It is the area of spending we have to prioritise. If we don't ramp up investment in housing, transport, energy and water services, then our country will grind to a halt. To make it work, we also need to keep current spending under control. That combination can stop our economy from overheating and ensure we can continue to build, even if there is a sudden drop in corporate tax revenues.
A key question will be where such capital funding is directed and not just what the overall amount is. For example, will new spending on housing continue to support the
National Planning Framework
goals for compact, low-carbon and better-balanced regional development, or will we instead revert to low-density sprawl? The latter option will cost us all a lot more in the end, as we pay for new supporting infrastructure, at the same time that our city and town centres fall into dereliction and decay.

Infrastructure, Climate and Nature Fund
within this review. The last government had agreed that €3.15 billion from the fund would be spent over the next five years. That total was specific because we knew exactly where the funding shortfalls were in the delivery of our national climate action plan.

The analysis supporting that figure was done in taskforces involving all relevant government departments and it was clearly understood that the resulting investments had to improve the competitiveness and security of our country, as well as reduce our emissions.
As a result of this process, 40 per cent of the fund was earmarked for energy efficiency improvements to our public building stock. It is something we are compelled to do under European law but which no department wants to prioritise in advance of other spending commitments.
A second priority was using 25 per cent of the allocation for investment in district heating, anaerobic digestion, clean industrial heating and modern methods of construction. This would address the areas where we are furthest from meeting our climate targets and would bring in significant matching private finance to help deliver what we want.

The third target was to provide 20 per cent of the funding to the farming and conservation sectors, so they can deliver the Nature Restoration Plan, which is already committed to under European law.

It would bring down prices for people and allow us to continue to attract more foreign direct investment, which is the source of this funding in the first place.
If the review fails to commit to these sorts of investment priorities, then we will know the Government is not intent on delivering the climate action plan. The consequences for our economy as well as our environment would be immense. We are never going to be competitive burning other people's fossil fuels and we will never be able to trade under a green brand if we are not willing to clean up our act here at home.
Minister for Public Expenditure Jack Chambers
has said the Republic's infrastructure delivery is in a 'state of paralysis' and the State system is too 'risk-averse'. It is true we have to do everything faster, but that need for speed should not mean we abandon strategic thinking when it comes to deciding what we build next.

It would be a mistake to give up on the climate commitments we have already made, just days after the European Commission proposed a higher target of a 90 per cent cut in emissions by 2040. Are we just going to say to our European Union colleagues, 'sorry, but there is just not sufficient political will for us to make the change?' We cannot use the excuse that we don't have the money, because our tax revenues are the envy of every other country. We cannot fudge things by saying we need more time, because these proposals have been worked on by teams of civil servants for years.
If the revised National Development Plan and Infrastructure, Climate and Nature Fund do not match our climate ambitions, then I can see a future court asking a simple question. They will wonder why, when we knew what had to be done, and when we had the finances and the backup analysis in place, we still decided to shirk our responsibility.
In such circumstances, I don't believe we would have a credible defence.

State supports, including tax incentives similar to those available to the film industry, should be considered to help the Irish music industry grow and navigate the challenges facing artists in the era of content streaming, the Irish Music Rights Organisation (Imro) has said. Research published by the body on Tuesday revealed that the music industry is worth €1 billion to the Republic's economy annually, supporting more than 13,400 jobs. Based on a nationally representative survey of 1,000 people and a survey of Imro members, the report found that Irish adults spent an average of €757 on music events last year, including festivals and individual concerts. Music fans spent an average of €298 on concerts in high-capacity venues last year and €194 on festivals, Imro said. 'At the heart of this report is a clear truth: Irish people don't just enjoy music – they live it. From packed festival fields to quiet moments with a favourite playlist, music is embedded in our daily lives,' said Imro chairwoman Eleanor McEvoy. 'This heartfelt connection is at the core of our vibrant music culture, but people working in the sector need more than passion to thrive. According to the research, more than 13,400 people are employed in the music industry here, yet just 43 per cent of Imro members surveyed said they had full-time jobs in the sector. Almost 70 per cent said they are reliant on employment in other sectors of the economy to sustain their careers, 'reflecting a widespread dependency on external income sources', the report's authors said. Against this backdrop of financial precarity, Imro said the uneven distribution of streaming income, which means artists and songwriters receive a disproportionately lower share of the revenue relative to the streaming platforms, means mean musicians are struggling to earn sustainable incomes. The body said the Government should look to apply some of the financial strategies that have helped the Irish film industry grow and develop, such as the Section 481 tax credit, to alleviate the financial burden on musicians. The Republic's music industry could also benefit from State intervention at the level of marketing, Imro said, citing the example of the popularity of K-pop and the South Korean government's efforts to export it to a global audience. Imro also wants the Government to put the Basic Income for the Arts, a pilot version of which was unveiled in 2022 and runs until the end of this year, on a permanent footing. Ms McEvoy said musicians must be fairly compensated in the streaming economy and protected from 'emerging risks' like artificial intelligence. 'The recommendations outlined here are not just aspirational, they are essential steps toward a sustainable and equitable future for Irish music, and we look forward to working closely with the Government and the Oireachtas committees to further these recommendations,' she said.

Pope Leo appoints Bishop of Limerick to key Vatican department
Pope Leo XIV has appointed the Bishop of Limerick as a member of a key Vatican department. Bishop Brendan Leahy has been selected by the pontiff into the Dicastery for Interreligious Dialogue. The 65-year-old has been serving as Bishop of Limerick since 2013 and was previously appointed to the Vatican's Dicastery of Culture and Education as well as the Dicastery for Clergy. Bishop Leahy has also been involved in inter-faith dialogues in Ireland and abroad, as well as with the Mid-West Interfaith network, which includes visiting Dooradoyle mosque on several occasions. The Dicastery, which is one of many that supports the Pope in both his pastoral and administrative duties, looks after relations between the Catholic Church and other religions across the world. The department is described as being 'one of the most strategically important bodies in the Vatican', which focuses on peacebuilding, cultural understanding, as well as global religious cooperation. In a statement, Bishop Leahy said he was 'deeply honoured to receive this appointment.' 'Peace is something very precious, that we all yearn for, and we all hurt and pain when it is absent,' he said. 'It is in the soul of all Christians, and this appointment is, therefore, a responsibility that I take very seriously and am truly privileged to have. 'I am really looking forward to working closely with the members of the Dicastery in Rome in promoting the Catholic Church's outreach to members of other faith communities. 'With so many dark clouds in our world today, it is important to recognise that religions are part of the solution. So often, religions are blamed for divisions, but the reality is that religions promote values and practices that are positive contributions to community-building and harmony.' 'Exceptional' corporate tax receipts could at risk in coming years, Central Bank warns
Ireland's "rapidly" growing economy and "exceptional" corporate tax receipts could be at risk in the coming years, the Central Bank of Ireland has warned, with external developments leading the Irish economy into a period of heightened uncertainty. Speaking at the Oireachtas Budgetary Oversight Committee on Tuesday, Deputy Governor of the Central Bank Vasileios Madouros said that while Ireland is in a strong position, underlying vulnerabilities need to be managed carefully. "The exceptional growth in corporation tax receipts since 2015 and the strong pace of economic expansion in recent years have resulted in a marked increase in government revenues," said Mr Madouros. "As a result, even with the substantial rise in government spending and some tax cuts, the headline budget balance has run substantial surpluses in recent years. "However, external developments mean that this benign combination of factors – namely, a rapidly growing economy and exceptional corporate tax receipts – could be at risk in the coming years." The deputy governor added that risks to Ireland's fiscal position from lower corporate taxes and other multinational-dependent taxes have increased, given recent international developments. This is compounded by the "persistent deficit" in Ireland's budget balance once estimated excess corporate tax is excluded. Infrastructure deficits Mr Madouros also highlighted deficits in infrastructure, which he said have become an increasingly significant factor constraining the supply side of the economy. "Addressing infrastructure deficits will not only help meet important societal and economic needs today, but also enable our economy to remain competitive amid a shifting geopolitical landscape," the deputy governor said. The Central Bank also urged the Government to prepare for future funding needs, adding that current funds will not be enough on their own to finance the increased expenditure required to meet the needs of an aging population. "Given demographic trends, Ireland is expected to see the largest increase in age-related spending on areas such as pensions, healthcare and long-term care amongst the EU by 2050," said Mr Madouros. "And we know already that the Future Ireland Fund – the establishment of which has been a very positive public policy intervention – will not be sufficient, on its own." The deputy governor said the current environment presents "important trade-offs" for fiscal policy, which he said can be achieved through "careful management" of the public finances. To do this, the Central Bank is urging the Government to commit to a strong fiscal anchor so that rising expenditure does not add excessively to demand. In addition, it is calling for investment to be prioritised, which can be done by broadening the tax base and mitigating the reliance on corporate tax receipts. Finally, the regulator is calling for measures to reduce delays and, therefore, the ultimate costs in the planning and building of infrastructure. "Measures that incentivise scale and investment in new machinery, equipment and technologies in the construction sector can also help enhance productivity and enable more sustainable delivery of housing and infrastructure," said Mr Madouros. "These structural policies can have an outsized impact on strengthening the supply side of the economy, complementing and adding to the effectiveness of additional public investment in infrastructure."
