KUNAK: The Kunak District Council (MDKNK) recorded a revenue of RM8,893,573 and total expenditure of RM8,748,710 last year. Kunak District Officer Majaran Osman, who is also MDKNK Chairman, said with a surplus of RM144,863, MDKNK needs to continue increasing momentum to ensure its development programmes and services are enhanced and providing more benefits to the people. Speaking at the Oath Taking Ceremony and Handover of Appointment Letters for the District Council members for the 2025-2027 term, he urged them to equip themselves with knowledge and understanding of the functions, roles and duties. 'The appointment of a District Council member is intended to assist the Local Authority (PBT) in making policies, planning and monitoring the implementation of development programmes. 'Council members are the frontline and therefore understand their roles and functions, in addition to upholding integrity, transparency and public accountability in an effort to bring about changes in the administration and management of the PBT,' said Majaran. MDKNK was established on June 1, 1994, indicating it has spanned over three decades, and demands that every action and plan in the district has a positive and viable impact. Currently, its rating area is 2.0639 square kilometres, while the total area of the Kunak district covers 27.5186 square kilometres. Kunak Assemblywoman Datuk Norazlinah Arif is optimistic that those appointed as Council members can contribute ideas and energy for the development of the district in line with the 'Kunak must progress' mission. A total of 18 Council members were appointed and received their letters at the ceremony. Two of them were absent. Meanwhile, Local Government and Housing Assistant Minister Datuk Isnin Aliasnih urged the District Council members to be creative in their efforts to assist the (PBT in ensuring that the planning and development aspects implemented can provide effective services to the people. He said as appointed Council members, they have a significant trust and responsibility, which is to assist the PBT in planning, formulating policies and delivering the best services to the people. 'Council members need to play a more creative role in the planning and development of the PBT. Participate enthusiastically and consistently in any activities, especially in committee meetings as stipulated in the Standing Orders of the Kunak District Council. 'One of the duties of Council members is to ensure that the PBT's by-laws are used as the main basis and guide by the Council in resolving any problems faced,' he said in his speech text read by Norazlinah, who represented him. Isnin said as a link between the Government and the people through the PBT, Council members must carry out their roles and responsibilities with integrity and authority in decision-making, being trustworthy, transparent and fair in assisting the PBT in resolving issues involving the people. He also urged the Council members to put forward high-impact ideas, especially in the formulation of policies at the Kunak district level. AN MCA leader has expressed concern over the recent decision by the Selangor state government to implement the Smart Intelligent Parking (SIP) system across four local councils starting Aug 1, saying the approach, aimed at addressing the issue of low parking fee collection, appears to have been poorly thought through. Its vice president Datuk Lawrence Low said this in response to Selangor local government and tourism committee chairman Datuk Ng Suee Lim's announcement of the concession deal during the Selangor state assembly sitting last week. Ng had said that the state was implementing the SIP system to modernise on-street parking using Internet of Things (IoT) technology, allowing local councils to focus on other duties. The agreement, signed in March, involves four local councils, Petaling Jaya City Council (MBPJ), Subang Jaya City Council (MBSJ), Selayang Municipal Council (MPS) and Shah Alam City Council (MBSA). '(Ng) stated that the privatisation is part of the state's strategy to combat the low parking collection rate, which currently stands at only 30 per cent across 1,000 designated parking bays,' said Low. 'However, the pressing question remains: why hasn't the state government tackled the underlying issues within the local government authorities (PBT)? 'There are various avenues to explore, such as improving mobile applications, strengthening enforcement, offering staff incentives, or even revising local PBT regulations.' Low cautioned that while privatisation may seem like a quick fix, it comes at a significant cost, whereby local PBTs are now required to share 50% of their revenue with the SIP operator Rantaian Mesra Sdn Bhd. 'This revenue is crucial for PBTs and, ultimately, for the welfare of the community,' he argued. 'Two local associations, PJ Sejahtera and the Sustainable Petaling Jaya Association, have raised concerns that MBPJ could lose up to RM10 mil annually due to the implementation of SIP. 'Will Ng take full responsibility for this loss? Who truly stands to benefit from this decision; the public, or political insiders?' Calling for the state government to urgently conduct a thorough review of the situation, Low said any necessary changes, including amending or even cancelling the concession, should be made to protect PBT revenues and ensure the wellbeing of the community. Under the new arrangement, 50% of parking revenue will be allocated to the concessionaire, while the remaining 50% will go to the state government. SUBANG JAYA: The Transport Ministry will table an Admiralty Bill aimed at establishing the legal basis for the creation of a dedicated maritime court. Transport Minister Anthony Loke said the bill would be presented during the third session of Parliament this year, scheduled between October and December. "We will table the Admiralty Bill in the year-end parliamentary session. The bill will provide a source of power to establish a special court for maritime matters. "At present, we do not have a dedicated maritime court. What we have is the High Court, with one of its courts specialising in maritime cases. "Our intention is to introduce this bill to provide the source of power so we can establish a more comprehensive judicial system for handling maritime disputes and related issues," he said after officiating Malaysia Maritime Week here today. Meanwhile, Loke said Malaysian ports are doing very well ahead of the high tariffs imposed by the United States that would be in effect on Aug 1. "We are waiting for an announcement by Lloyd's this August, which will confirm that Port Klang is among the top 10 busiest ports in the world. As of June this year, Port Tanjung Pelepas (PTP) has recorded almost 10 per cent monthly growth in volume." "So, in terms of volume, PTP is growing strongly due to the consolidation of Hapag-Lloyd and Maersk. They have formed the Gemini Alliance and made PTP their major hub in Southeast Asia "PTP's volume is rising significantly. Port Klang, of course, continues to grow steadily. So as far as that is concerned, our port sector is doing well." He added that although the high tariffs are expected to have a negative impact, the government is leveraging all diplomatic channels to negotiate a better deal, in hopes of mitigating the effects. Earlier in his speech, Loke said Malaysia's transport sector remains a key contributor to the nation's economic activity, demonstrating strong growth in the first quarter of 2025. He said the transportation and storage sub-sector grew by 9.5 per cent in the first quarter. "This performance was mainly supported by high demand for ocean freight, ports and logistics services, emphasising Malaysia's vital role in regional and global supply chains. "However, within the broader context of the country's balance of payments (BOP), the transport account remains a key component of the services deficit, which widened during the same period. "The transport account registered a larger deficit of RM9.3 billion in the first quarter of the year, compared with a deficit of RM8 billion in the previous quarter. This is mainly contributed by the maritime transport service sectors, especially the ocean freight fraction." Loke said for Malaysia, the maritime BOP highlights a core economic paradox where it is a world-leading trading nation with globally ranked ports, yet it has a structural dependency on foreign shipping to carry its trade. "This leads to a persistent and significant deficit in its sea transport account, which is a major contributor to the overall services deficit. "Beginning this year, the ministry has recalibrated the past policy propositions towards developing the Malaysian shipping sector, with the primary objective aimed at reducing reliance on foreign vessels and modernising the domestic shipping industry." He said the key initiative currently underway is the development of the Malaysia Maritime Masterplan 2026–2040, which is a strategy to boost the domestic shipping sector, improve service quality and increase the sector's contribution to gross domestic product.
