Taiz Police and CIVIC Partner to Establish Weapons-Free Zones for Civilian Safety
July 9, 2025
Taiz, Yemen, July 9, 2025 – Center for Civilians in Conflict (CIVIC) welcomes the announcement by the General Administration of Taiz Government Police in Yemen of a new plan to restrict the carrying and regulate the possession of weapons, aiming to establish 'weapons-free zones' in Taiz. This declaration represents a critical step towards improving security and protecting civilians in a governorate deeply impacted by years of conflict.
'For too long, civilians in Taiz have lived under constant threat from sniper fire, rockets, random shootings, and mines,' said Dina El-Mamoun, CIVIC's Yemen Country Director. 'This plan to create weapons-free zones is an important move towards providing civilians the safety and dignity they deserve.'
In Taiz, the widespread presence of armed men in civilian clothes carrying AK-47s in public spaces such as markets and parks, as well as near sensitive sites including schools and hospitals, creates constant fear and danger for civilians. The weapons free zones aim to address this threat by designating crowded civilian areas where only uniformed military and security personnel are allowed to carry weapons, thereby contributing to safer access to education and healthcare facilities.
The announcement was made at an official event on July 6, attended by diplomatic representatives, international partners, military and security commanders and local government officials, reflecting broad support for improving civilian protection in Taiz. Nabeel Shamsan, governor of Taiz and the Head of Taiz Security Committee, pledged at the launch event to make the weapon free zones a success and set 'a model for other parts of the country to follow.'
The action plan is the result of three years of collaboration between CIVIC and security and military forces in Yemen. CIVIC provided technical guidance throughout the process, facilitated extensive consultations, and supported workshops and planning sessions, including a 2023 workshop to develop the strategic framework and a 2024 CIVIC – supported event attended by several ambassadors, where implementation details were finalized. 'Seeing the commitment of security and military forces to this plan motivates us to continue supporting its implementation,' said El-Mamoun.'Every life or limb spared as a result of this plan is worth all the efforts invested so far, and the work that lies ahead.'
CIVIC calls for all relevant authorities to ensure the swift and full implementation of the action plan and calls on donors to provide the necessary resources to realise its objectives. CIVIC will continue to work alongside partners to ensure these weapons-free zones effectively protect civilians and strengthen local security.

Erdogan hails PKK disarmament as turning point for ‘Century of Türkiye'
ANKARA — Turkish President Recep Tayyip Erdogan on Saturday hailed the disarmament of the PKK as a historic milestone, declaring the move a 'new chapter' for Türkiye and marking the dawn of a new era of national unity and regional strength. "Today marks a new day, a new chapter in history. The doors to a great, strong Türkiye — the Century of Türkiye — have been fully opened," Erdogan said during the 32nd Consultation and Evaluation Meeting of the ruling Justice and Development (AK) Party in Ankara. 'Today marks the dawn of a great and powerful Türkiye,' he emphasized. The president described the PKK's decision to lay down arms — announced on Friday — as the end of a 47-year chapter of terrorism and hailed it as a victory not just for the state, but for all citizens. 'Turks, Kurds, Arabs — all 86 million of us — are the true winners,' Erdogan said. Rejecting any notion of negotiation or compromise with the outlawed group, Erdogan stated: 'This is not the result of a bargain or a give-and-take. It is the triumph of our national will, the outcome of years of resilience.' He also invoked historical references, saying, 'Today, the spirit of Malazgirt, the Jerusalem alliance, and the soul of the War of Independence are being reshaped.' Addressing the broader implications of the initiative, Erdogan underlined its importance beyond Türkiye's borders, noting its significance for Kurdish communities in Iraq and Syria. He said the 'terror-free Türkiye' vision is actively being shared and discussed with regional stakeholders. 'The Republic of Türkiye is our shared home, our common roof. All 86 million of us are one, united, and brothers for eternity,' Erdogan said. The PKK, designated a terrorist organization by Türkiye, the United States, and the European Union, had waged an armed insurgency against the Turkish state since 1984. — Agencies

Israel confirms it is arming Hamas rivals in operation opposition calls ‘complete madness'
TEL AVIV — Israel is arming local militias in Gaza in an effort to counter Hamas in the besieged enclave, officials say, as opposition politicians warned that the move endangers national security. Israeli Prime Minister Benjamin Netanyahu defended the covert enterprise on Thursday, calling it 'a good thing.' In a video posted on social media, Netanyahu said Israel had 'activated clans in Gaza which oppose Hamas,' and that it was done 'under the advice of security elements.' Former defense minister and Netanyahu rival Avigdor Liberman divulged the move on Israel's Ch. 12 News on Wednesday, saying that Israel was distributing rifles to extremist groups in Gaza and describing the operation as 'complete madness.' 'We're talking about the equivalent of ISIS in Gaza,' Liberman said one day later on Israel's Army Radio, adding that Israel is providing weapons to 'crime families in Gaza on Netanyahu's orders.' 'No one can guarantee that these weapons will not be directed towards Israel,' he said, a warning echoed by one of the officials who spoke with CNN. After Liberman's revelation, the Prime Minister's Office issued a statement saying, 'Israel is acting to defeat Hamas in various ways upon the recommendation of the heads of the security establishment.' The ongoing operation was authorized by Netanyahu without security cabinet approval, two officials told CNN, which is the normal forum for making major policy decisions. Netanyahu's far-right coalition partners would likely have vetoed such a Hamas said the plan revealed 'a grave and undeniable truth.' In a statement, the militant group said: 'The Israeli occupation army is arming criminal gangs in the Gaza Strip with the aim of creating a state of insecurity and social chaos.'One group that has received weapons from Israel is the militia led by Yasser Abu Shabab, officials said. Abu Shabab heads an armed group that controls some territory in eastern Rafah and he has posted photos of himself holding an AK-47 rifle with UN vehicles behind him. Though Abu Shabab has denied receiving weapons from Israel, Hamas has accused him of being a 'traitor.''We pledge before God to continue confronting the dens of that criminal and his gang, no matter the cost of the sacrifices we make,' Hamas said on politicians ripped Netanyahu for the plan to arm militias and the secrecy around it, lambasting it as a continuation of the Israeli leader's decision to allow millions of dollars in cash to travel from Qatar to Gaza beginning in late 2018. They accused him of strengthening Hamas in the past as an alternative to the rival Palestinian Fatah faction, and now arming gangs as an alternative to Hamas.'After Netanyahu finished handing over millions of dollars to Hamas, he moved on to supplying weapons to groups in Gaza affiliated with ISIS – all improvised, with no strategic planning, and all leading to more disasters,' opposition leader Yair Lapid said on social has not laid out a plan for who will govern Gaza in the future and has hardly made clear any of his post-war intentions for the coastal enclave. Part of Israel's war goals include the complete disarmament of Hamas and the end of its ability to govern in the arming of militias in Gaza appears to be the closest that Netanyahu has come to empowering any form of alternate nearly 20 months of war, Israel has not been able to dislodge Hamas completely from large swaths of Gaza, and the militant group – classified as a terrorist organization in Israel, the United States, and the European Union – has clung to Golan, head of the left-wing Democrats party, said in a post on social media: 'Instead of bringing about a deal, making arrangements with the moderate Sunni axis, and returning the hostages and security to Israeli citizens, he is creating a new ticking bomb in Gaza.' — CNN
