Centre names Puneet Kumar Goel as chief secretary of Manipur
BJP sources said the move, which is said to be part of an ongoing and significant gubernatorial and bureaucratic overhaul, was aligned with 'possible legislative business related to the state of Manipur' and likely to entail an extension of the ongoing President's Rule there during the upcoming Monsoon Session.
Manipur is under President's Rule following ethnic Meitei-Kuki clashes in May 2023 which were followed by N Biren Singh's resignation as chief minister in February 2025.
A career bureaucrat who served in various capacities across significant bodies such as the Delhi Jal Board, the Delhi transport department, the South Delhi Municipal Corporation, the power and SC/ST/OBC sectors at the Centre, and as chief secretary of Goa, Goel was moved to the Manipur state cadre following approval from the Prime Minister Narendra Modi-chaired Appointments Committee of the Cabinet.
Goel was posted as secretary, National Commission for Scheduled Tribes, at the end of his tenure as Goa chief secretary after serving in the post between February 2022 and October 2024. He will serve under Manipur Governor Ajay Kumar Bhalla, the former home secretary of India, who remained in that post for five years from 2019 till his appointment in the formerly BJP-ruled state in December last year.
Towards the end of his tenure as Goa chief secretary, Goel had fielded, and denied in an affidavit to the Bombay High Court allegations of abusing his position in changing the zone of a property he eventually bought. He had told the court that the file in question was among 'more than 700' signed by him in March 2024.
In late May, a group of 10 NDA MLAs had called on Governor Bhalla to press for the formation of 'a popular government' in the state, claiming the support of 44 legislators, including seven from the BJP and three from its state ally, the National People's Party (NPP), and an Independent.

BJP MLA for Krishnaraja T.S. Srivatsa on Monday said he is ready for a public debate with Chief Minister Siddaramaiah over the Centre's grants to Mysuru district. He accused the Chief Minister of not speaking the truth during the Sadhana Samavesha that was held in Mysuru recently, where Mr. Siddaramaiah had claimed that the Centre had not given anything to the district. 'The Chief Minister can make it public how much is the Centre's contribution and how much funds the State government has granted to the district,' he said. He argued that the Centre's contribution to Mysuru's development has been significant, citing ₹2,627 crore for highway development, funds for railway underbridge works, and ₹1,393 crore under Jal Jeevan Mission. He alleged that these works were not mentioned at the event. Mr. Srivatsa said Mysuru received over ₹3,000 crore under the MUDRA scheme benefiting over 5.38 lakh people, with total grants under the scheme so far reaching ₹10,000 crore in the district. He also said 6,000 people were trained under the PM Vishwakarma scheme. Accusing the State government of protocol violations during the samavesha, Mr. Srivatsa questioned why the programme included All India Congress Committee in charge Randeep Surjewala's name but not that of former Prime Minister H.D. Deve Gowda. 'What is the connection between Mr. Surjewala and the samavesha?' he asked. He alleged that although Congress leaders described the event as a government programme, it turned out to be a Congress event and a show of strength for the Chief Minister. Former MLA L. Nagendra, party spokesperson M.A. Mohan, and others were present.

MP Satnam Sandhu seeks Bharat Ratna for Shaheed Bhagat Singh
Rajya Sabha MP Satnam Singh Sandhu Monday urged the Union government to posthumously confer the Bharat Ratna, India's highest civilian honour, on three iconic martyrs of the freedom struggle from Punjab — Shaheed Bhagat Singh, Shaheed Udham Singh and Shaheed Madan Lal Dhingra. Raising the demand on the opening day of the Monsoon Session of Parliament, Sandhu said, 'It is ironic and deeply painful that even after 77 years of independence, these legendary martyrs have not been awarded the Bharat Ratna. Their ideology and sacrifice continue to inspire generations of Indians, especially the youth.' Calling the move a 'true tribute to their martyrdom', Sandhu said the demand reflected not only 'the public sentiments of Punjab and its people but the entire nation's conscience'. He described the trio as 'symbols of India's unrelenting spirit, resilience and resistance against colonial oppression'. Appealing to the Centre to 'awaken the national consciousness', the MP added, 'Under the Modi government, real national heroes are being honoured, irrespective of caste, creed, religion or socio-economic status. I urge the Union government to keep this spirit alive by conferring Bharat Ratna on Shaheed Bhagat Singh, Shaheed Udham Singh and Shaheed Madan Lal Dhingra.' Sandhu also recalled their sacrifices: 'Bhagat Singh, who embraced martyrdom at 23, remains a lasting symbol of fearless defiance; Udham Singh avenged the Jallianwala Bagh massacre by assassinating General O'Dwyer in London; and Madan Lal Dhingra, one of the earliest revolutionaries, shocked the British Empire by killing Curzon Wyllie in 1909.'

More than 80% of Indian rural households have potable water connection
The government on Monday said more than 80% of rural households in the country have a potable water connection. 'As on 16 July, out of 193.6 million rural households in the country, more than 156.7 Crore (80.93%) households are reported to have tap water supply in their homes,' minister of state for Jal Shakti V. Somanna said in a written reply to the Rajya Sabha. Since August 2019, the Centre, in partnership with states, has been implementing the Jal Jeevan Mission (JJM): Har Ghar Jal to enable every rural household to have assured potable water through tap water connections. At the start of the mission, around 32.3 million (16.7%) rural households were reported to have tap water connections. So far, as reported by states and Union territories as on 16 July, around 124.3 million additional rural households have been provided with tap water connections. Therefore, as of 16 July, out of 193.6 million rural households in the country, more than 156.7 million (80.93%) households are reported to have a tap water supply. The department of drinking water and sanitation undertakes an assessment of the functionality of household tap water connections provided under the mission through an independent third-party agency, based on standard statistical sampling. During the Functionality Assessment 2022, it was found that 86% of households had working tap connections. Out of these, 85% were getting water in adequate quantity, 80% were getting water regularly as per the schedule of water supply for their piped water supply scheme, and 87% of households were receiving water as per the prescribed water quality standards. The functionality assessment for 2024 is underway. To ensure the successful implementation of the mission, the Centre has been regularly reviewing the implementation with the respective state governments. Further, review meetings, conferences, workshops and video conferences were also held at the highest level, wherein states were advised to plan and expedite the implementation to achieve the goal in a time-bound manner. In addition, field visits were also undertaken to handhold the states for expeditious implementation of the mission. In his reply to the Rajya Sabha, the minister also mentioned that the district- and village-wise status of tap water connections in rural areas has been made public. Also, considering the requests from various states seeking central support for meeting the additional cost of raw materials, increased due to the covid-19 pandemic and the Russia-Ukraine crisis, requisite amendments were made in the mission's operational guidelines with effect from 21 June 2022 to sustain the pace of implementation.
