Diploma admissions in state to have four rounds
According to the new rules, the seats available for rounds rounds II, III and IV will be published on the website. The candidates eligible for these rounds will be allowed to fill in and/or edit the online option form filled in the previous round.
Vinod Mohitkar, Maharashtra's Director of Technical Education, said that the changes in rules were brought in to increase the admission numbers for the diploma courses.
Previously, candidates who had been allotted a seat other than first preference and had confirmed the seat to the Admission Reporting Centre (ARC), could fill in a fresh form for their seat preference. However, according to the new rules, if a candidate is allotted the seat as per his first three or first six preferences in Round-II or Round-III respectively, the candidate has to accept the seat alloted. The new rules say, '…such allotment shall be auto freezed and the candidate shall accept the allotment so made.' After accepting this seat, that candidate will not be eligible for participation in the subsequent CAP rounds.
The new rules specify that if the allotment made in Round-II or Round-III is not from the first three or six respective preferences submitted by candidates, they have the option to accept or not accept the allotted seat. In either case, the candidate will be eligible for participation in the subsequent rounds. No betterment option will be available to candidates after round IV and the allotment made or retained in this round will be the final allotment. However, for 'working professionals', Round-II will be the final allotment and no betterment option available after this round.
Like previous years, every stage in the CAP admission process will be conducted with the HD (Home District) and OHD (Other than Home District) tag. If seats remain vacant, then the same stage will be conducted without these tags.
Further, the technical education department has also instructed colleges that an information brochure or prospectus of the Institution specifying details like accreditation, status, fee structure, hostels and other facilities, academic, curricular, and co-curricular activities and features has to be published before the commencement of the admission process.
Complete change in rules can be found at https://gr.maharashtra.gov.in/Site/Upload/Government%20Resolutions/English/202505231509180208.pdf.

IAS Neha Byadwal Failed 3 Attempts. Then 'Broke Up' With Mobile For 3 Years
New Delhi: She failed prelims in the first two attempts. In the third attempt, she wrote mains but failed, again. In the fourth attempt, she cleared the Union Public Service Commission (UPSC) with an All India Rank (AIR) 569. She is Neha Byadwal, a 25-year-old IAS Officer posted in Gujarat. No mean feat, she achieved it with hard work, dedication and reportedly a three-year-long breakup with her mobile phone. Neha Byadwal was born in Rajasthan and raised in Raipur, Chhattisgarh. Her first failure in life came when she flunked class 5. But she wasn't bogged down by the result. She was motivated to learn and overcome the challenges. In one of the interviews, Neha said that she moved to Bhopal with her father and the school she was enrolled in was an English-speaking school, where they would "fine you for speaking in Hindi." But she learned the language. Neha, the daughter of a civil servant, a senior Income Tax Officer, decided to follow in her father's footsteps and take the civil services exam - UPSC. But, here too, she was met with repeated failures. After three setbacks, she reportedly decided to ditch her mobile phone and bury herself in studies. She studied for 17-18 hours a day and didn't use her phone for three years. The decision paid off when, at 24 years, she achieved her dream and became an IAS officer, scoring 960 marks overall. Neha, however, believes that candidates don't make sacrifices. It is the parents who do so. In one of the interviews shared online, Neha said, "Not going on a trip or not buying something isn't a sacrifice. When you return home after a long day at work and put in effort for your child, that is a sacrifice. Within 30 minutes of returning home from work, my father would take my classes - from Math to history." The entire family came together to help Neha achieve her dream. From brother to aunt, everyone would interview her to help her prepare for the final interview. Talking about her journey, Neha said, "Journey teaches us hard work, perseverance, zeal, never say die attitude, and how to hold time and use it judiciously."

The sign—'Hindi is the official language'—at Sri Guru Darshan Cafe, had triggered backlash on social media and reignited discussions about linguistic identity in Karnataka's capital.
