HIMP2030 first phase achieves 89.7% implementation, contributes RM149 bln to GDP — Ahmad Zahid

PUTRAJAYA: The first phase of the Halal Industry Master Plan (HIMP2030), covering the period from 2023 to 2025, has recorded encouraging achievements with an implementation rate of 89.7 per cent, said Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi.
Ahmad Zahid, who is also the Halal Industry Development Council (MPIH) chairman, said that during this period, the halal industry contributed RM149 billion to the Gross Domestic Product (GDP), while halal exports reached RM61.8 billion.
'This achievement is a clear indication that our halal industry development direction is on the right track and is gaining increasing confidence not only domestically, but also in international markets,' he said in a statement after chairing the MPIH Meeting No. 1/2025 here today.
The meeting, attended by representatives from 15 federal ministries and state governments, served as a key platform to coordinate policies and strategic actions aimed at strengthening Malaysia's position as a global leader in the halal industry.
Ahmad Zahid said Malaysia continues to strengthen the halal ecosystem through the expansion of Halal Parks, which now total 14 strategic halal parks spanning 200,000 acres nationwide. As of the first quarter of 2025, these parks have recorded a cumulative investment of RM3.8 billion.
'This proves that the competitiveness of our halal ecosystem continues to be a key attraction in the regional investment landscape,' he said.
Following this, Ahmad Zahid urged all state governments to submit specific intervention plans to enhance their respective halal parks, especially those still facing low industry participation rates.
In line with the government's aspiration to boost investment value and stimulate employment in the halal sector, he said MPIH has introduced a new framework for HALMAS (Halal Malaysia)-certified Halal Industrial Parks, which is more dynamic and aligned with the National Investment Aspirations.
Under this framework, Malaysia is targeting RM25 billion in cumulative halal sector investment by 2030, supported by infrastructure development initiatives, improved governance and the strengthening of more competitive investment incentives.
'The government is also reviewing the formulation of a Bill of Guarantees, offering investor-friendly incentives, integrating HALMAS services into the Malaysian Investment Development Authority's Digital One-Stop Portal, and introducing the HALMAS Mark of Excellence as a symbol of global quality and standards,' he said.
Today's meeting also saw the launch of the Women in Halal Industry initiative, a joint effort aimed at empowering women's roles in the national halal ecosystem and recognising their contributions across various stages of the industry value chain.
Led by Deputy Minister of Women, Family and Community Development Datuk Seri Noraini Ahmad, in collaboration with Halal Development Corporation Bhd, the initiative is expected to provide greater opportunities for women to shine in the sector.

Ahmad Zahid, who is Barisan chairman, said the coalition's parties, MIC, MCA and Parti Bersatu Rakyat Sabah, alongside its unity government partner Pakatan, will not be sidelined. He said while Barisan may contest under its own banner, it will do so with the support of allies in Pakatan and other component parties. 'They have helped us by reaching out and engaging Chinese voters in support of the Barisan candidate (for the Mahkota state seat) and we won by a margin of over 20,000 ... thanks to the support from our friends in other parties,' he said. He stressed that despite the setbacks in the previous general election, it was not a matter of sadness or fear but rather a lesson in political strategy for greater success in the coming elections. On another matter, Ahmad Zahid stressed on the importance of support and respect for Barisan component parties to achieve victory in an election. Victory cannot be achieved alone, he said, urging Umno members to strengthen ties with their partners in MIC and MCA. 'These parties stood by us during hard times. Now it is our turn to support them to ensure Umno and Barisan candidates dominate both state and parliamentary seats again. The same goes for our cooperation with Pakatan,' he added. He said that cooperation with Barisan component partners is one of the key conditions for the coalition to recapture three seats in Lumut in GE16. The three are the Lumut parliamentary seat as well as Pangkor and Pasir Panjang state seats – seats which are currently held by Perikatan Nasional. He said Umno and Barisan leaders in Lumut must stand united and there should be no room for division. 'Our political opponents are not as strong as we think. It is our internal weaknesses and the loss of confidence in our own party that have hurt our cause the most. 'Old habits such as backstabbing, blaming leaders and finger-pointing must stop immediately. 'Unity within the Lumut division is the first and foremost condition for victory,' he said in his speech. He reminded the party to let go of the past and accept today's political reality. 'As part of the unity government, we can no longer act like the dominant party of the past, making demands at will. 'The people are watching and evaluating our maturity. Arrogance and pride must be eradicated. 'We must show that Umno has changed and is ready to regain public trust through humility and wise strategy,' he added. He said Umno should regard social media as an important medium to gain support, especially among young voters. 'Umno Youth and Puteri Umno must lead the digital narrative. Engaging voters with relevant, respectful and convincing content is essential in rebuilding trust. 'This is our final opportunity to win back all three seats in Lumut. We must not waste it,' said Ahmad Zahid.

He pointed out that BN had secured the Mahkota seat with a majority of 5,166 votes in 2022, but managed to win with a majority of 20,648 votes in the by-election in 2023, thanks to the partnership with PH. 'The same with Ayer Kuning; at the general election, we won with a majority of 2,213 votes, then when the by-election happened, we won with a majority of 5,006 votes. That's the type of increase we can see from the cooperation with PH,' he said at the Gopeng Umno delegates' meeting here today. He said the cooperation with PH should be a guide and reflection for leaders and the grassroots as the strategy is sound and suitable to retain existing power. (Bernama pic) LUMUT : Umno will not contest the next general election on its own, party president Ahmad Zahid Hamidi confirmed today, saying the party will remain a component of Barisan Nasional for the elections. Umno would continue to contest the general election (GE16) under BN's dacing (scales) symbol without sidelining partners such as MCA, MIC, Parti Bersatu Rakyat Sabah and its unity government partner Pakatan Harapan. Saying Umno had never contested on its own in the past, Zahid dismissed claims that the party's losses in several by-elections were due to its partnerships with other parties in BN and with Pakatan Harapan. '(The suggestion to contest solo) was not only brought up in Kedah — yesterday I was in Johor, and it was the same sentiment, urging us to go solo,' he said at the Lumut Umno divisional meeting today. 'There are resolutions from some divisions implying that our defeats stem from having allies in BN and PH … that we've been at a disadvantage because we did not contest alone,' he said. Yesterday, Umno secretary-general Asyraf Wajdi Dusuki had also stated that the party would not go solo at the general election as the party had never done so despite the changing political dynamics.
