Centre OKs 85% quota for locals in jobs in Ladakh
NEW DELHI: Conceding the longstanding demands of Ladakhi people for safeguarding their economic rights as well as cultural and linguistic identity, the Centre on Tuesday introduced new reservation and domicile policy for the Union Territory, guaranteeing 85% quota to locals in jobs while also reserving one-third seats for women in the Ladakh Autonomous Hill Development Councils.
English, Hindi, Urdu, Bhoti and Purgi languages were notified as official languages of Ladakh, with new regulation also requiring boosting institutional mechanisms for promoting native languages like Shina (Dardic), Brokskat (Dardic), Balti and Ladakhi.

Centre's move seeks to assuage the sentiments of Ladakh's native population that had been demanding constitutional safeguards to protect their language, culture and land after the special status of the erstwhile state of J&K, which included Ladakh, under Article 370 was abrogated in 2019, and Ladakh hived off into a separate Union Territory.
Though short of their demand for Ladakh's inclusion in Sixth Schedule of the Constitution, the 85% reservation for local Ladakhis in govt jobs and seats in professional institutions, was worked out in consultations held by a high-powered committee led by junior home minister Nityanand Rai, with civil society organisations from Ladakh.
The safeguards for Ladakh finally implemented on Tuesday, are contained in a set of three separate regulations promulgated by the President of India on Monday.

The UT of Ladakh Reservation (Amendment) Bill Regulation, 2025 amends provisions of the parent J&K Reservation Act, 2004, to raise the cap on total reservation in jobs and professional institutions in Ladakh to 85%, excluding the 10% quota for economically weaker sections.
The Ladakh Civil Services Decentralisation and Recruitment (Amendment) Regulation, 2025, defines the conditions for domicile status: anyone who has resided in Ladakh for 15 years, or who has studied for seven years and appeared in Class 10 or 12 examination in a school located in UT, or whose parents are central govt officers who served in UT for 10 years.
Children or spouses of Ladakhis fulfilling the 15-year domicile condition will also get domicile status.
The procedure for grant of domicile certificate, notified in a separate set of rules, makes tehsildar the competent authority to issue domicile certificates; an officer appointed by the UT administrator will do the same for the children of central govt officers with 10-year service in Ladakh.
The Ladakh Autonomous Hill Development Councils (LAHDC) Regulation 2025, notified on Tuesday, states that "not less than one-third of the total number of seats in the council shall be reserved for women and such seats may be allotted by rotation to different territorial constituencies".
The move is in line with spirit of the Nari Shakti Vandan Act, which provides for 33% quota to women in Lok Sabha and state assemblies.
Ladakh has two autonomous hill development councils - one each for Leh and Kargil.
Centre had assured a delegation from Ladakh in Dec 2023 that it was committed to fast-tracking the development of UT and meeting aspirations of the people in the region. Subsequently, an HPC for Ladakh was constituted under Nityanand Rai. In Aug 2024, Centre created five new districts in Ladakh - Zanskar, Drass, Sham, Nubra and Changthang.

Until the committee submits its report, both government resolutions (of April 16 and June 17) have been cancelled by the government,' Devendra Fadnavis said. On April 16, the Maharashtra government passed a resolution that mandated Hindi as the compulsory third language in Marathi and English-medium schools. However, in response to the backlash, the government revised the policy on June 17 through an amended resolution, stating, 'Hindi will be the third language. On June 24, Chief Minister Devendra Fadnavis while making an announcement on the three-language formula had alleged that it was former Chief Minister Uddhav Thackeray who had accepted the recommendations of the Dr Raghunath Mashelkar committee to introduce a three-language policy from class 1 to 12, and had also constituted a panel for its implementation, according to a press note by the Maharashtra Government. 'The decision on the Three-Language Formula was taken by Uddhav Thackeray himself during his tenure,' Fadnavis said. Following the announcement, Maharashtra Navnirman Sena (MNS) Chief Raj Thackeray said that the government resolutions were cancelled solely due to the pressure from the Marathi people. 'The decision to impose the Hindi language under the pretext of teaching three languages from the first grade has finally been withdrawn. The government has cancelled the two GRs related to this. This cannot be called belated wisdom, because this imposition was withdrawn solely due to the pressure from the Marathi people. Why the government was so adamant about the Hindi language and who exactly was pressuring the government for this remains a mystery,' Raj Thackeray wrote on X. Raj Thackeray further defied the formation of the committee on the three-language policy, saying that they assume this decision has been permanently cancelled and the government shouldn't create 'confusion with the committee's report again.' Hindi cannot be forced now in Maharashtra: Uddhav Thackeray
Shiv Sena(UBT) chief Uddhav Thackeray on Monday said the Hindi language cannot be forced upon people now as the power of the Marathi people has compelled the state government to withdraw two of its resolutions on introducing Hindi along with Marathi and English for Classes 1 to 5. Thackeray, who attended the Monsoon Session of the state legislature on its first day, said, 'We will announce in two to three days what exactly the victory rally or victory march will be like and where on July 5 it will be held (as the joint morcha has been cancelled due to the government's decision). We are also talking to everyone about that. The Marathi traitors raise their heads as soon as they realise that we are a little scattered. Yesterday, we crushed this head. If we don't want them to come back, then we should maintain this unity instead of waiting for another crisis. We will not stop until we create a vision of this unity on July 5. We will definitely celebrate the victory. Everyone forgot their party differences and came together with us during the movement. We need to show the same unity in the victory march.' 'Love for the mother language should be beyond the party, the government has made a lot of efforts. Still, I thank them. A new committee has been appointed under the chairmanship of Narendra Jadhav (former Planning Commission member). I am telling the government that this is a matter of education, and you have appointed a committee of an economist. Whatever the committee, the issue of compulsion is over now. Even if a committee is formed now, Hindi cannot be forced on us; the power of the Marathi people has shown this yesterday," said Thackeray at the press conference. Thackeray said that the slogan of 'Jai Maharashtra' has once again been raised in every village and corner of Maharashtra. But along with that, I sincerely thank all the political parties and Marathi-speaking people who forgot their party differences and participated. We will know in the coming days whether the government has shown wisdom or not. But they immediately cancelled the government resolution on making Hindi compulsory. It was achieved due to the unity of the Marathi people. If they had not cancelled it, many Marathi lovers from the BJP, Shinde group and Ajit Pawar group would have participated in the July 5 morcha, which now will become a victory rally,' he added. Thackeray on Sunday said the government's power faced defeat before the power of Marathi Manoos on the contentious issue of the introduction of Hindi as a third language after Marathi and English for Classes 1 to 5. "Now this unity of Marathi people should continue,' asserted Thackeray. 'The BJP's hidden agenda was to divide the Marathi people and attract the non-Marathi voters by raking up the Marathi vs Non-Marathi issue. But the good news is that the Marathi people took a sensible stance. They are not against the Hindi language, but against coercion. Since there was a movement against coercion, there was no division. The government thought that the division of the Marathi people would be beneficial to it,' claimed Thackeray.
