Union minister Shivraj Singh Chouhan asks CMs to immediately stop forced sale of nano-fertilisers and biostimulants to farmers
In a letter to chief ministers, Chouhan highlighted complaints that retailers are not selling subsidised conventional fertilisers such as urea, DAP, etc. to farmers unless they purchase nano-fertilisers or biostimulants.
'It is illegal to forcibly force farmers to purchase other products by tagging them with conventional fertilizer bags,' Chouhan wrote.
Chouhan asked them to immediately stop the forced tagging of the nano-fertilizers and biostimulants with conventional fertilisers.
'Forced tagging of nano-fertilizers or bio-stimulant products along with conventional fertilizers should be stopped immediately. In such cases, legal action should be taken against the culprits as per law,' he wrote.
Chouhan also asked the chief ministers to take strict action against the sale of spurious and substandard fertilisers.
He said that agriculture is the backbone of India's economy, and to ensure stability in farmers' income, it is essential to provide them with quality fertilisers at the right time, at affordable prices, and of standard quality.
He said that the sale of counterfeit or substandard fertilisers is prohibited under the Fertiliser (Control) Order 1985, which falls under the Essential Commodities Act 1955.
It is the responsibility of the states to ensure adequate availability of fertilisers at the right places and locations where it is required, he said. Therefore, states must strictly monitor and take swift action against activities such as black marketing, overpricing, and diversion of subsidised fertilisers, he added.
He urged the chief ministers to hold regular monitoring of fertiliser production and sale as well as to carry out sampling and testing to ensure strict control over spurious and substandard products.
'Strict legal action, including cancellation of licenses and registration of FIRs, should be taken against the culprits, and effective prosecution must be ensured to secure conviction,' he said.
He also urged all states to launch a statewide campaign to eliminate the problem of fake and substandard agricultural inputs from its roots.
Chouhan's letter assumes significance amid his recent remarks about nano-fertilisers and biostimulants. During the Kharif 2025 conference, Chouhan flagged concerns about the inefficiency of nano urea. At a recent conference, he also questioned the usefulness of biostimulants.

Visit of JP Nadda to Kingdom of Saudi Arabia concludes, discusses collaboration in fertilisers, petrochemicals
New Delhi [India], July 14 (ANI): The Union Minister for Health and Family Welfare and Chemicals and Fertilizers, JP Nadda, visited Dammam and Riyadh from July 11-13. His visit to the Kingdom of Saudi Arabia was focused on enhancing bilateral cooperation with India in the field of Chemicals and fertilisers. He led a high-level delegation that included the Secretary and other senior officials from the Department of Fertilisers and Ministry of External Affairs. JP Nadda held discussions on Sunday with the Saudi Minister of Industry and Mineral Resources, His Excellency Bandar bin Ibrahim Al Khorayef in Riyadh on mechanisms to strengthen partnership in fertilizers, petrochemicals, and pharmaceutical sectors, Ministry of Chemicals and Fertilizers said. In a post on X, Nadda said, 'Held a productive meeting with H.E. Bandar bin Ibrahim Al Khorayef, Minister of Industry and Mineral Resources, in Riyadh. Discussed deepening collaboration in fertilisers, petrochemicals & pharma. Also witnessed signing of long-term DAP supply agreements between Maaden & Indian PSUs (IPL, KRIBHCO, CIL) for 3.1 million MT annually from FY 2025-26. A step forward in ensuring India's fertiliser security.' The two ministers also witnessed the signing of Long-Term Agreements between Maaden and Indian companies- viz, IPL, KRIBHCO and CIL for supply of overall enhanced 3.1 million metric ton of Diammonium Phosphate (DAP) fertilizer per annum for five years from 2025-26 onwards with further extension of five years with mutual consent. Both sides underscored their commitment to broadening the scope of bilateral relations to include other key fertilizers such as Urea along with DAP aiming to further ensure India's fertilizer security. Discussions were also held on facilitating mutual investments, with a focus on exploring opportunities for Indian Public Sector Undertakings (PSUs) to invest in the Saudi fertilizer sector, and reciprocally, Saudi investments in India. Additionally, the leaders deliberated on avenues for collaborative research, especially in developing India-specific customized and alternative fertilizers to enhance agricultural productivity and sustainability. In addition, a joint team has been set-up led by Secretary (Fertilizer) on the Indian side and Vice Minister for Mining Affairs in the Ministry of Industry and Mineral Resources on the Saudi side to explore long term collaboration in this sector. Nadda also held a bilateral meeting with His Royal Highness Prince Abdulaziz bin Salman Al Saud, Minister of Energy, Kingdom of Saudi Arabia and co-chair of the Economy and Investment Committee of the Strategic Partnership Council between India and Saudi Arabia on ways to enhance the economic partnership between the two countries. With the signing of these long-term agreements for DAP, the supply of DAP will enhance to 3.1 million MT from FY 2025-26 onwards. Ecological concerns being raised over Sharavathi pumped storage project
Shivamogga: Karnataka's ambitious Sharavathi pumped storage project, designed to generate and store 2,000 MW of power, threatens both environmental sustainability and local communities living in the area. The project's impact extends throughout the Sharavathi valley, affecting the lion-tailed macaque sanctuary and surrounding areas, according to environmentalists. Residents of Henni, Marathi camp, Gundibylu, and Jadagallu face their second displacement within 50 years, following their initial relocation after the Sharavathi hydroelectric power project. Located 155 kms from Shivamogga, which is the district headquarters, residents of Gundibylu-Marathi camp near Talakalale dam in Sagar taluk have received notices. Authorities plan to acquire approximately twelve houses and associated properties. The forest department has allowed marking the trees near residences, despite lacking administrative project approval, the villagers alleged. The taluk administration has issued three notices regarding compensation settlement, culminating in a Friday meeting led by MLA Gopal Krishna Belur. Digital arrest scam: Consumer panel sends notices to banks, flags service ‘deficiencies'
Digital arrests have reached the doorstep of the national consumer commission. For the first time, a clutch of banks have received notices from the National Consumer Disputes Redressal Commission which has flagged that victims of digital arrest fraud have been subjected to 'deficiencies in service.' The petitions filed by digital arrest victims were admitted in an order dated March 3 and on July 7. The banks' replies were heard by the NCDRC bench that included the commission's President, Justice (retired) AP Sahi, and member Bharatkumar Pandya. The NCDRC bench has said that it would consider seeking assistance of Central Government agencies like the Financial Intelligence Unit (FIU) and the Home Ministry's Indian Cyber Crime Coordination Centre (I4C) should it be decided that the complaints were 'maintainable' before the commission. The petitions of two Gurugram victims — who had lost Rs 10.30 crore and Rs 5.85 crore — in digital arrest scams last year were clubbed together for the NCDRC case; a third case from Mumbai will also be heard at the next hearing, fixed for November 14. Mahendra Limaye, the lawyer for all the three victims, said the Mumbai victim had lost a sum of Rs 5.88 crore after facing digital arrest last year. Limaye told The Indian Express, 'What is significant is that the Consumer Commission bench has sent notices to all banks in the chain of the digital arrest cases, including the beneficiary banks. The allegations of violation of guidelines of the Reserve Bank of India (RBI) and the deficiency of services will now be heard in detail by the Commission which is a first for the banking sector…' The orders make clear that the issue of whether digital arrest pleas fall within the definition of a 'consumer complaint'' and what would be the 'pecuniary jurisdiction' for entertaining such complaints are the two issues which will be heard. In its March 3 order, the NCDRC bench has stated that the allegations they were examining was how 'customer diligence was clearly compromised' and that 'RBI guidelines were blatantly violated and no customer protection care was taken.' The order added: 'The guidelines for checking unauthorized electronic banking transactions are governed by circulars and it appears that the accounts in which the amounts have been transferred by the complainants, those accounts were maintained seemingly without taking any precautions and no alerts or red flags were raised by any of the Banks in the background that the transactions were all suspicious for huge amounts…' Among the banks which have been sent notices and several of which were represented during the July 7 hearing are: ICICI Bank, HDFC Bank, UCO Bank, Federal Bank, Sreenivasa Padmavathi Bank, Yes Bank, State Bank of India and Kotak Mahindra Bank. As reported in an investigative series in The Indian Express in June and July, the number of digital arrest frauds in India had jumped up to 1,23,672 cases in 2024 with an amount of Rs 1,935 crore being swindled from the victims. The case of one of the Gurugram victims — who is now before the NCDRC and had lost Rs 5.85 crore — was investigated to show how from her bank account, the money was moved by fraudsters to 141 accounts located all over the country in three layers of transactions. The amounts were withdrawn sometimes within seconds and minutes of being deposited from one bank to another.
