The Pune Municipal Corporation (PMC) has submitted an affidavit to the western zonal bench of the National Green Tribunal (NGT) stating that since June 2024 till date, it has taken action against 69 persons for violating norms related to the burning of garbage in the open and in so doing, collected a total ₹3.45 lakh in fines from these individuals. The move follows a hearing on July 2 when the NGT noted a lack of compliance on the part of the PMC in preventing the burning of garbage in the open, issued fresh directions, and asked the civic body to file a reply affidavit on the same. The affidavit states that till date, a total 69 persons have been fined for burning garbage in the open, resulting in total penalty collection of

Accordingly, Sandip Kadam, deputy commissioner of the solid waste management department, PMC, has submitted an affidavit to the NGT stating that the PMC is conducting regular meetings and discussions at the ward officer- and zonal deputy municipal commissioner- levels pertaining to issues and challenges related to waste management and burning of garbage in the open. Hence, continuous monitoring and action is being undertaken. Further, as per the Solid Waste Management Rules, the quick response team (QRT) and tracing team of the PMC are carrying out regular patrolling and visiting spots where garbage is suspected to be burned in the open; imposing a fine of ₹5,000 for each instance of burning garbage in the open. The affidavit states that till date, a total 69 persons have been fined for burning garbage in the open, resulting in total penalty collection of ₹345,000 from June 2024 till date. The PMC is continuously spreading awareness through the information department, the affidavit said.
In an earlier order dated May 29, 2024, the NGT had directed the PMC to conduct monthly reviews of the measures taken to control the burning of garbage in the open and publish the action taken on the corporation's official website. In June 2025 however, a residents' group named 'Citizens for Area Sabha' filed an execution application claiming that the PMC had failed to execute the NGT's earlier directive and that garbage continued to be burned in the open in the concerned areas. Some citizens even alleged that the PMC staff was involved in the burning of garbage in the open.
The NGT expressed satisfaction over the compliance measures taken by the PMC but also took note of the allegations that garbage continues to be burned in the open at the disputed site, and in its latest order dated July 25, directed the applicant to file a separate case to address this issue. The NGT in its order stated that if the situation persists, the same will be considered as a fresh violation and could be pursued as a separate legal case against the culprits. For now, the NGT has directed the complainant (applicant) to present concerns at the PMC's monthly review meetings while urging the civic body to take effective action to resolve them.

The CPCB had instructed the defaulting companies to submit a timeline for switching to sustainable materials and to pay Environmental Compensation (EC) with interest for any delays. The plea highlights violations of Rules 4(f) and 4(i) of the 2016 Rules, which prohibit the use of plastic sachets and specific polymers in packaging gutkha and related products. CPCB's previous reports suggested that such non-compliance could result in stern penalties, including seizure of goods, shutting down of factories, and levies of Rs 5,000 per ton of plastic used. Repeat offences could attract additional fines of up to Rs 20,000 per ton. The applicant also cited a CPCB report from January 2021, which outlines enforcement under the Extended Producer Responsibility (EPR) regime. According to this, delayed EC payments could be penalised with annual interest ranging from 12 per cent to 24 per cent. Delays exceeding three months could lead to factory closures and criminal prosecution under Section 15(1) of the Environment Protection Act. Recognising the gravity of the environmental concerns raised, the NGT has scheduled the next hearing for September 26, 2025. The applicant must serve notices on the remaining respondents and file an affidavit of service one week prior to the scheduled date, as stated by the Tribunal.

The National Green Tribunal (NGT) has directed the Pune Municipal Corporation (PMC), the Bhugaon Gram Panchayat, and the Bhukum Gram Panchayat to set up drainage systems and Sewage Treatment Plants (STPs) to prevent waste water from being mixed into Ramnadi within the next six months. The order passed on July 24, in a case by activist Krunnal Gharre, also states that FIRs should be filed against villagers or PMC residents dumping solid waste on the banks of the river. The order by Justice Dinesh Kumar Singh and expert member Dr Vijay Kulkarni, based on a joint committee report, states that villages under the two Gram Panchayats and 23 villages included under the PMC are releasing untreated wastewater into the Ramnadi causing harm to the river. The order says, '…villages located on the bank of Ramnadi have not provided proper drainage network, also not provided treatment for the domestic effluent generated from the residential area…PMC has not provided drainage network for newly included 23 villages and also has not provided STPs.' The order report also mentions that domestic waste is being mixed into two PMC storm water lines connected to Ramnadi, causing further pollution of the river. The corporation has been directed to stop the flow of the domestic waste within the next six months as well. Bodies like PMC, Pune Metropolitan Region Development Authority (PMRDA), and the Gram Panchayats have been tasked with ensuring compliance of no solid waste dumping on the riverbank.
