
What is Australia's proposed antisemitism plan – and why are some parts causing concern?
Anthony Albanese is considering the plan from Jillian Segal, which also calls for stricter hate speech laws to prevent vilification of Jews, and more education in schools about antisemitism. It is unclear which ideas Labor will implement.
While parts of the plan have bipartisan political support, others are more contested, with concerns raised by legal groups about impingements on free speech and genuine criticism.
Segal, the federal special envoy to combat antisemitism, outlined her plan to address the issue on Thursday. There are 49 'key actions', with some reinforcing existing government actions – like cancelling visas of non-citizens involved in antisemitism – and other ambitious and sometimes controversial proposals.
Some ideas are in the federal domain, others are for state governments and civil society, and several will be undertaken by the envoy's own office without legislation.
Segal's key recommendations include:
Strengthening legislation on antisemitic conduct and 'intimidating protest activity'.
Tougher screening of visa applicants for antisemitic views, with a focus on addressing visa refusals or cancellations.
A 'report card' on universities' handling of antisemitism on campus, suggesting blocking government funding if they fail to act.
Withholding or terminating funding to universities, academics and arts organisations that promote antisemitic conduct or fail to act against it.
Increasing education of antisemitism in school curriculums.
Using 'trusted voices to publicly refute antisemitic views' on social media.
A plan to 'monitor media organisations … to avoid accepting false or distorted narratives'.
On the ABC, Segal said stripping uni funding would be a 'last resort'.
In a broader proposal, Segal suggests collaborating with other antisemitism envoys worldwide to change content moderation on social media platforms and boost protections against hate speech online. That would include efforts to increase transparency around social media moderation, clamp down on anonymous hate accounts, and 'ensure AI does not amplify antisemitic content'.
Government sources said they would now take time to consider its recommendations before giving a formal response.
The education minister, Jason Clare, has already backed better antisemitism teaching in schools.
Albanese said his government was already undertaking some of the actions recommended by Segal, but indicated at least some of the new recommendations 'can be implemented quickly'.
'There are a number of things that will require work over a period of time,' he said.
Albanese did not give a timeline for the government's response, but promised to 'work constructively with the envoy'.
It recommended all levels of government adopt the International Holocaust Remembrance Alliance's (IHRA) working definition of antisemitism. However, that definition is contested in some quarters, with some concerns it was increasingly being used to conflate antisemitism with criticism of Israel.
Segal told the ABC she would not 'distribute guidelines' on antisemitism, because it was contingent on context, but cited 'saying Israel has no right to exist and that all the Jews in Israel should be wiped off the face of the Earth' as an example.
Noting repeated and high-profile arson attacks at synagogues and vandalism of Jewish schools or cultural sites, the report cites figures that from October 2023 to September 2024 more than 2,000 cases of antisemitism – including threats, assaults, vandalism and intimidation – were reported.
However, some critics have questioned such figures. In analysis of a separate dataset of 389 reported antisemitic incidents against different criteria, the Jewish Council of Australia – a liberal group that has been critical of Israel's actions in Gaza – classified just one in five of those (79) as antisemitic under its definition of 'discrimination, prejudice, hostility, or violence against Jews as Jews, or Jewish institutions as Jewish'. The JCA concluded almost half of those amounted to support for Palestine or criticism of Israel or Zionism, but did not meet its definition of antisemitism, including use of the phrase 'from the river to the sea'.
Segal's report states that research commissioned by the special envoy 'highlights a stark divide between Australians under 35 and those over 35' on attitudes toward the Jewish community and 'the existence of the state of Israel', claiming younger Australians were more likely to hold antisemitic views.
Peak Jewish groups backed the envoy's plan. The Executive Council of Australian Jewry 'strongly endorsed' the 'urgently needed' measures in the plan.
'We call upon all sectors of society, including government, law enforcement, the media, the university sector, education authorities and online platform providers to co-operate with the special envoy and the Jewish community to give this action plan full force and effect,' said the ECAJ president, Daniel Aghion.
The opposition leader, Sussan Ley, backed the plan but demanded clarity on the government's intentions, while the shadow home affairs minister, Andrew Hastie, called for 'a whole-of-government response' to antisemitism. The independent MP Allegra Spender also urged the government to act swiftly.
The prominent barrister Greg Barns SC, of the Australian Lawyers Alliance, was concerned that threatening funding of academic or arts bodies could lead institutions to censor members, or set stronger internal rules, which he warned could impinge on freedom of speech or expression. He noted the government had strengthened hate crime laws only in February, specifically to better protect places of worship, and urged more time be allowed for existing laws to be enforced.
'We're concerned universities and cultural institutions will feel compelled to impose regulations that severely curtail those rights, with draconian penalties attached to them,' Barns said.
'It's the wrong approach, you can't legislate a problem out of existence. The best way forward is prevention, using the existing suite of laws to enforce the law, and prevention through education – engagement with community groups, police, to ensure protests etc are within the law.'
Doug Cameron, a former leftwing Labor senator who quit parliament in 2019, called on his former colleagues to 'find their voice, examine the implications of adopting the Segal report and ensure that there are no restrictions to opposing Israeli genocide in Gaza'.
'Recognise Palestine, condemn the slaughter of innocents and antisemitism will decline,' he wrote on X.
The Jewish Council of Australia claimed Segal's plan risked 'undermining Australia's democratic freedoms' and 'inflaming community divisions'. The group said the plan would 'risk censoring criticism of Israel' and not address the root causes of antisemitism.
Segal and Albanese both denied legitimate criticism would be classed as antisemitism.
The prime minister noted he himself had criticised the Netanyahu government's military actions in Gaza, including the deaths of thousands of Palestinian civilians.
'But you can put forward those views respectfully,' he said.
'Whatever your issue in the Middle East, it is not advanced by attacking people here in Australia because of who they are, because of their faith, because of their identity.'
The Labor MP Josh Burns, who is Jewish, wrote in the Guardian this week 'there must be space for legitimate criticism of the Israeli government'.

Ofcom boss: Tech firms not given much power over how to protect children online
The regulator announced last month that sites containing potentially harmful content, like porn sites, will have to perform age checks on users as part of reforms which apply to both dedicated adult sites and social media, search or gaming services as part of the Online Safety Act. Ian Russell, who has been campaigning for improved online safety since his 14-year-old daughter Molly took her own life after viewing harmful content on social media, said Ofcom needs to 'act within the bounds of the Act in the strongest possible way' and communicate weaknesses in the legislation to the Government. Ofcom's chief executive Dame Melanie Dawes told BBC's Sunday with Laura Kuenssberg: 'We've set out about five or six things that we think can work, like facial checks and using things where you've already been checked for your age, like credit cards or open banking. 'We said (to tech companies) you decide what works for your platform but we will be checking whether it's effective and those that don't put in those checks will hear from us with enforcement action.' Responding to the suggestion that Ofcom is giving companies a lot of power over how they implement measures, Dame Melanie said: 'No, we're not giving them that much power actually. What I'm saying is that when they're putting in age checks they need to work out what's going to work on their service. 'But, let me be really clear, what we are demanding to protect children and what does come in force at the end of this month they're going to need to tame those algorithms so that not just porn and suicide and self-harm material must not be shown but also violent content, dangerous challenges, misogyny, all of that must not be fed actively to kids on their feeds.' Pressed on why those types of content are not being blocked altogether, the chief executive said: 'What Parliament decided was that there should be an absolute block on suicide and self-harm material and pornography for under-18s and, then, what we've done is also add to that other types of content that we think is really harmful for children.' She added: 'I'm not a politician and I think it's incredibly important that Ofcom respects the role that we have which is to implement the laws that we've been given. 'If Parliament decides to widen those towards mis- and disinformation, or wider issues around addiction for the kids, for example, then of course, Ofcom stands ready to implement that.' Mr Russell said on the programme that it 'sounds promising' but the proof will be in what happens in practice. He said: '(Ofcom) need to act within the bounds of the Act in the strongest possible way. 'They're sitting in the middle pushed on one side by families who've lost people like me and pushed on the other side by the power of the big tech platforms. 'I also think it's really important that Melanie starts to talk back to Government because Ofcom is clear about where the act is weak and she needs to push back and communicate those weaknesses to the Government so that we can make change where necessary.' He said the charity he set up in his daughter's name, the Molly Rose Foundation, will be monitoring how harmful content online is reduced. Any company that fails to comply with the checks by July 25 could be fined or could be made unavailable in the UK through a court order. Transport Secretary Heidi Alexander said those changes in the law are 'really important', adding it was now up to technology companies to put in 'robust safeguards' for children using their platforms. But she suggested it was not the end of ministers' plans, telling the BBC's Sunday with Laura Kuenssberg: 'We are very clear as a Government that this is the foundation for a safer online experience for children, but it is not the end of the conversation. 'Peter Kyle, the Technology Secretary, has been clear that he wants to look at things such as addictive habits and how we create healthier habits for children online in the same way as we talk about healthier physical habits for children.' Ministers 'will keep under review what is required', Ms Alexander added. Ofcom research found that 8% of eight to 14-year-olds in the UK had visited an online porn site or app on smartphones, tablets or computers in a month. Last month, the regulator said it had launched a string of investigations into 4chan, a porn site operator and several file-sharing platforms over suspected failures to protect children, after it received complaints about illegal activity and potential sharing of child abuse images. A report looking into the use and effectiveness of age assurance methods will be published by Ofcom next year.

DWP State Pension uplift could see people receive extra £657

For the 2025/26 tax year, anyone eligible for the full new State Pension can expect to pocket £11,973 annually or £230.25 each week. Thanks to the Triple Lock being tied to an impressive 5.5% earnings growth, weekly state pension payments might see a spike to £242.90. That's nearly £972 over four weeks and leads to a favourable yearly sum of £12,630.80. The Triple Lock scheme is DWP' s promise to uprate pensions yearly based off the highest of three measures: average annual pay bump observed from May to July, CPI come September, or a fixed rate of 2.5%. This comes amid the UK's economy facing a slight 0.1% dip in growth this past May, despite the Office for National Statistics (ONS) revealing positive signs, with GDP hopping up by 0.5% in the March to May 2025 quarter, just above the expected 0.4%. Professor Joe Nellis, expert at MHA, said: "This is a far cry from the strong growth in the first quarter of the year when a surge in exports and a robust performance in the services sector placed the UK among the G7's top performers. Growth over the first half of the year is now expected to be modest. "Despite a more positive outlook for the remainder of the year, this presents a challenge to the Chancellor - her fiscal headroom remains limited by high levels of public borrowing and debt and her spending plans are heavily reliant on kickstarting the economy. "Just as last year, we now wait tentatively for the Autumn Budget to find out how the Chancellor aims to solve her fiscal problems." Mr Nellis added: "Something must change - she must either cut spending, increase borrowing, or raise taxes. We expect a squeeze on unprotected Government budgets to cut spending, but the recent rebellion in the Labour Party against the welfare reform bill shows that major spending cuts may be too politically dangerous for the Government. "The OBR's July report highlighted the intense burden that the triple lock on the state pension places on the UK economy - demographic and economic shifts have made this policy difficult to uphold, but any attempt to undo it would move the Government into treacherous waters."

Antisemitism becoming ‘normalised' in NHS, report warns
Antisemitism in the NHS is an 'unaddressed issue', according to a report which warns it is an 'urgent' problem for the UK as a whole. The report, commissioned by the Board of Deputies of British Jews and co-authored by the government's antisemitism adviser Lord Mann and Dame Penny Mordaunt, the former Tory cabinet minister, found there was 'a failure to effectively respond by institutions across the United Kingdom'. The co-authors wrote in The Telegraph that they were 'stunned into silence' by the evidence to the commission, 'particularly from young people in the Jewish community'. Lord Mann VICTORIA JONES/PA They described the issue as an 'urgent' one 'for the United Kingdom as a whole', saying: 'What really scared us was the increasing normalisation of far more extreme, personalised and sometimes life-changing impact directed at individuals purely and simply because they are Jewish.' The co-authors said that British Jews were often 'held responsible for the actions of the Israeli government'. Mann added: 'It is unacceptable that the Jewish community has faced an onslaught of antisemitism since October 7.' The report raised concerns that police had struggled to effectively tackle anti-Jewish hate, found evidence that some faith primary schools 'inadvertently use antisemitic tropes', identified examples of professional bodies and trade unions passing motions about Israel that alienated Jewish members and claimed the existence of 'more hidden barriers' for Jewish artists. • Hugo Rifkind: It's fine to talk about Gaza, the question is how Mann and Mordaunt set out ten recommendations calling for people working in education and the arts, as well as the police and trade unions, to do more to tackle antisemitism. Among the recommendations of the report, which will be published on Tuesday and considered by the government, are that the NHS should hold a summit to tackle the issue. They also recommended an 'antisemitism training qualification' be introduced by employers and suggested Judaism be recognised as an ethnicity. Phil Rosenberg, the president of the Board of Deputies of British Jews, said: 'The challenge in civil society can be summarised as one of a failure to apply the protections rightly afforded to different vulnerable groups equally to Jewish people in the same positions.' An NHS spokesman said: 'It is completely unacceptable for anyone to experience racism, discrimination or prejudice in the health service, whether staff or patient, and the NHS takes any instance of antisemitism or discrimination extremely seriously. 'The NHS provides care and treatment for everyone regardless of race, faith, or background, and all NHS healthcare providers should have policies in place to address issues like this in the workplace.'
