
Bhoo Bharati Act – 2025 Rolled Out to Address Land Issues, Says Collector Santhosh
Participating as the chief guest at an awareness conference on the Bhoo Bharati Act – 2025 organized at the Rythu Vedika in Rajoli mandal on Monday, the Collector explained the provisions of the newly introduced Act to the farmers.
Speaking on the occasion, District Collector B.M. Santhosh stated that the Bhoo Bharati Act will offer a concrete solution to the land issues faced by farmers, urging every farmer to become well-informed about the new law. He emphasized that the Act had been designed to address and rectify the challenges posed by the earlier Dharani system by incorporating comprehensive measures.
He further noted that after in-depth study and consultations with experts and officials, the government launched this new law on the occasion of Dr. B.R. Ambedkar's birth anniversary.
The new Act will expedite services such as land transactions, registrations, mutations, regularization of assigned lands, resolution of issues arising from informal (Sada Bainama) agreements, border disputes, and inheritance changes, he explained.
Highlighting the importance of transparency and quick grievance redressal, the Collector mentioned that a robust appeal mechanism is part of the Act, wherein farmers can first appeal to the RDO (Revenue Divisional Officer) and, if necessary, to the District Collector against orders issued by Tahsildars.
One of the key innovations introduced under the Act is the Bhoodar Card, akin to the Aadhaar card, which will be issued to every landholder.
He also informed that in case of land purchases, partition of property, or inheritance transfers, survey sketches prepared by authorized surveyors must be annexed, thereby minimizing future land disputes. Additionally, detailed land maps will be attached to Pattadar Passbooks to maintain clarity of ownership and boundaries.
During inheritance proceedings (virasat), notices will be mandatorily issued to all concerned family members to avoid conflicts.
Further, the Collector assured that farmers will now be able to rectify errors in their land records locally without the need for prolonged processes. Revenue conferences will be held in each village to address and resolve land-related issues on the ground.
The Collector urged farmers to take full advantage of the Bhoo Bharati Act, which the government has introduced as a comprehensive and permanent solution to their land concerns.
After his address, the Collector patiently answered various queries and cleared doubts raised by the farmers.
The event witnessed participation from Additional Collector Lakshmi Narayana, Library Corporation Chairman Neeli Srinivasulu, Alampur Market Yard Chairman Dodappa, Rajoli Tahsildar Ram Mohan, Market Yard Vice-Chairman Kumar, MPDO Khaja Mohinuddin, Mandal Agriculture Officer Surekha, along with officials from various departments and a large number of farmers.

Beed sarpanch murder: proof points to Walmik Karad's crime syndicate links, court said while rejecting MCOCA discharge plea
In its detailed order rejecting a discharge plea by Walmik Karad, the main accused in the murder of a sarpanch in Maharashtra's Beed district, a special court has said that there is prima facie evidence to show that he is a member of an organised crime syndicate. The plea was rejected on July 22, and the full order was made available this week. Karad – a close aide of former NCP minister Dhananjay Munde – and others have been booked under the stringent Maharashtra Control of Organised Crime Act (MCOCA) for the murder of Santosh Deshmukh on December 9, 2024. 'Validity of prior permission or sanction shall not be doubted at this juncture. Thus the statements of witnesses, material, technical, digital, scientific and forensic evidence prima facie reveal that the offence is committed by the applicant and co-accused persons,' the detailed order by special judge V H Patwadkar said. The prosecution said that between October and December 2024, the accused, including Karad, conspired and demanded ransom from a company to run their business in the district. When Massajog sarpanch Deshmukh intervened, a plan was made to abduct and murder him. Deshmukh was subsequently killed. The prosecution has claimed that the co-accused videographed the act and also made a video call to Karad. The prosecution cited 20 previous crimes filed against Karad, including that of unlawful assembly and attempt to murder, and said he was also convicted in one case. It added that the other accused were following the instructions of Karad, who is a member of the crime syndicate. Karad had filed the discharge plea stating he was falsely implicated for political reasons, and there was no crime syndicate as claimed by the police. He also questioned the validity of the sanction under the MCOCA given in February, claiming that due procedure was not followed while invoking the Act. He said no role was specified when it came to his involvement in the crime. Karad said the police deliberately hid the fact that among the cases cited, he was cleared in almost 15 of them, including the case in which he was convicted, and that the Bombay High Court had acquitted him in the appeal stage. Special Public Prosecutor Ujjwal Nikam submitted that the sanction for MCOCA was taken as per procedure and if it is dropped, the crime syndicate will continue its work, resulting in a grave law and order problem.

This would cover email servers, social media accounts, online investment and trading accounts, and also cloud storage of asset ownership details. The bill was referred to a select committee of Parliament headed by Bharatiya Janata Party member Baijayant Panda. In their depositions to this panel, Indian tax authorities and finance ministry officials argued that even the current Act allows officials to not only enter and search buildings, but also to break open locks of physical storage spaces for closer scrutiny of their contents. Given the proliferation of virtual spaces and digital assets, the same provision needs an upgrade to help tax officers ferret out undisclosed income. The authorities also argued that Section 247 does not conflict with the right to privacy, especially if we apply the three-fold test laid down by the Supreme Court's nine-judge bench that heard the K.S. Puttuswamy vs Union of India case. While the select committee has approved Section 247, with Parliament now expected to debate its fine details, it must be pointed out that history is witness to many such well-intentioned provisions turning into slippery slopes in the absence of sufficient guard-rails. In its present form, the bill appears to grant too many officers the authority to sanction forced access under a diffused command and accountability structure. This framework could prove prone to misuse, as the past has shown, and should be tightened. For example, publicly revealed instances of phone tapping have shown the innovative misuse of standard operating procedures whose original intent was noble. To minimize the scope for Section 247 to become a tool in the hands of venal elements, the taxman's bar for search and seizure operations should be set high. This would reassure earnest taxpayers and honour the five-letter foundation of India's proposed Income Tax law: trust.
