Additional chief secretary of the industries department, Hemant Sharma, delves into the state's ambitious plans to transform its industrial landscape in a conversation with Ashok Pradhan.

How does the state plan to leverage Odisha Tex-2025 to attract global textile players and position Odisha as the textile capital of India by 2036?
The Odisha Tex-2025 summit, a mega textile summit on Friday, is a pioneering event for eastern India, a region not traditionally known for its textile industry, except for some areas in West Bengal. Our aim is to position Odisha as the prime location for textile investment in eastern India.
Other regions like Coimbatore, Tirupur, Chennai, Bengaluru, Noida, and Surat have become saturated, and Odisha offers a fresh opportunity for expansion.
We are inviting over a hundred new entrants who have not previously considered Odisha, which will significantly boost our visibility and appeal as a textile hub.
While attracting investors, how are you integrating local artisans and weavers, especially those working in places like Surat?
Odisha's skilled workforce is a major attraction for the textile industry.
Many workers in places like Tirupur and Surat are originally from Odisha. By bringing the industry closer home, we provide opportunities for these workers to return. We are also focusing on skill development for the next generation of artisans, integrating traditional skills with modern techniques. We have invited trainers to sign MoUs with new companies to train local workers, ensuring a smooth transition to modern industrial practices.
What are the key sectors and strategies driving Odisha's industrial vision ?
Our strategy is built on three pillars: infrastructure, timely incentives, and dedicated support. We are developing smaller industrial parks, around 100 acres, to provide the necessary infrastructure. We are also streamlining the process of delivering incentives, making it more transparent and efficient. Each high-impact industry is assigned a nodal officer to assist with everything from site selection to utility support, ensuring a seamless experience.
Despite Odisha's resources, past industrial promises did not always materialise. What makes you optimistic about the current initiatives?
Two key factors give us confidence. First, there is complete alignment across govt departments, all working towards the common goal of industrial growth. Even people are more aware and want industry. In earlier phases, there were protests. Second, we shifted our strategy to pre-position land for industries, reducing the time from interest to implementation.
This proactive approach, along with public demand for industrial development, is creating a conducive environment for success.
How is Odisha fostering local entrepreneurship, particularly with initiatives like recognising 60 young entrepreneurs under 40?
Historically, 80% of Odisha's industries were set up by non-local entrepreneurs. We aim to change this by making entrepreneurship aspirational. Our 60 under 40 initiative highlights local role models, encouraging others to follow suit.
We are also establishing MSME parks in each district to support small and medium enterprises, ensuring that local entrepreneurs have the resources and incentives to succeed.
Ease of doing business is a recurring theme. What new reforms or digital initiatives has the department introduced?
We launched Go Swift 2.0, an enhanced single-window system. Our goal is to integrate all departmental approvals into this digital platform, covering pre-construction, construction, and post-construction phases.
This will eliminate the need for physical applications, streamlining the process and improving the overall experience for industries.
How will you ensure regional distribution of industry after creation of greater capital region cluster encompassing Puri and Paradip with Cuttack and Bhubaneswar and a similar cluster in Sambalpur-Bargarh-Jharsuguda.
Regional growth will be driven by leveraging local advantages.
For instance, the Bhubaneswar-Cuttack-Puri-Paradip region will focus on knowledge-based industries, while areas like Jharsuguda and Angul will focus on metallurgical industries.
To sum up, what are your top priorities for Odisha's industrial development?
Our top priority is to attract job-intensive industries that can be quickly commissioned, such as food processing and textiles. Secondly, we are focused on securing land in strategic locations to reduce grounding time. Lastly, we aim to enhance our digital services to improve the ease of doing business in Odisha.

Indian Institute of Science Education and Research (IISER), Tirupati, is all set to conduct its sixth convocation on Tuesday (August 5). The institute, started in 2015 with only a BS-MS programme, has rapidly expanded to offer a number of courses such as Integrated PhD and PhD, besides hosting Post-Doctoral Research Fellows. It is also offering a four-year Bachelor of Science in Economics and Statistical Sciences (BS-ESS) and a two-year MS (Masters by Research) programme starting August 2025. A total of 255 students will be graduating this year, who include 22 from PhD, 8 from I-PhD, 3 from MS, 141 from BS-MS, 69 from professional Master's, six from BS and six from BSc. Interacting with the media here on Sunday, IISER Director Santanu Bhattacharya said the institute's H-index currently stood at 57, with cumulative citations of 17,256. The Nature Index-2025 ranked IISER-Tirupati 33rd among academic institutions in India. 'IISER-Tirupati has strengthened its international ties with Heidelberg University and the University of Cologne, while we are soon launching an academic programme with University of Melbourne,' Dr. Bhattacharya said. The national institute had also tied up with the University of Buffalo, USA, and Australian National University (ANU), thus creating a plethora of opportunities for its students. Similarly, the extramural research funding doubled from the previous year, touching ₹29.43 crore.

AI image The Centre has notified a new regulatory framework for India's edible oil industry, aiming to increase transparency, prevent supply disruptions, and ensure fair prices for consumers. The Vegetable Oil Products, Production and Availability (VOPPA) Regulation Order, 2025, notified on August 1 by the ministry of consumer affairs, amends the existing 2011 Order under Section 3 of the Essential Commodities Act, 1955. According to the official release, all vegetable oil producers must now obtain registration certificates through the Directorate of Sugar and Vegetable Oils in New Delhi. The application must include factory location, production capacity and other operational details as listed in Schedule-I. The amended framework requires producers to file mandatory monthly reports by the 15th of each month. These reports must detail oil usage, production, sales, and stock levels. Officials said the move is aimed at ensuring better supply chain monitoring and curbing practices like hoarding or misreporting. The Order also grants greater enforcement powers to the director of the Directorate. The amendment brings in clearer definitions for terms such as 'Producer,' 'Vegetable Oil,' and 'Director,' aligning them with the Essential Commodities Act, 1955 and the Collection of Statistics Act, 2008. Obsolete provisions such as 'de-oiled meal or edible flour' have been removed. Schedule-III and Paragraph 13 of the previous Order have also been scrapped, while terms like 'Clause' and 'Chief Director' have been standardised. Welcoming the step, the Indian Vegetable Producers' Association (IVPA) said the reforms address long-standing concerns over data inconsistencies that hinder policy decisions. 'The organised sector is equipped to meet these data requirements, but the challenge lies in the fragmented unorganised segment, comprising thousands of small units,' IVPA noted. As per news agency PTI, the association expressed hope that improved reporting will help policymakers, consumers and producers align on common goals of affordability and availability. Noida: Anticipating heavy footfall during two major trade events at the Expo Mart in Greater Noida, Noida traffic police will enforce traffic diversions around the Expo Mart Roundabout for four days starting Sunday, August 3. According to deputy commissioner of police (Traffic) Lakhan Singh Yadav, the restrictions are aimed at managing the expected surge in traffic due to "Tent Décor Asia – 2025" and the "India International Hospitality Expo – 2025," both scheduled to run from August 3 to 6. Authorities estimate a daily turnout of 15,000 to 18,000 visitors. "To ensure smooth vehicular movement and public safety, traffic near the Expo Mart Roundabout may be either partially or completely restricted during the event," said Yadav.
