Fury in Penang assembly as exco blasts fellow party rep over ‘leaked' reply

GEORGE TOWN : A Penang executive councillor tore into a fellow DAP backbencher after the latter accused her of dodging a question on the operations of the state's homeless shelter, sparking a rare open clash at the state assembly.
State social development and welfare committee chairman Lim Siew Khim lambasted Ong Ah Teong (PH-Batu Lanchang) for citing an official response, which she said had not yet been formally answered in the assembly.
The response pertained to Ong's oral question on the operations and costs of the Jalan CY Choy homeless transit centre. He had brought up this subject to raise concerns over financial transparency and staffing expenses.
He said the centre's RM598,610 annual operating cost was excessive, with over 67% spent only on the salaries for its seven staff.
However, Lim said Ong's remarks were based on an incomplete answer prematurely uploaded to the assemblyman's portal, which she had not yet had the opportunity to address.
She accused Ong of misleading the assembly and going against protocol.
Oral answers are only shared publicly and with the assemblyman posing the question after being read out in the assembly to make sure everyone obtains the information at the same time and in the right order.
'This is about ethics as a wakil rakyat. You have been here for two terms. The question has not reached its turn, yet YB Batu Lanchang cited a half-complete answer to accuse me of failing to respond. That's a serious allegation,' Lim said.
She also rejected Ong's claim that the centre had received public or NGO cash donations.
'The centre only accepts donations in kind, like clothes and food. If there's any evidence otherwise, submit a formal report. If not, withdraw your statement,' she said.
When Ong tried to explain that he had based his remarks on the official reply from her via Adun.net, the assembly's internal portal, Lim raised her voice and repeatedly told him to sit down.
The confrontation prompted speaker Law Choo Kiang to step in, saying the prematurely uploaded answer was due to a clerical error by the assembly secretariat, which he said he 'deeply regrets'.
'There was an unintentional error by our secretariat. Normally, replies are only uploaded (to Adun.net) after being formally answered.
'In this case, all oral answers were prematurely uploaded to the portal,' he said.
Law said the system error had since been rectified and thanked both lawmakers for flagging the issue.
Chief minister Chow Kon Yeow also weighed in, backing Lim and calling on the speaker to order a full probe into the error. He said it was only right for Ong to apologise.
Fellow executive councillor Daniel Gooi rose on a point of order, saying Ong should not only apologise but also retract his remarks as they amounted to accusing another member of acting in bad faith.
Ong later apologised and withdrew his comments, saying he did not wish to further disrupt the sitting.

In a statement today, Istana Negara announced that His Majesty will make history as the first Malaysian Head of State to conduct a state visit to Russia since the establishment of diplomatic relations in 1967. 'This visit also reflects the important role of the Malaysian monarchy in advancing the nation's diplomacy,' it said. Istana Negara added that the visit will not only strengthen existing bilateral relations but also open new avenues for cooperation in various fields, including trade, higher education, technology, innovation, and people-to-people ties. As Asean Chair in 2025, Malaysia will also play a major role in enhancing strategic cooperation, particularly in the context of Russia's status as an ASEAN Dialogue Partner since 1996, it added. While in Moscow, Istana Negara said His Majesty Sultan Ibrahim will be accorded a state welcome ceremony at the Kremlin by President Vladimir Putin, followed by an official meeting between the two Heads of State. 'His Majesty will also attend a state banquet hosted by the President of the Russian Federation,' Istana Negara said. His Majesty is then scheduled to visit the Central Scientific Research Automobile and Automotive Engines Institute (NAMI) as well as the Tochka Kipeniya Technology and Innovation Hub. After concluding his programme in Moscow, His Majesty will travel to Kazan in the Republic of Tatarstan on Aug 8, 2025. Tatarstan is one of Russia's autonomous republics, with a Muslim-majority population. KUALA LUMPUR, Aug 2 — The Federal Territory of Kuala Lumpur Scouts Movement (KLScouts) has the potential to become an important strategic partner in strengthening the city's social ecosystem, said Minister in the Prime Minister's Department (Federal Territories) Datuk Seri Dr Zaliha Mustafa. She said that the extensive network and experience of the Scouts Association of Malaysia (PPM) can be systematically utilised to implement social intervention policies in the capital, especially through programs like the Human Endeavour Program (PUJI). She noted that KLScouts' membership has reached over 14,000 people, making it a crucial asset in facing urban social challenges. 'These challenges include character building, instilling a spirit of service, and teaching people the meaning of leadership through action,' she said while speaking at the Kuala Lumpur Scouts Association of Malaysia Medal and King's Scout Badge Award Ceremony here last night. Dr Zaliha said that platforms like KLScouts enable a more effective connection between community movements and national policies, particularly in addressing the challenge of unity in the capital. 'Kuala Lumpur is a real testing ground for the unity and solidarity of the people. It is a miniature of Malaysia, where the complexities of religion, race, and culture coexist in the same city, with a diversity full of challenges and opportunities,' she said. Furthermore, Dr Zaliha said that scouting activities are not just ordinary co-curricular activities but are an important process in the holistic formation of an individual's identity. She also expressed hope that KLScouts can play a greater role in the holistic urban social development policy through collaboration with various parties. 'I hope that the cooperation built tonight will pave the way for a more strategic involvement of KLScouts in the policies and implementation of social development in this capital,' she said. In the ceremony, 43 people received the King's Scout Certificate, six individuals received the Scouts Association of Malaysia Medal, 79 received the Chief Scout Commissioner's Certificate of Commendation, and 100 individuals received the Wangsa Wilayah Certificate.
