluctuations' across three districts—Chittoor, Tirupati, and Annamayya districts—where production of Totapuri mango in the current season is estimated to be about 6.5 lakh metric tonnes. As per the order issued by the Ministry of Agriculture and Farmers' Welfare, the Centre will provide financial support to the Andhra Pradesh government to intervene in the market. The Centre has fixed the Market Intervention Price (MIP) of Totapuri mango at Rs 1,490.73 per quintal. If the selling price of Totapuri mango is below this level, then both the Centre and the state will pay up to Rs 372.68 per quintal (25 per cent of Rs 1,490.73 per quintal). The difference of payment between selling price and the MIP will be paid to farmers through Direct Benefits Transfer (DBT) and the Centre and state will share the cost in the ratio of 50:50. However, the support will be restricted to one-fourth (1.62 lakh metric tonnes) of the total estimated production of 6.5 lakh metric tonnes. A Committee will decide the daily selling price of Totapuri mango constituted under the chairmanship of principal secretary (agriculture/horticulture/cooperation) of the Andhra government, as per the order. The implementation period of the PIP under the MIS of Totapuri Mango in Andhra Pradesh for the 2025-26 season will be 30 days from the date of the first transaction after the order is issued. Welcoming the Centre's move, Minister of State for Rural Development, Dr Chandra Sekhar Pemmasani said, 'This landmark intervention will shield farmers from price crashes, offer fair and assured returns, and bring direct financial relief to thousands of growers across the state—at a time when market uncertainties often threaten rural livelihoods.' The agriculture ministry's move came days after CM Naidu wrote to Union Agriculture Minister Shivraj Singh Chouhan seeking Rs 2 per kg support from the Centre for Totapuri mango farmers. 'Due to market fluctuations and distress among mango farmers, the State Government has taken a proactive measure and announced an additional support price of Rs. 4/- per kg (Gol share: Rs. 2/- + GoAP share: Rs. 2/-) to safeguard the interest of Totapuri mango growers and requested the traders and processors to pay Rs. 8/- per kg, ensuring an effective procurement price of Rs. 12/- per kg to the farmers,' Naidu wrote to Shivraj on June 23. He requested the Center to sanction and release an amount of Rs 130 crore towards additional support price at Rs 2 per kg for the procurement of Totapuri mangoes, contributing to the total support price of Rs 260 crore, as the state government is committed to bear another Rs 130 crore for this initiative. 'This intervention from the Central Government will go a long way in alleviating the distress of Totapuri mango growing farmers and ensuring price stability,' he wrote. He cited the Telangana caste survey as a model and pledged to implement similar surveys in Bihar, Uttar Pradesh and Madhya Pradesh when the Congress forms a government. "I've said this in Parliament, we will break down the 50% reservation wall. The RSS and BJP are scared now. They once boasted of getting 400 seats to change the Constitution. But it was Congress, through Bharat Jodo Yatra and Nyay Yatra, that forced them to talk about caste census," he said.
