Sarawak finalises Carbon Plan to boost green investments, says Premier

KUCHING (May 29): Sarawak is stepping up its climate agenda with the finalisation of a state-level Carbon Plan, built upon Sarawak's existing policy and regulatory framework, said Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg.
The plan is aimed at boosting carbon market investments and reinforcing its commitment to environmental sustainability will create a comprehensive roadmap for catalysing a vibrant carbon trading ecosystem.
'The Carbon Plan is pivotal to offer a detailed implementation framework designed to catalyse carbon trading and foster a vibrant carbon market.
'Central to the Carbon Plan is its focus on establishing a well-regulated and investor-friendly carbon market that balances supply and demand, thereby incentivising emissions reductions and attracting green investments to Sarawak,' he said during the Asia Carbon Conference 2025 at the Borneo Convention Centre Kuching (BCCK) today.
He reaffirmed the state's proactive stance in championing nature-based climate solutions and to date, Sarawak has issued seven permits for forestry carbon studies and approved one licence for a nature-based project, with another six permits currently under processing.
To further encourage investment in carbon initiatives, the state is reviewing its statutory fee structure for carbon projects to enhance investor appeal and improve project viability.
'In addition, we are finalising our Carbon Levy framework, leveraging technical expertise from the World Bank to accurately price carbon emissions and encourage responsible environmental practices,' he said.
Abang Johari also welcomed recent international developments under the UN Carbon Market (Article 6 of the Paris Agreement), saying that the agreement on rules for credible climate project crediting marks an important step for global climate governance.
According to him, the adoption of standards for baseline methodologies and leakage accounting will enhance the integrity and credibility of carbon credits on a global scale.
'This is precisely the kind of international framework that will bolster Sarawak's efforts and allow us to participate more effectively in the global carbon market,' he said.
Looking ahead, he said Sarawak is committed to aligning its initiatives with international standards and improving transparency and verifiability.
He also pledged that by 2027, the state will publish a comprehensive greenhouse gas inventory report to track emissions in line with its carbon budget.
'Sarawak is determined to play a meaningful role in global climate action,' he said.

The unit, which adopts the D2EI theme of Sarawak's Women's Day 2025, embodies the state's commitment to a people-centred development approach that upholds fairness in diversity regardless of geography, gender, ethnicity, religion or ability. At the Sarawak Women's Day 2025 celebration held at the State Legislative Assembly (DUN) Complex here today, Abang Johari said the state government intends to strengthen women's involvement in high-growth sectors. 'This includes support in the form of economic grants, digital entrepreneurship training and start-up assistance. We have grants from the government and the state holds some influence in Affin Bank as a major stakeholder. 'We have asked the bank to assist us in investment-related efforts, including lifelong learning opportunities. This will certainly empower women more comprehensively in line with the D2EI values,' he said. He added the D2EI principles align with the Post Covid-19 Development Strategy 2030, which also emphasises inclusivity, and believed these values could help raise household income and reduce poverty across the state over time. Meanwhile, Minister for Women, Childhood, and Community Wellbeing Dato Sri Fatimah Abdullah said her ministry is working with key organisations including the United Nations Population Fund (UNFPA), the 30% Club, and the Asian Women Leadership University College (AWLUC) to further strengthen the direction and implementation of the D2EI initiative. In this regard, she said the ministry is seeking support and sponsorship from the Sarawak government to fund studies for selected individuals to pursue the Master of Arts in Leadership Development programme at AWLUC, which costs RM105,000 in total (RM35,000 per student for the entire duration). Abang Johari approved the request, stating that the funding would be disbursed through Yayasan Sarawak. State Minister for Women, Childhood, and Community Wellbeing Development, Dato Sri Fatimah Abdullah, said the model was inspired by the dashboard monitoring system of Indonesia's Permodalan Nasional Madani, but would be adapted and enhanced using Sarawak's own digital ecosystem under the State Ministry of International Trade, Industry and Investment. 'One of the key strengths of this dashboard lies in its real-time data synchronisation, allowing policymakers to make evidence-based decisions. 'At the same time, it empowers women entrepreneurs by providing better visibility, connectivity, and access to greater opportunities,' she said during the Sarawak Women's Day 2025 celebration at the new State Legislative Assembly Complex here today. 'This initiative is crucial in our efforts to truly empower women in entrepreneurship, raise household income, address the root causes of poverty, and ultimately improve the overall wellbeing of families.' In support of the initiative, Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg, who officiated at the celebration, announced that the state government has also agreed in principle to support the proposed establishment of the Sarawak Women Leadership Chair (SWLC) – a dedicated platform to institutionalise and elevate women's participation in policymaking, governance, and community development. 'SWLC is a strategic and transformative initiative to elevate women into leadership roles across all sectors in Sarawak,' Fatimah said. She added that the chair, to be anchored at Swinburne University of Technology Sarawak Campus, will serve as a regional hub for inclusive leadership development, high-impact research, policy innovation, and strategic partnerships grounded in local values and aligned with national development goals. She said an estimated RM5 million over five years would be required for the initiative to function effectively and fulfil its mandate. Fatimah also shared the progress of the Sedidik Young Saver Programme: Saving for a Golden Future, an initiative to cultivate saving habits among children enrolled at SeDidik early childhood centres. Since its launch on May 1, 2023, the programme has successfully amassed savings totalling RM1,042,629.42. On another note, she revealed that a specialised study on senior citizen wellbeing is currently underway, with findings expected to be presented at the upcoming Sarawak International Conference on Ageing in October. The conference will be attended by experts and academics from around the world as part of broader efforts to strengthen support systems for the elderly in Sarawak. In conjunction with the celebration, JWKS also launched a 217-page commemorative book entitled Sarawak Women Creating Legacies, which honours 27 extraordinary women who have made a significant impact in Sarawak and elevated the state's profile on the global stage. The highlight of the event was the announcement and presentation of the Sarawak Premier Awards, recognising outstanding individuals and organisations in the fields of leadership, entrepreneurship, social activism, volunteerism, and organisational management. The award recipients were Nur Aleesya Dayana Mohamad Salim, who received the Sarawak Premier Young Leader Award; the Sarawak Breast Cancer Support Group, represented by secretary Adeline Sie, which received the Sarawak Premier Outstanding NGO Award; and Sarawak Energy Berhad, represented by Chief Executive Officer Datuk Sharbini Suhaili, which was honoured with the Sarawak Premier Special D2EI Responsive Organisation Award. The Sarawak Premier Women Social Activist Award went to Dato Jacqueline Fong, while Mastika Jamali received the Sarawak Premier Women Entrepreneur Award. Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg stressed local authorities must evolve in line with rapid technological advancements. 'I urge DBKU and MBKS to embrace this aspiration so they remain significant and relevant to the digital needs of the people. 'They must transform their engagement and public perception, including in terms of policy, delivery, monitoring, and evaluation,' he in a speech for the 37th Kuching City Day celebration at Pangkalan Sapi, Petra Jaya today. Deputy Premier Datuk Amar Douglas Uggah Embas delivered the speech for the celebration themed 'Smart City of Unity, Embracing A Sustainable Future'. Abang Johari pointed out that Sarawak is positioning itself as a key digital economy player in the region, with the Sarawak Digital Economy Action Plan 2030 (SDE 2030) laying the groundwork for inclusive, responsible, and sustainable socioeconomic growth. 'To achieve this goal, the Sarawak government launched the SDE 2030, which is a key component of the Post Covid-19 Development Strategy 2030 (PCDS 2030). It aims to shift the entire economy and society from a conventional economy to a technology-driven sustainable economy,' he said. He said the plan focuses on five strategic pillars — economic growth priorities, digital business development, public sector and services transformation, frontier technology adoption, and strengthening digital economy fundamentals including governance, cybersecurity, talent development, digital skills, research, and entrepreneurship. He said the government places strong emphasis on emerging technologies such as artificial intelligence, Internet of Things (IoT), blockchain, and 5G to boost productivity, improve efficiency, drive innovation, and enhance quality of life in Sarawak. Highlighting the importance of city councils in this transformation, Abang Johari said DBKU and MBKS can play a vital role in implementing the state's Sustainability Blueprint 2030. 'On May 29, we launched the Sustainability Blueprint 2030, which outlines 10 strategic thrusts, 48 strategies, and 111 actionable plans to drive Sarawak's transition to a green and low-carbon economy. 'Sarawak is determined to lead Malaysia and the region in climate action and sustainable development. This is not Sarawak's journey as this is our contribution to the future generations. 'As for DBKU and MBKS, both of the cities can play a critical role in implementing the Sarawak Sustainable Blueprint 2030 by aligning the policies, urban planning and community programmes. This blueprint may also be integrated into Local Development Plans, Low-Carbon Initiatives in Urban Areas, Waste and Water Management Innovations, Community Education and Engagement, Nature-Based and Carbon Projects, Green Economy and Innovation, and Digital and Smart City,' he said. Abang Johari also underscored the importance of community involvement in local council initiatives, saying citizens have a role in shaping their surroundings. 'We should participate in local council events, provide feedback, and support the local authority agenda. By doing so, we help shape the future of our neighbourhoods. 'Local authorities are the backbone of a well-functioning community. Without them, our towns and cities would not run smoothly. Let us appreciate their efforts and work hand-in-hand with them to create a better living environment for everyone,' he added. The Premier also congratulated Kuching North Datuk Bandar Datuk Hilmy Othman and Kuching South Mayor Datuk Wee Hong Seng for their leadership, and thanked all DBKU and MBKS staff for their dedication towards making Kuching a liveable and loveable city.
