Former J&K CM Mehbooba Mufti has demanded an investigation into the death of Imtiyaz Ahmad Magray (23), whose body was recovered from Nallah Adbal, near Aharbal area of Kulgam in south Kashmir The family members have alleged Magray was picked up by forces from his home in Tangmarg area of Kulgam on Saturday and a day later (on Sunday), his body was recovered from Nallah Adbal. Police claimed he was an "overground worker" of militants active in Tangmarg area and "tried to swim across the river while forces sent him to locate their hideouts... He tried to escape via the river route and died". Police has "captured a quadcopter video of this incident" as his movement was monitored. It has filed a case and a probe has started."Yet another body has been recovered from a river in Kulgam, raising serious allegations of foul play . Local residents allege that Imtiyaz Magray was picked up by the Army two days ago and now mysteriously his body has surfaced in the river," said Mufti. She connected the incident with the recent attack in Pahalgam, saying "If a single act of violence can shake the entire system - triggering arbitrary arrests, home demolitions,and targeting of innocent civilians, then the perpetrators have already achieved their objective."Lok Sabha MP from Srinagar, Aga Ruhullah, said Kashmiris cannot be treated as collateral damage. "Family demands independent probe and we cannot allow a culture of impurity to destroy what little trust remains."Magray's family members informed that he was picked up by the forces from his home at around 6 am on Saturday. "His father had come to my home around 8 am on Saturday and informed us that his son had been picked up. I was not at home but immediately started making calls to trace him," said Choudhary Jameela, District Development Council member from Manzgam village of DH Pora area of Kulgam.After making several failed attempts to trace Magray, Jameela says his family called back around 3 pm informing that "they have located him in the Army camp in Behibag area and they had met him briefly there as well". On May 4, his body was recovered from Adbal Nallah near Ahrabal area, which is around 25 km from the Army camp, Magray's family had mentioned.

Place of Voting: The other voter's choice
Over decades, as EC fine-tuned voting systems and bolstered outreach efforts, the number of voters have steadily but surely increased. Yet, many are left out because they are registered in their home cities/towns/villages while residing elsewhere, mostly for work reasons. Returning to their constituencies to cast their ballot can, indeed, be an issue. To address this, EC has suggested that citizens should register only in constituencies where they reside, not where their 'permanent address' lies. This aligns with Section 19 of the Representation of the People Act 1950. The issue is particularly sensitive in states like poll-readying Bihar, where outmigration is high. In the 2024 Lok Sabha elections, voter turnout in Bihar was 56%, while the national average was 66%. A major reason for this gap is the inability of emigre workers to return home to vote. Many still prefer to vote in their hometowns or villages due to family ties, land ownership, continued access to state benefits (since portability of benefits is yet to be fully implemented) or because of investing in the future of such a place. While EC rightly notes that political parties often pay for voter travel - encouraging an unhealthy quid pro quo - stopping it is an administrative task. Requiring people to vote only where they live is not justified. Along with proxy voting for NRIs and postal ballots for service personnel, Form 6 allows migrants to vote from their place of residence for local candidates. But this has not been popular. EC has also experimented with solutions, including a pilot project using remote voting machines and postal ballots. These alternatives must be pursued, rather than enforcing a rule that fixes voters to their workplaces. It must be their choice.
