'Scandalous' that Gwynedd village still doesn't have its bypass says council leader

The situation over stalled plans for a long awaited Llanbedr-bypass to ease traffic congestion has been described as "scandalous" by a council boss. Cyngor Gwynedd 's leader, Cllr Nia Jeffreys also expressed concern that the Welsh Government's investment in transport schemes in rural areas of Gwynedd was "completely inadequate and unfair".
She was giving an update on the blighted project, whilst answering a question raised by the Harlech and Llanbedr Cllr Gwynfor Owen, during a full council meeting.
A £14m bypass for Llanbedr was initially approved in March, 2020 but was cancelled in November, 2021 by Welsh Government after a road review. Costs for a road are now estimated at £32m.
A 'low-speed' road plan to "relieve pressure" on the village had also been mooted with £400,000 from Welsh Government to explore this option. There was hope this would be followed by firm funding for the whole project.
But then, it was announced by the government that funding applications would need to be submitted to the Corporate Joint Committee for North Wales, made up of other local authorities, which had been allocated £100m for the region's transport.
Scores took to social media to vent their views and a Senedd Member Dwyfor Meirionnydd, Mabon ap Gwynfor, had called for the Welsh Government's "commitment" to the scheme.
The council website says it is currently "collaborating with partners" to identify a transport solution.
On Thursday, Harlech and Llanbedr's Cllr Owen requested an update on Council's discussions with the Welsh Government.
He asked for a pledge from the council leader to "push for the money" and thanked all those who had worked towards the project, including the former council leader Dyfrig Siencyn.
Councillor Jeffreys said: "We fully understand and acknowledge the significant interest in this long-standing issue which Cyngor Gwynedd has been actively seeking to take forward over an extended period.
"Officers from the Council continue to lead and play a key role in the multi-agency working group which includes Welsh Government officials to identify a transport solution to alleviate Llanbedr's traffic problems.
"There are monthly meetings of the working group which oversees and monitors the work and progress on the project as it progresses through the WelTAG process in line with Welsh Government requirements.
"WelTAG being the Welsh Transport Appraisal Guidance which is used in the development and appraise transport proposals promoted or funded by the Welsh Government.
"The two primary purposes of WelTAG are to enable the most beneficial scheme to be identified and to allow the comparison of schemes on a like-for-like basis.
"As part of the application for Welsh Government funding to continue with this work in Llanbedr for this year, a funding profile for the costs of the whole scheme were noted.
"If a new road would be the solution after following the WelTAG process, it is estimated that the cost would be around £32 million. As yet, this funding has not been confirmed. As part of the ongoing engagement work, events are being held with local stakeholders in Llanbedr as the WelTAG process progresses.
"The next one is anticipated to be in September to report on the results of the WelTAG 2 recommendations".
Information was being "shared" with the Llanbedr community in a regular newsletter and details published on a dedicated webpage on the Council's website: 'Llanbedr: Improving transport'.
She added: "The Chief Executive and I, along with Mabon ap Gwynfor MS, met on Tuesday morning, June 17, with Ken Skates, Cabinet Secretary for North Wales and Transport to discuss the scheme and more specifically the financial position to fund it.
"Following this, a letter has been sent jointly from the Chief Executive and myself to the Cabinet Secretary. It has expressed a general concern that the level of Welsh Government investment in transport schemes in rural areas such as Gwynedd is completely inadequate and unfair.
"This in no way meets the expectations or requirements of our local communities nor indeed the aspirations set out by the Welsh Government itself in strategic documents such as Llwybr Newydd.
"In particular, the question has been asked, what is the situation in terms of the availability of funding and the route to deliver the Llanbedr transport project. I will of course ensure you are updated when a response is received".
She added she was happy to pursue the matter, saying it is "scandalous, what has happened in Llanbedr, not only for the village, but for the whole of Meirionnydd and Wales."

Rattus was not impressed by the 2024 version of the Sustainable Farming Scheme SFS which will shortly replace the BPS payments in Wales which have kept most farms in profit for years. The latest version has dropped the 10% tree cover which was always going to be a major ask for many farmers but also a major contributor to acrimonious disputes. It also restored SSSI's to be included which was one of the ludicrous parts of the previous iteration. OK it is not perfect but correctly is focused on public money for public goods. Why should Welsh Government subsidize farmers to produce lamb for Europeans to eat? There are aspects of SFS that Rattus and farmers will struggle to understand such as the need for on farm soil testing UA1. There are aspects such as the Veterinary requirement UA12 that will make life difficult for landowners that let their land. The aspiration to restore hedgerows should be applauded but the details of payment rates will severely affect take up. What is missing is advice and guidance from the properly informed, who know your farm and your business and can point you in the right direction. That is not going to be easy but the reference to collaborative action via the Integrated Natural Resources Scheme might be the way forward. Welsh Government and RPW are reluctant to engage, hopeless at communication and fed up with being sworn at. They are not the best partners to restore biodiversity in Wales. If they tried to behave like real people you could talk to not AI automatons this might actually work. There is no point in demanding a different scheme. After seven-plus years it is what it is.

BANKRUPT Birmingham Council is offering small boat asylum seekers hefty discounts on leisure activities — including swimming, golf and trampolining. The Labour -run authority, which is locked in a bin strike now in its seventh month, is giving migrants up to 25 per cent off through its Passport To Leisure scheme. 2 2 Migrants, many of whom have crossed the Channel by boat before claiming asylum on reaching the UK, can also get a fifth off on the use of council swimming pools. Martial arts classes are subsidised for migrants under the initiative, as are courses on trampolining, golf, gymnastics and football. The price of a trip to a council wellbeing centre for fitness, yoga, squash and badminton sessions is also cheaper. The council even offers £1 tickets to Aston Villa matches for migrant children, as long as they are accompanied by a full paying adult. In a further slap in the face for taxpayers, asylum seekers get ten per cent off at most council leisure sites, meaning cheaper trips to the theatre, museum and city's botanical gardens. Under the scheme, £3 is lopped off tickets to watch shows, such as Disney musical Mary Poppins at the Birmingham Hippodrome. The Passport To Leisure card is available to over-60s, full-time students, carers, disabled people and recipients of certain benefits. Birmingham — England's largest local authority district by population — already has a 'Be Active' scheme for asylum seekers which offers free swimming and gym sessions. The council is £3.9billion in debt and declared itself effectively bankrupt in September 2023 with the issue of a Section 114 notice, limiting it to essential spending only. It is also under fire over its handling of a bin strike which has seen mountains of rubbish pile up on the city's streets. THOUSANDS of families can now apply for cost of living help worth up to £150. Hard-up households can get access to the cash through the Household Support Fund (HSF). 1 The scheme has been extended several times, with the latest round running between April 2025 and March 2026. Every council in England has been allocated a share of the £742million fund and can give it to residents who are struggling. How the money is paid depends on your council but it could come in the form of free cash, vouchers or white goods. Whether you are eligible also varies depending on where you live but the help is usually available to those who are on a low income or benefits. Households in Portsmouth can now apply for the support, which is worth up to £150. The money is available to help residents most in need with everyday essentials including food and energy bills. It is also designed to help prevent people falling into, or further into, financial crisis. Households with the following postcodes can now apply: PO1 to PO6, PO7 5AT, PO7 5AU, PO7 5AX, PO7 5AY, PO7 5AZ, PO7 5BA, PO7 5BS, PO7 5BT or PO7 5BU. The council is giving eligible families a £50 supermarket voucher per child. That means if you have three children then you will receive £150. Families with children in reception to year 11 will get the vouchers automatically from their schools, as in the previous schemes. You don't need to apply if your child is on the school register and already receives benefits-related free school meals. But other families can still apply for the vouchers. You can complete an application if you are on a low income and have children aged between zero and 19 who do not qualify for free school meals or if you or your partner are at least 20 weeks pregnant. Which other councils are also offering support? Other councils are also offering support to vulnerable households. Among them is Sutton, which is offering residents support worth up to £150. To be eligible for the cash you must live in the borough of Sutton and have less than £3,000 in your bank account. Families in Middlesbrough can also apply for help with their energy bills, food and essential costs, such as council tax. To qualify for the support they need to live in Middlesbrough and have children who are eligible for income-related free school meals. Meanwhile, North Somerset Council has also announced it will provide food vouchers of up to £100 to those in need. Plus, families living in Worcestershire can apply to get cost of living cash worth £500. At the same time, Cheshire West Council's latest allocation of the Household Support Fund is worth £200.
