Brazil releases statement on outcome of BRICS Foreign Ministers' Meeting

The two-day BRICS Foreign Ministers' Meeting concluded in Rio de Janeiro with the participation of the BRICS member states and in an expanded format with representatives of the BRICS partner countries, according to BRICS TV.
The text of the final statement has been published on the official website of the Brazil's BRICS Presidency.
The 12-page document includes 62 points. In it, the Ministers outlined the priorities that will form the basis of a future declaration following the BRICS summit (6-7 July in Rio de Janeiro).
Key themes of the joint statement BRICS – the voice of the Global South
The Foreign Ministers reaffirmed their commitment to strengthen cooperation in three areas: politics and security, economy and finance, and cultural and humanitarian exchanges. They emphasised the key role of BRICS as the voice of the Global South. The idea of reforming the United Nations, including increasing the representation of developing countries in the UN Security Council, was also supported.
Economy and finance
Ministers favoured greater use of national currencies in mutual settlements, as well as the development of their own payment platforms. The important role of the New Development Bank (NDB) was recognised as a key financing instrument for emerging economies. Its further expansion and the re-election of Dilma Rousseff as President of the NDB were supported.
Fight against terrorism
Ministers strongly condemned all forms of terrorism and, in particular, the attack in India on 22 April that killed at least 26 people. It is noted that the countries of the association intend to deepen cooperation in the fight against terrorism. The Foreign Ministers welcomed the activities of the BRICS specialised working group and called for the finalisation and adoption of the UN Comprehensive Convention on International Terrorism.
Technology and digital security
The Foreign Ministers spoke in favour of peaceful use of space, reliable and secure ICT environment and free access to reliable information. The importance of digital literacy and agreed rules in cyberspace was also emphasised.
Sustainable development and climate
The initiatives to establish the BRICS Partnership for Land Restoration and the Global Alliance against Hunger and Poverty were supported. Ministers called for strengthening ties in agriculture to ensure global food security and took note of the proposal to establish a BRICS Laboratory on Trade, Climate Change, and Sustainable Development.
AI and data economy
The Leaders noted the role of Artificial Intelligence in inclusive development and expressed their intention to assist developing countries in this area. They also welcomed the work on an agreement to manage the data economy.
In addition, Ministers spoke out against cybercrime, reaffirmed the need for reform of the global financial architecture and the importance of the role of the G20. Given the recent enlargement, they emphasised the importance of institutional strengthening of BRICS, including through the creation of a common database to facilitate access to relevant documents and background information.
In conclusion, the Heads of Ministries supported Brazil's BRICS chairmanship.
Earlier, Russian Foreign Minister Sergey Lavrov held a press conference on the results of the BRICS Foreign Ministers' Meeting. He said that the parties agreed to continue working with partner countries in various formats. In addition, the Ministers emphasised the importance of strengthening the role of the world majority in solving the key problems.

SEE News An official and cordial meeting took place today, June 24, at the Presidential Palace in Nicosia between Pope and Patriarch Theodore II of Alexandria and All Africa and the President of the Republic of Cyprus, Nikos Christodoulides. During the meeting, the Patriarch informed the President about the wide-ranging, multifaceted, and multi-level missionary work of the Patriarchate across the African continent – spiritual, philanthropic, medical, and educational – which stands as a beacon of love, hope, and human dignity for the suffering peoples of Africa. The Patriarch expressed his heartfelt gratitude to the Government of Cyprus for its steadfast and valuable support of the Patriarchate's missionary efforts, and especially to the President himself, for his personal sensitivity and tangible love for Orthodox missions. As part of efforts to strengthen cooperation, it was decided that a medical team from the Office of the President of Cyprus, in coordination with the Patriarchate of Alexandria, will be dispatched to support the Patriarchate's charitable and medical initiatives in various parts of Africa, where healthcare needs are urgent and significant. The Patriarch officially invited the President to attend the upcoming inauguration of the Grand Center currently under construction in Egypt's New Administrative Capital, on land generously granted by the President of the Arab Republic of Egypt, Mr. Abdel Fattah El-Sisi. The Center will be named the 'Friendship Center of the Peoples of Greece, Cyprus, and Egypt', serving as a living symbol of unity, peace, and intercultural cooperation among the three nations. During the meeting, the Patriarch also reaffirmed the unwavering stance of the Patriarchate of Alexandria in support of a peaceful and just resolution to the Cyprus issue. He expressed his sincere hope that a fair and sustainable solution will be found as soon as possible – one that respects human rights and international law, and ensures the unity and security of the Cypriot people. At the same time, the Patriarch did not hide his deep concern about the escalating tensions in the Middle East, emphatically stressing that peace is the only realistic and God-given path to resolving every conflict and misunderstanding among nations. He offered fervent prayers for reconciliation and peaceful coexistence among the peoples of the region. On behalf of the President of the Republic of Cyprus, who has maintained a longstanding friendship with the Patriarch since his tenure at the Ministry of Foreign Affairs, deep respect and gratitude were expressed for the Patriarchate's invaluable contribution in Africa and globally. The President reiterated the Republic of Cyprus's steadfast support for the work of the Patriarchate and praised the role of Orthodox missions in promoting humanitarianism, solidarity, and global peace. The Patriarch was accompanied on his official visit by Bishop Nikodimos of Nitria, Exarch of the Patriarchate of Alexandria in Cyprus, and Archimandrite Athinodoros Papaevrypiadis. Robust consumer spending and diversified retail channels drive UAE and Saudi Arabia's economic momentum UAE market is fragmented between affordable and premium brands, while KSA market is skewed towards mainstream brands with the value players picking up UAE/KSA, June 2025: The Middle East continues to distinguish itself as a global economic outperformer, with the United Arab Emirates and Saudi Arabia leading the charge. While global GDP growth is projected at 3.2% in 2025, the UAE is expected to grow by 4.0% and Saudi Arabia by 3.0%, with further acceleration anticipated through 2027. Consumers across these regions continue to demonstrate strong resilience amid ongoing challenges. This robust performance is underpinned by strategic international partnerships, balancing ties with both BRICS and Western economies, alongside targeted investments in digital transformation and a young, digitally connected population. Consumer Markets Show Resilience Amid Economic Transition: Consumer spending remains strong across both markets, though increasingly value-driven. In the UAE, spending on Tech & Durables (T&D) from April 2024 to March 2025 reached $5.3 billion, marking a 2% year-over-year increase. Key growth categories include Smartphones, Media Tablets, Vacuum Cleaners, and Headsets. The Fast-Moving Consumer Goods (FMCG) sector in the UAE also saw a 7% increase, driven by rising demand for Snacking, Beverages, Dairy, and Frozen Foods, with Personal Care spending up 6%. In Saudi Arabia, growth was more moderate but steady: FMCG rose by 3.3%, and T&D by 0.2%. Notable category gains include Petcare (+10%) and Snacking (+9%), reflecting evolving lifestyle priorities, while Paper Products and Home Care saw declines. Retail Channels Evolve: Value and E-Commerce Gain Ground: Retail dynamics are shifting rapidly. In the UAE, Traditional Trade Channels outpaced Organised Retail, with FMCG growth of 10% versus 3.2%, while T&D saw balanced growth across both. E-commerce continues to expand its footprint. In the UAE, it now accounts for 30% of T&D and 11% of FMCG sales, up from 9% a year ago. In Saudi Arabia, online sales are also rising, with a 7.7% increase in T&D and a 1.4 percentage point gain in FMCG e-commerce share. 'The economic momentum we're witnessing across the Middle East, particularly in the UAE and Saudi Arabia, is a testament to the region's strategic vision and adaptability,' says Andrey Dvoychenkov, General Manager, NielsenIQ APP. 'Consumers today are more empowered, informed, and value-driven than ever before. We're seeing strong growth in both premium and value segments, and a rapid evolution in retail channels—especially online. For brands, success hinges on relevance, agility, and a deep understanding of consumer expectations.' Brand Competition Intensifies in a Crowded Marketplace: The region's economic promise is attracting a surge of global brands. In the FMCG sector, Saudi Arabia now hosts over 10.500 active brands (up 5% YoY), while the UAE features 13,000 brands (up 6%). SKU counts are also rising, with 130,000 SKUs in the UAE and nearly 100,000 in Saudi Arabia. The T&D sector is similarly competitive; the number of active brands has seen great increase with 18% and 21% respectively in UAE and KSA. SKUs have also seen more than 50% growth across both markets. This creates a vibrant but crowded landscape, requiring sharper brand strategies and deeper consumer insights. Premium vs. Value: The Rise of the Strategic Shopper: Middle Eastern consumers are increasingly discerning, balancing premium aspirations with value-driven choices. Both the UAE and Saudi Arabia recorded double-digit growth in premium and value FMCG segments, highlighting a bifurcated market. In T&D, value segments grew 6% in KSA and 3% in the UAE, despite the category's premium lean. This underscores two key trends: the rise of price-conscious decision-making and the growing availability of competitive alternatives. As the Middle East continues its upward trajectory, global brands are positioning themselves to seize the opportunity. But success will depend on a nuanced understanding of the region's evolving consumer landscape—from digital trust and pricing sensitivity to channel dynamics and assortment strategy. It will also support the promotion of Russian business interests and best practices through the platforms of leading media outlets in BRICS+ countries. At the 28th St. Petersburg International Economic Forum, the corresponding agreement on media partnership was signed by Chairman of TV BRICS Ivan Polyakov and Executive Director of the UN Global Compact Network Russia Natalia Dorpeko. The parties agreed to cooperate on promoting best practices in sustainable development and social responsibility, including the implementation of media, cultural and educational projects aimed at fostering international knowledge exchange and expanding business partnerships in line with the UN 2030 Agenda. 'In 2025, several milestone anniversaries will be marked in connection with the work of the United Nations: the 80th anniversary of the entry into force of the UN Charter; the 25th anniversary of the UN Global Compact, the world's largest initiative for implementing the sustainable development agenda; the 10th anniversary of the Millennium Declaration 'Transforming our World: the 2030 Agenda for Sustainable Development', which includes the 17 UN Sustainable Development Goals (Agenda 2030); and the 10th anniversary of the Paris Agreement, a legally binding international treaty adopted under the UN Framework Convention on Climate Change. At the same time, in 2025, the positive results of Russia's BRICS Chairmanship in 2024 will be summarised. TV BRICS Chairman Ivan Polyakov noted that since 2018 the International Media Network has been cooperating with the United Nations and has extensive experience in conducting media campaigns in support of the UN Sustainable Development Goals (SDGs). The mission of the UN Global Compact and the important work of the UN Global Compact Network Russia are closely aligned with the strategic objectives of TV BRICS, which lays the groundwork for effective and long-term cooperation. Ivan Polyakov particularly emphasised that efforts to promote the Global Compact agenda will take into account the development priorities of BRICS, its partner countries, and the BRICS+ format. In 2018, a cooperation agreement was signed between TV BRICS and the UN Secretariat (represented by the UN Department of Public Information). TV BRICS was included in the international SDG Media Compact, an initiative launched by the UN to consolidate media support for the promotion of the SDG concept. TV BRICS initiates and promotes a number of international projects on sustainable development topics via its partner media in BRICS+ countries. For instance, to popularise quality education, TV BRICS has established ongoing cooperation with universities and research centres across different nations. TV BRICS regularly produces and disseminates information materials on global challenges such as poverty, hunger, inequality, and climate change. The TV BRICS International Media Network strengthens global partnerships, including in the media and communications sector, working with over 100 major media outlets in 26 countries around the world. To support sustainable agricultural development, the TV series 'Agroparallels' was produced in collaboration with a partner in Brazil. In 2025, a new television project titled 'BRICS GRAIN' will be launched. The UN Global Compact is an international initiative for business in the field of corporate social responsibility and sustainable development. Its mission is to mobilise responsible companies that, under various political, economic, environmental, cultural, geographical, and other conditions, share and implement a common set of ethical principles in the areas of human rights, labour, environment, and anti-corruption, while also supporting and working towards the UN Sustainable Development Goals. The UN Global Compact continues to show dynamic growth in participation, currently bringing together around 25,500 companies and organisations from 167 countries worldwide, including the Russian Federation. Approximately 4,500 of these companies are from BRICS countries. The UN Global Compact Network Russia supports the implementation of Russia's National Development Goals up to 2030 and beyond to 2036. It is engaged in systematic project work and the representation of Russian business interests and best practices on global platforms. The network's activities aim to affirm the proactive stance of Russian business in seeking optimal sustainable development pathways, as well as its readiness to contribute intellectually, organisationally, and informationally to further advancing global UN initiatives in social responsibility and sustainable development, in cooperation with a wide range of stakeholders and based on fair national priorities. The agreement between TV BRICS and the UN Global Compact Network Russia will contribute to the implementation of the UN General Assembly Resolution 'Towards global partnerships: a principle-based approach to enhanced cooperation between the United Nations and all relevant partners".
