Malaysia poised for long-term benefits in Asean self-reliance drive

KUALA LUMPUR: Malaysia is well-positioned to reap long-term benefits as Asean intensifies efforts to build a more self-reliant and resilient regional economy amid shifting global dynamics.
At the Invest Asean-Malaysia Conference, experts underscored Malaysia's strategic role in Asean's ambitions to deepen intra-regional cooperation and reduce dependence on external sources of capital, technology and supply chains.
Nanyang Technological University Emeritus Professor Tan Kong Yam said Malaysia is central to Asean's strengthening ties with China, especially as global supply chains are realigned due to escalating tensions between the United States and China.
"China views Asean as a strategic bridge out of its geopolitical encirclement," Tan said, citing long-term Chinese investments in infrastructure such as ports and transport networks in Malaysia.
"These investments not only stimulate Malaysia's economy but also establish the foundation for a robust Asean-wide supply chain," he added.
Tan also noted that Malaysia's respected standing in the Islamic world, bolstered by its leadership, enhances its position as a key partner in China's broader diplomatic and economic outreach.
DHL Express Malaysia & Brunei managing director Julian Neo highlighted the significant progress Asean has made in strengthening supply chain resilience.
"Asean has emerged stronger from crises such as SARS and the Covid-19 pandemic," he said, pointing to expanded investments in logistics infrastructure, including DHL's own facilities in Singapore and Malaysia, which have enhanced regional connectivity.
Such improvements, he added, have positioned Malaysia as a growing logistics hub capable of handling increasing trade volumes and foreign direct investment into the region.
Still, both Tan and Neo acknowledged that Asean's industrial capacity remains insufficient to achieve full self-sufficiency, with the region continuing to rely on imported components from countries such as China, Japan and South Korea.
While China's cost advantages and scale make it an indispensable partner, Tan warned against overdependence on any single nation. He urged Asean, and Malaysia in particular, to diversify its supply chain linkages to include Japan, South Korea and even the United States.
This diversification, he said, is key to reducing vulnerabilities and strengthening the region's industrial base. By cultivating partnerships across multiple economies, Asean can gradually build self-sufficiency in critical sectors.
Tan also pointed to emerging global strategies — such as nearshoring, friend-shoring and onshoring — as opening new opportunities for Malaysia.
With global manufacturers seeking to diversify operations away from traditional hubs, Malaysia's competitive labour costs, improving infrastructure and strategic proximity to key markets make it an increasingly attractive destination.
He cited Apple's internal calculations showing that relocating large-scale manufacturing to the United States would increase costs by six to seven times compared to China — underscoring Malaysia's cost-effectiveness in the global production chain.
Neo, meanwhile, noted a growing demand for shorter lead times in global supply chains. With ongoing investments in logistics hubs and technological upgrades, he said Malaysia is well-equipped to support this shift — further reinforcing its role in the global economy.

ENTEBBE, Uganda, July 1 (Xinhua) -- Nine Chinese hybrid goats, also known as Jianzhou big-eared goats, have arrived in Uganda as the East African country seeks to boost its goat meat production and livestock industry. The goats -- three males and six females -- landed at Entebbe International Airport on Monday night after a journey of more than 10 hours from Chengdu, southwest China's Sichuan Province. As a crossbreed between the British Nubian goat and the Jianyang local goat breed, this is the first time the Jianzhou big-eared goats have been exported outside China. The animals were imported under the United Nations Food and Agriculture Organization-China-Uganda South-South Cooperation Project, a tripartite initiative aimed at transferring agricultural technologies and best practices from China to Uganda. The project focuses on crop production, aquaculture, and livestock improvement. Under its livestock component, the Jianzhou big-eared goat has been identified as a key breed to help transform Uganda's goat farming sector, according to Uganda's Ministry of Agriculture, Animal Industry and Fisheries (MAAIF). Rose Ademun, commissioner for animal health at MAAIF, said the Jianzhou big-eared goat is "a superior meat breed known for its rapid growth, high carcass yield, and adaptability to various agro-climatic conditions." Ademun made the remarks in an interview with Xinhua on Tuesday at the National Animal Genetic Resources Centre & Data Bank (NAGRC&DB), where the imported goats are housed and will undergo a research and multiplication phase. Beyond increasing meat output, the imported goats will also be used to crossbreed with local ones to improve productivity, ultimately raising farmers' incomes, Ademun added, while thanking China for sharing the breed. Julius Twinamasiko, head of the Ugandan side of the South-South Cooperation project, told Xinhua that Ugandan farmers and extension workers would acquire valuable skills in modern goat husbandry through the program. "They are going to increase production; they are going to help us as a country to increase meat production. This will translate to increased foreign exchange for the country," Twinamasiko said. "In the next few years, we will have multiplied these goats. They will be farmed across the country," he added. Since 2012, under the tripartite cooperation framework, China has dispatched agricultural experts to work directly with Ugandan farmers, sharing skills and technology. In the crop sector, they have introduced high-yielding varieties such as foxtail millet and hybrid rice, alongside expertise in aquaculture and livestock farming.

Speaking virtually from Jakarta during the Asean-India Cruise Dialogue 2025 held in Chennai on Monday (June 30), he said the initiative provides a timely platform to deepen maritime tourism and strengthen regional connectivity. "The Cruise Dialogue offers a strategic platform to translate our shared aspirations into action. By working together, we can develop initiatives that link heritage, culture, and communities across our coastal regions,' he said in a video message released by the Asean Secretariat. Kao outlined several priorities under the work plan, including the development of integrated cruise circuits, enhancement of port infrastructure with digital systems, and promotion of joint investments in cruise-related services. He emphasised capacity-building in cruise operations and hospitality, especially targeting youth and micro, small, and medium enterprises (MSMEs), and called for stronger coordination through the Asean Task Force on Tourism and Transport. Sustainability was also a key theme, with calls to protect marine ecosystems, improve climate resilience, and harness digital platforms to enhance passenger experiences and operational coordination. "These areas of cooperation reflect the potential for Asean and India to lead in sustainable and inclusive cruise tourism,' Kao said, noting India's US$5 million contribution to the Asean-India Fund as a vital support mechanism. With over 40 cruise destinations in Asean and major port upgrades underway, he said the sector is emerging as a strategic growth area. The dialogue was held as part of the Asean-India Year of Tourism aimed at strengthening tourism ties between the two regions. Travel between Asean and India has been growing, with about 5.88 million Indian tourists visiting Asean last year and 660,000 visitors from Asean countries travelling to India, Kao added. - Bernama

SHENYANG, July 1 (Xinhua) -- Chinese lithium battery manufacturer EVE Energy on Monday put into operation its production base in Shenyang, capital of northeast China's Liaoning Province, aiming to develop batteries capable of withstanding extreme cold, and marking a milestone for the region's new energy sector. The Shenyang facility, backed by a 10-billion-yuan (about 1.4 billion U.S. dollars) investment from the Huizhou-based company in south China's Guangdong Province, will mainly produce low-temperature resistant, high-density and highly reliable energy storage and power batteries, aiming at addressing the critical industry challenge of poor battery performance in frigid regions. EVE Energy's research center on the application of lithium batteries in cold climates was concurrently unveiled. According to its director Li Wei, the center will leverage the company's technology and regional partnerships to develop new materials and technologies, significantly boosting battery performance in low temperatures including charge-discharge efficiency. The center is also committed to becoming a national-level energy innovation platform, providing strong support for the green energy transformation of northeast China's old industrial base, Li noted. Tiexi District, where the base is located, is home to Shenyang's new energy vehicle industrial cluster and is pursuing high-end, smart, and green manufacturing. The district has amassed 450 key projects worth 181.6 billion yuan this year, including 185 new and 265 ongoing constructions.
