Govt taking steps to keep food price hikes in check after SST expansion, Dewan Rakyat told

KUALA LUMPUR: The government is taking heightened measures to control living costs given the higher food inflation rate, says Deputy Finance Minister Lim Hui Ying.
She said the average food inflation rate is at 2.1%, higher than the overall inflation rate which was at 1.1% as of June.
'We expected... an increase in the cost of food or cost of living owing to the expansion of sales and service tax (SST).
'The government, through the Domestic Trade and Cost of Living Ministry, will continuously monitor food prices to ensure (they) are controlled, especially essential items,' she said during Question Time in the Dewan Rakyat on Wednesday (July 23).
Datuk Seri Hamzah Zainudin (PN-Larut) had asked the ministry to explain the measures taken to control food prices that did not reflect the inflation rate.
Lim explained that while the food inflation rate is at 2.1%, some places in the country might have higher rates because of other factors.
Earlier, she also said the government has outlined several assistance and subsidy programmes to reduce the burden on the people.
She said this included higher Sumbangan Tunai Rahmah and Sumbangan Asas Rahmah, which had increased from RM10bil to RM13bil, benefitting nine million Malaysians.
'The allocation for assistance under the Social Welfare Department for this year has also increased to RM2.9bil from RM2.4bil.
'The government has also allocated RM1bil to more broadly address the cost of living, including controlling the prices of basic commodities such as rice and cooking oil.

KUALA LUMPUR: Malaysia produced 673,553 metric tons of coconuts in 2024 from a total of 86,356 ha of cultivated land nationwide. Agriculture and Food Security Minister Datuk Seri Mohamad Sabu said only a small quantity of coconuts was imported, with 96.8 per cent of total production distributed to local markets. "Of the total production, 652,253 metric tons were allocated for the domestic market, while 21,300 metric tons were exported," he said in a written parliamentary reply last night. Responding to Wan Razali Wan Nor (PN–Kuantan), Mohamad said the Agriculture Department has provided incentives to farmers under the Coconut Industry Development Project. The initiative includes replanting old or unproductive trees, restoring productivity, and integrating coconut cultivation with crops, livestock, and aquaculture to generate short-term income. The incentives provided include agricultural inputs such as seedlings, fertilisers, pesticides, and herbicides, as well as basic farm infrastructure support, including land preparation, drainage systems, and small-scale farm equipment. The Federal Agricultural Marketing Authority (Fama), through its subsidiary Fama Corporation Sdn Bhd (Famaco), sourced 1,506 metric tons of peeled old coconuts worth RM3.5 million from Sabah and Indonesia between January and July 14, 2025. The coconuts were distributed via three operation centres to 509 Fama marketing outlets and 202 coconut milk operators across the country to ensure a stable supply for consumers.

KUALA LUMPUR: The government is adopting a holistic approach to prepare Malaysia's workforce for the challenges posed by automation and artificial intelligence (AI), including the risk of job displacement, says Human Resources Minister Steven Sim. He said the ministry is currently undertaking a comprehensive review through the National Labour and Human Resources Policy Study, which includes aspects of reskilling and upskilling. The study is expected to be completed in 2026. 'To minimise the negative impact and maximise the positive potential of technological advancement, we are implementing several major initiatives focusing on human capital development through reskilling and upskilling, strategic industry-academia partnerships, and strengthened social protection programmes,' Sim said in a parliamentary written reply on Monday (July 28). He was responding to a question from Datuk Awang Hashim (PN-Pendang), who had asked whether the government intends to introduce a large-scale policy for reskilling and upskilling workers at risk of losing their jobs due to advancements in AI, along with the implementation and funding details of such efforts. Sim said that as a first step, TalentCorp has conducted a study on the impact of AI, digitalisation, and the green economy on Malaysia's workforce. Based on the findings, he said the ministry has developed the digital portal as a one-stop reference centre for future job roles, required skills and training programmes aligned with current labour market needs. To ensure skills development meets industry demands, he said the MyMAHIR Future Skills Talent Council (FSTC) has also been established, led by key industry players. 'This council is responsible for identifying training requirements and selecting suitable training centres,' he said. Sim added that the Department of Skills Development (JPK) has taken proactive steps to address the challenges of automation by developing new National Occupational Skills Standards (NOSS) geared towards future job demands. 'So far, more than 120 NOSS related to the Fourth Industrial Revolution (IR4.0) have been introduced. 'These standards cover fields such as industrial automation, robotics, AI, cyber-physical systems and data analytics, and are implemented in over 3,600 accredited centres using modular approaches to accelerate workforce reskilling and upskilling,' he said. According to him, government is also expanding the Industry-Based Academy (ADI) programme, which allows existing employees to undergo training at their workplace without having to leave their jobs. He said this approach is supported by flexible certification pathways, such as Recognition of Prior Achievement (PPT) and micro-credentials, as well as strategic industry collaboration to involve employers directly. 'These efforts aim to produce a resilient workforce capable of transitioning from high-risk jobs to emerging growth sectors like smart logistics, renewable energy, agricultural automation and cybersecurity.' At the same time, he said the Human Resource Development Corporation (HRD Corp) continues to provide upskilling and reskilling programmes through levy contributions from eligible employers. 'As of June 2025, 101,506 employers and 4.84 million workers have registered with HRD Corp, with 24.75 million training placements approved in the same period.' Meanwhile, he said the Social Security Organisation (Perkeso) has also been actively offering reskilling and upskilling initiatives to insured individuals who have lost their jobs and require new skills to remain employable. 'Between Jan 1 and July 4, 2025, a total of 5,403 individuals participated in these programmes.' To support access to training, Sim said the Skills Development Fund Corporation (PTPK) has allocated RM100 million in training grants under the 2025 High-Impact Technical and Vocational Education and Training (TVET) Financing Scheme. 'This funding will benefit 4,167 trainees across seven key high-growth, high-value sectors, including artificial intelligence,' he said.

KUALA LUMPUR: Proposals to create a new tuna landing port in Penang will require various studies and engagement with stakeholders before a final decision is made, the Dewan Rakyat was told. Agriculture and Food Security Minister Datuk Seri Mohamad Sabu said his ministry received an application by the Penang state government to set up a new tuna landing port in the state under the 13th Malaysia Plan (RMK13) that will be announced this Thursday (July 31). Mohamad said establishing a new tuna landing port in Penang will depend on a feasibility study, a social cost-benefit analysis, a due diligence review, an environmental impact assessment, and engagement with the local fishermen community. 'This is to ensure planning that is more thorough, sustainable and community-centred,' said Mohamad in a parliamentary written reply dated July 28. Mohamad also said the Fisheries Department has applied for development allocation under RMK13 to upgrade fishery landing and handling facilities at Wharf 6, Deep Sea Wharf in Butterworth. 'This project aims to improve the management capacity of deep sea landings such as tuna in a more systematic and competitive manner,' added Mohamad. Presently, the commercial port at the Butterworth deep-water wharf is designated as the tuna landing site. In 2023, 16 vessels landed 177,000kg of tuna, valued at RM3.191mil. Last year, total landings surged, reaching about 433,000kg, with an estimated value of RM7.76mil.
