Russia says Moscow occupies Luhansk
If confirmed, that would make Luhansk the first Ukrainian region fully occupied by Russia after more than three years of war and as recent US-led international peace efforts have failed to make progress on halting the fighting.
Russian President Vladimir Putin has effectively rejected a ceasefire and hasn't budged from his demands, which include Moscow's control over the four illegally annexed regions.
There was no immediate comment from Kyiv on the claim made by the Moscow-installed leader of the occupied region, Leonid Pasechnik. In remarks to Russia's state TV Channel One that aired Monday evening, Pasechnik said he received a report 'literally two days ago' saying that '100 percent' of the region was now under the control of Russian forces.
The development came just hours after the top German diplomat said that Germany aims to help Ukraine manufacture more weapons more quickly as Kyiv looks to strengthen its negotiating position in peace talks with Russia .
'We see our task as helping Ukraine so that it can negotiate more strongly,' Foreign Minister Johann Wadephul said during a visit to the Ukrainian capital, Kyiv, accompanied by German defense industry representatives.
'When Putin speaks of peace today, it is pure mockery," Wadephul told a news conference with Ukrainian Foreign Minister Andrii Sybiha. "His apparent readiness to negotiate is only a facade so far.' Russia's invasion shows no sign of letting up. Its grinding war of attrition along the roughly 1,000-kilometer front line and long-range strikes on civilian areas of Ukraine have killed thousands of troops and civilians.
Ukraine is outgunned and shorthanded on the front line and international aid has been vital for Ukraine's resistance against its neighbor's bigger army and economy. Germany has been Ukraine's second-largest military backer after the United States, whose continuing support is in doubt.
'We want to build new joint ventures so that Ukraine itself can produce faster and more for its own defense, because your needs are enormous,' Wadephul said while standing next to Sybiha.
'Our arms cooperation is a real trump card — it is a logical continuation of our delivery of material,' Wadephul said. 'And we can even benefit mutually from it — with your wealth of ideas and your experience, we will become better.' Wadephul was also due to meet with Ukraine President Volodymyr Zelenskyy.
The top German diplomat's trip to Kyiv came less than 48 hours after Russia launched its biggest combined aerial attack against Ukraine over the weekend, Ukrainian officials said, in an escalating bombing campaign that has further dashed hopes for a breakthrough in peace efforts.
Ukraine's Air Force said Monday it detected 107 Russian Shahed and decoy drones in the country's air space overnight.
Strikes in Ukraine's northeastern Kharkiv region left two civilians dead and eight injured, including a 6-year-old child, regional Gov. Oleh Syniehubov said Monday.
The aerial onslaughts are calculated by Russia to squeeze Ukraine into submission, according to the Institute for the Study of War.
'Russia is continuing to use increasingly large numbers of drones in its overnight strike packages in order to overwhelm Ukrainian air defenses and enable subsequent cruise and ballistic missile strikes,' the Washington-based think tank said late Sunday.
'The increases in Russia's strike packages in recent weeks are largely due to Russia's efforts to scale up its defense industrial production, particularly of Shahed and decoy drones and ballistic missiles,' the institute added.
Sybiha thanked Germany for its contribution to Ukraine's air defense and urged Berlin to send more antimissile systems.
The Russians 'are attacking civilian targets in order to create panic, to influence the mood of our population,' he said. 'The key is the air defense system.' Berlin has balked at granting Zelenskyy's request to provide Ukraine with powerful German- and Swedish-made Taurus long-range missiles , which could potentially hit targets inside Russia. That is due to fears such a move could enrage the Kremlin and draw NATO into Europe's biggest conflict since World War II.
German Chancellor Friedrich Merz pledged in May to help Ukraine develop its own long-range missile systems that would be free of any Western-imposed limitations on their use and targets.

The special counsel team tasked with investigating multiple allegations concerning former first lady Kim Keon Hee summoned key executives of Eurasia Business Association and Sambu Construction on Tuesday to probe ties between Kim and organizations involved in Ukraine reconstruction projects in 2023. According to the special counsel, a former president of Eurasia Business Association — a Korea-based consulting agency that organized the Ukraine Recovery Conference in 2023 — appeared for questioning on how the conference was planned and whether there was any attempt to orchestrate a stock-price surge at a midsized South Korean construction firm. The investigators also reportedly examined the association and its officials' connections to former Land Minister Won Hee-ryong, former CEO of Black Pearl Invest Lee Jong-ho and other Eurasia Business Association executives. This measure is interpreted as an effort to secure evidence proving the relationships among those involved in one set of allegations against Kim. The allegations center on a surge in Sambu's stock price. Shares skyrocketed within a three-month period amid market rumors that the company was set to take part in Ukraine reconstruction projects in 2023. The stock price surge allowed former and current owners and executives of the company to unload company shares and reap profits worth tens of billions of won. The Sambu case first caught public attention after a message from Lee sparked controversy in July 2024. The company had previously announced it signed a memorandum of understanding for cooperation on Ukraine's postwar reconstruction efforts with multiple organizations, including the Eurasia Business Association, in 2022. Though the stock price showed no noticeable change at the time, the Democratic Party of Korea later argued that the company's trading volume and stock price surged after Lee posted a text message saying, 'Check Sambu tomorrow' in a group chat that reportedly involved high-ranking military officials and a former Presidential Security Service official, among others, on May 14, 2023. On May 16, the then-presidential couple visited Ukraine to discuss reconstruction project with Ukrainian President Volodymyr Zelenskyy. The company gained attention as a Ukraine reconstruction-themed stock and hit the daily price ceiling after the former land minister and major shareholders of Sambu attended the Ukraine Recovery Conference on May 22. Sambu's stock price skyrocketed as the company announced it had signed multiple memorandums of understanding with local Polish governments during the conference and promoted the agreements through press releases. Having stayed below 2,000 won (currently about $1.50) until May, the stock price surged to 5,500 won by July, when Yoon and Kim visited Ukraine again for another summit. The Democratic Party raised suspicions of stock manipulation and suggested that Kim could have been involved, citing her personal ties with Lee, who was suspected of another case of stock price manipulation with Deutsch Motors that the former first lady is also accused of taking part in. The minor opposition Rebuilding Korea Party also questioned how Sambu, which had no experience in overseas business barring a single road construction project in Pakistan in 2021, was able to attend the Ukraine Recovery Conference with the land minister. When Sambu's CEO, former and current owners were previously accused of inflating the stock price in April this year, authorities did not file a complaint with the prosecution against the former first lady and Land Minister Won then, saying they had found no evidence they had done anything criminal. The special counsel team is scheduled to summon Lee Il-jun — chairperson of Sambu Construction, for questioning on Wednesday as it widens investigations in regard to the stock price manipulation case.

Netanyahu meets Trump at White House
President Donald Trump, hosting Israeli Prime Minister Benjamin Netanyahu at the White House on Monday, said the US had scheduled talks with Iran and indicated progress on a controversial effort to relocate Palestinians out of Gaza. Speaking to reporters at the beginning of a dinner between US and Israeli officials, Netanyahu said the US and Israel were working with other countries who would give Palestinians a "better future," suggesting that the residents of Gaza could move to neighboring nations. "If people want to stay, they can stay, but if they want to leave, they should be able to leave," Netanyahu said. "We're working with the US very closely about finding countries that will seek to realize what they always say, that they wanted to give the Palestinians a better future. I think we're getting close to finding several countries." Trump, who initially demurred to Netanyahu when asked about the relocating of Palestinians, said the countries around Israel were helping out. "We've had great cooperation from ... surrounding countries, great cooperation from every single one of them. So something good will happen," Trump said. The president earlier this year floated relocating Palestinians and taking over the Gaza Strip to turn it into the "Riviera of the Middle East." Gazans criticized the proposal and vowed never to leave their homes in the coastal enclave. Human rights groups condemned the plan as ethnic cleansing. Trump and Netanyahu met for several hours in Washington while Israeli officials continued indirect negotiations with Hamas aimed at securing a US-brokered Gaza ceasefire and hostage-release deal. Netanyahu returned to the Blair House guest house late on Monday, where he was due to meet Vice President JD Vance. Netanyahu's visit follows Trump's prediction, on the eve of their meeting, that such a deal could be reached this week. Before heading to Washington, the right-wing Israeli leader said his discussions with Trump could help advance negotiations under way in Qatar between Israel and the Palestinian militant group. It was Trump's third face-to-face encounter with Netanyahu since returning to office in January, and came just over two weeks after the president ordered the bombing of Iranian nuclear sites in support of Israeli airstrikes. Epstein 'client list' doesn't exist, Justice Department says, walking back theory Bondi had promoted
WASHINGTON (AP) — Jeffrey Epstein did not maintain a "client list," the Justice Department acknowledged Monday as it said no more files related to the wealthy financier's sex trafficking investigation would be made public despite promises from Attorney General Pam Bondi that had raised the expectations of conservative influencers and conspiracy theorists. The acknowledgment that the well-connected Epstein did not have a list of clients to whom underage girls were trafficked represents a public walk-back of a theory that the Trump administration had helped promote, with Bondi suggesting in a Fox News interview earlier this year that such a document was "sitting on my desk" for review. Even as it released video from inside a New York jail meant to definitively prove that Epstein killed himself, the department also said in a memo that it was refusing to disclose other evidence investigators had collected. Bondi for weeks had suggested more material was going to be revealed — "It's a new administration and everything is going to come out to the public," she said at one point — after a first document dump she had hyped angered President Donald Trump's base by failing to deliver revelations. That episode, in which far-right influencers were invited to the White House in February and provided with binders marked "The Epstein Files: Phase 1" and "Declassified" that contained documents that had largely already been in the public domain, has spurred conservative internet personalities to sharply criticize Bondi. After the first release fell flat, Bondi said officials were poring over a "truckload" of previously withheld evidence she said had been handed over by the FBI. In a March TV interview, she claimed the Biden administration "sat on these documents, no one did anything with them," adding, "Sadly these people don't believe in transparency, but I think more unfortunately, I think a lot of them don't believe in honesty." But after a months-long review of evidence in the government's possession, the Justice Department determined that no "further disclosure would be appropriate or warranted," the memo says. The department noted that much of the material was placed under seal by a court to protect victims and "only a fraction" of it "would have been aired publicly had Epstein gone to trial." "One of our highest priorities is combating child exploitation and bringing justice to victims," the memo says. "Perpetuating unfounded theories about Epstein serves neither of those ends." The two-page memo bore the logos of the Justice Department and the FBI but was not signed by any individual official. Conservatives who have sought proof of a government cover-up of Epstein's activities and death expressed outrage Monday over the department's position. Far-right influencer Jack Posobiec posted, "We were all told more was coming. That answers were out there and would be provided. Incredible how utterly mismanaged this Epstein mess has been. And it didn't have to be." Conspiracy theorist Alex Jones wrote that "next the DOJ will say 'Actually, Jeffrey Epstein never even existed,'" calling it "over the top sickening." Elon Musk shared a series of photos of a clown applying makeup appearing to mock Bondi for saying the client list doesn't exist after suggesting months ago that it was on her desk. The client list hubbub began when Bondi was asked in a Fox News interview whether the department would release such a document. She replied: "It's sitting on my desk right now to review." White House press secretary Karoline Leavitt and Justice Department spokesperson Chad Gilmartin said Monday that Bondi was referring to the overall Epstein case files. Among the evidence that the Justice Department said Monday it has in its possession, and will not be releasing, are images of Epstein, "images and videos of victims who are either minors or appear to be minors," and more than 10,000 "downloaded videos and images of illegal child sex abuse material and other pornography." The memo does not explain when or where the videos were located, who and what they depict and whether they were newly found as investigators scoured their collection of evidence or were known for some time to have been in the government's possession. The Associated Press published a story last week about unanswered questions surrounding possible video evidence after Bondi cited the existence of "tens of thousands" of videos that she said showed Epstein "with children or child porn." Multiple people who participated in the criminal cases of Epstein and socialite former girlfriend Ghislaine Maxwell told AP that they had not seen and did not know of a trove of recordings along the lines of what Bondi had referenced. Indictments and detention memos also don't allege the existence of video recordings and neither Epstein nor Maxwell were charged with possession of child sex abuse material even though that would have been easier for prosecutors to prove than the sex trafficking counts they faced. The AP did find reference in a filing in a civil lawsuit to the discovery by the Epstein estate of videos and pictures that could constitute child sex abuse material, but lawyers involved in that case said a protective order prevents them from discovering the specifics of that evidence and the Justice Department did not respond to a detailed list of questions from AP about the videos Bondi was referencing. Epstein was found dead in his jail cell in August 2019, weeks after his arrest on sex trafficking charges, in a suicide that foreclosed the possibility of a trial. The department's disclosure that Epstein took his own life is hardly a revelation even though conspiracy theorists have continued to challenge that conclusion. In November 2019, for instance, then-Attorney General William Barr told the AP that he had reviewed security footage that revealed that no one entered the area where Epstein was housed on the night he died, and expressed confidence that Epstein's death was a suicide. More recently, FBI Director Kash Patel and Deputy Director Dan Bongino have insisted in television and podcast interviews that the evidence was clear that Epstein had killed himself.
