BI says Manila court ruling 'further cements legal basis' vs Alice Guo

Former Bamban mayor Alice Guo, also known as Guo Hua Ping, attends a Senate hearing on September 9, 2024. REUTERS/ Eloisa Lopez The Bureau of Immigration (BI) on Tuesday hailed as "a major win for the national government" the ruling of a Manila court that voided the mayorship of dismissed Bamban, Tarlac Mayor Alice Guo, whom the tribunal deemed as "undoubtedly Chinese." BI Commissioner Joel Viado welcomed the decision of Manila Regional Trial Court (RTC) Branch 34, saying it affirmed the immigration findings that Alice Guo and Chinese national Guo Ha Ping are the same person. "This case reveals how a foreign national was able to penetrate public office using false documents and a fabricated identity," said Viado in a press statement. "The Bureau has long initiated deportation proceedings against Guo. This court decision further cements our legal basis and supports the government's ongoing efforts to protect our borders and institutions," he said. In a 67-page decision dated June 27, 2025, Judge Liwliwa S. Hidalgo-Bucu of the Manila RTC Branch 34 granted the quo warranto petition filed by the Office of the Solicitor General against Guo. The ruling stated that Guo and her parents arrived in the Philippines from Fujian, China, with Chinese passports on July 12, 1999. It added that Guo's Philippine passport is not considered "conclusive proof of citizenship," just like her birth certificate. "This case highlights the dangers of foreign infiltration and how it can threaten national security from within. It is our duty at the Bureau of Immigration to detect, deter, and remove foreign nationals who misrepresent themselves to gain access to positions of power," said Viado. Guo's arrest came after she faced several accusations, including having a fake identity, being a Chinese spy and involvement in a Philippine Offshore Gaming Operator (POGO) syndicate. She claimed she was a Filipino citizen and denied her involvement in illegal POGO operations. In August 2024, the Office of the Ombudsman ordered the dismissal of Guo for grave misconduct. For faster deportation Meanwhile, the BI and the Philippine Amusement and Gaming Corporation (Pagcor) signed a memorandum of agreement (MOA) for the faster deportation of illegal foreign POGO workers in the country. Under the MOA, Pagcor will provide the BI with a P50-million grant, to be released in two equal tranches, for the deportation of illegal foreign POGO workers physically held at the Bureau's Warden Facility and Protection Unit (BIWFPU). "We thank PAGCOR for their active support, which will greatly boost our efforts in clearing the country of undocumented and overstaying aliens, especially those connected to illegal online operations," said Viado. "This grant affirms the whole-of-government approach in addressing threats to national security, while protecting our borders from transnational criminal elements," he said. Last month, the Presidential Anti-Organized Crime Commission (PAOCC) said over 9,000 former POGO workers remain at large in the Philippines. — VDV, GMA Integrated News

Palace cites need for transparency in PH government transactions

A Senate panel meets with counterparts from the House of Representatives in the Bicameral Conference Committee regarding the General Appropriations Act of 2024 in this file image taken on Thursday, November 30, 2023. Courtesy: Senate PRIB Malacañang highlighted Tuesday the need for transparency in government transactions, including budget processes. During a press briefing, Palace Press Officer Undersecretary Atty. Claire Castro was asked about the call of some lawmakers to open bicameral deliberations to the public as the budget season comes near. Branded by some lawmakers as the #OpenBicam campaign, the call has been endorsed by Speaker Ferdinand Martin Romualdez. "We respect the independence of the Congress pero kapag po ang pinag-usapan ay pagsasapubliko ng anumang transaksiyon patungkol sa gobyerno mas maganda po talaga na maging transparent ang bawat galaw ng taumbayan (We respect the independence of Congress but if we're talking about making information on government transactions available to the public, it's better to have transparency with every move)," Castro said. The House of Representatives has said the proposal seeks to allow Filipinos to watch in real time how lawmakers reconcile the national budget between the two chambers of Congress. The bicameral conference committee on the national budget conducts final deliberations among lawmakers after the Senate and the House pass separate versions of the General Appropriations Bill. Romualdez has said he would push for the institutionalization of the #OpenBicam campaign. "Transparency and accountability must be the cornerstones of the budget process," Romualdez said in an earlier press release. "I support the move to make bicameral conference committee discussions open to the public. This is a crucial step in restoring public trust and ensuring that the national budget truly reflects the will and welfare of the people," he added. — VDV, GMA Integrated News

House: Almost 700 proposed bills filed on Day 1 of 20th Congress

Nearly 700 bills were filed on the first day of the 20th Congress at the House of Representatives. In a statement, the House said that 683 measures were filed on Monday, June 30. Of this number 666 were House bills, 16 were House Resolutions (expressing the sense of the House) and one Joint Resolution. The first bill filed on record, filed by Leyte Representative and expected 20th Congress House Speaker Martin Romualdez, was the House Bill 1 or the Rice Industry and Consumer Empowerment (RICE) Act which grants the National Food Authority (NFA) additional regulatory powers aimed at lowering rice prices and protecting farmers. Other bills filed by Romualdez during Day 1 were: Bill exempting Overseas Filipino Workers' (OFWs) from paying premium contributions to the Philippine Health Insurance Corporation (PhilHealth) Bill establishing the Philippine Centers for Disease Prevention and Control (CDC) Bill updating the system on providing private school educational assistance and creation of Eastern Visayas Development Authority. Romualdez co-authored all the abovementioned bills numbered House Bills 1 to 5 with Tingog Party-list Representatives Jude Acidre and Andrew Julian Romualdez, who is Romualdez's son. Neophyte Valenzuela City Representative Gerald Cloyd Alexis Galang, meanwhile, filed seven bills on Monday, including Magna Carta for Senior Citizens, Social Pension of Senior Citizens Act and bill seeking to amend the Sangguniang Kabataan Reform Act of 2015. Another neophyte lawmaker, Kabataan party-list Representative and lawyer Renee Co and comebacking Antonio Tinio of ACT Teachers party-list also filed the Delivery of Accessible Services in Universities (DASURV) bill, which seeks to provide housing, health, and food assistance to public school students. —VAL, GMA Integrated News "The DASURV Bill is our answer to the continuing financial barriers that prevent Filipino youth from accessing quality higher education. Hindi pa rin totoo ang free education kung marami pang kailangang bayaran ng mga estudyante at kanilang mga pamilya," Co said. In addition, Tinio and Co also refiled the Sexual Orientation, Gender Identity, Gender Expression, or Sex Characteristics (SOGIESC) Equality measure, which seeks to prohibit discrimination among the members of the Lesbian, Gay, Bisexual, Transgender, Queer, Intersex, and Asexual (LGBTQIA) community. "For too long, the SOGIESC Equality Bill has been delayed despite overwhelming public support. Hindi na dapat maghintay pa ang LGBTQIA+ community para sa equal protection under the law," Co added. —VAL, GMA Integrated News
