Akbayan eyes West PH Sea bloc in House

Reelected Akbayan party-list Representative Perci Cendaña on Thursday vowed to mount a West Philippine Sea (WPS) bloc in the House of Representatives to boost efforts in defending the country's sovereign territorial rights, which have come under threat from China's aggressions.
'The WPS bloc in Congress will be a bloc of champions of sovereignty, those who firmly believe that WPS is ours. This bloc of lawmakers believe that we should be harnessing our resources, and are against any encroachment by China," Cendaña said in a press conference ahead of the third Atin Ito coalition civilian mission featuring a concert near the Pag-asa Island on May 26 to 30, 2025.
Likewise, Cendaña said Akbayan will push for a bill on the mandatory teaching of West Philippine Sea history and geography in schools and declaring July 12 of every year as West Philippine Sea Victory Day.
He added his group would also pitch for the establishment of a West Philippine Sea Institute mandated to conduct research, protect marine resources, and develop educational programs to raise public awareness and national pride.
It was on July 12, 2016 when the Permanent Court of Arbitration in The Hague ruled in favor of the Philippines over China's claims in the South China Sea, saying that it had "no legal basis."
The decision also ruled that the Ayungin Shoal, the Spratly Islands, Panganiban or Mischief Reef, and Recto or Reed Bank are within the Philippines' exclusive economic zone (EEZ).
Further, the Hague court outlawed Chinese aggression in the Philippines' EEZ by stating that Scarborough Shoal, a rich fish resource, is a common fishing ground.
'We hope that this bloc will also be the chariot for the two important legislatures that I've mentioned. West Philippine Sea Victory Day and the establishment of the West Philippine Sea Institute. So, issue-based itong block na ito,' Cendaña, the second nominee of Akbayan party-list, said.
'We will use facts and education to counter the lies, propaganda, and fake news being peddled by the Chinese government and its agents in the country,' added Akbayan first nominee Chel Diokno.
China has never recognized the Hague court ruling to this day and is undeterred in deploying aggression against Philippine vessels and personnel, including firing water cannons and ramming Filipino-manned coastguard and fishing vessels.
On May 22, the Department of Agriculture – Bureau of Fisheries and Aquatic Resources (DA-BFAR) reported an aggressive interference by the China Coast Guard against two Philippine civilian vessels conducting a routine marine scientific research mission in the vicinity of Pag-asa Cay 2 (Sandy Cay) which lies within the Philippines' exclusive economic zone in the WPS.—LDF, GMA Integrated News

Senator Erwin Tulfo announced Wednesday that he will spearhead a Senate investigation into the proliferation of online gambling in the country, as he joined calls in Congress for its total ban. He also said he wants to hear the stance of his fellow senators and other stakeholders regarding online gaming, as some have been pushing for its total prohibition, while others only want its strict regulation. Several senators such as Loren Legarda, Raffy Tulfo, Risa Hontiveros, and Francis Pangilinan expressed manifestations of support for the total ban of online gambling during the ongoing plenary session. Flood control Further, Erwin Tulfo also filed a resolution directing the appropriate Senate committee to conduct an investigation, in aid of legislation, into the reported abuse of flood control programs and related projects, in a bid to address the country's flooding problem. In proposed Senate Resolution No. 31, the younger Tulfo emphasized that despite the continuous implementation of flood control projects funded under the General Appropriations Act (GAA), widespread and severe flooding continues to affect many areas. 'Considering the persistent and widespread occurrence of flooding nationwide, despite significant budgetary allocation, there exists a compelling and immediate necessity to develop and execute a comprehensive, integrated flood control master plan,' the resolution read. 'Moreover, it is imperative to assess and determine flood control projects that are inconsistent with the administration's infrastructure priorities, with due regard to the urgency of need, implementation readiness, and the absorptive capacity of DPWH (Department of Public Works and Highways) and other concerned agencies,' it added. During his fourth SONA, Marcos ordered the DPWH to submit a list of flood control projects in the last three years. The President said there will be a regional monitoring committee that will examine the projects to see their progress and if they exist. "We will publish this list so that the public can see it," Marcos said. "At the same time, there will be an audit and performance review of these projects to check and make sure and to know how your money was spent." Several lawyers, accompanied by supporters of the Duterte family, filed separate petitions asking the Supreme Court (SC) to cite in contempt critics of its ruling that barred the impeachment trial of Vice President Sara Duterte. Lawyer Ferdinand Topacio filed his petition for indirect contempt against Presidential Adviser on Poverty Alleviation Larry Gadon, while Atty. Mark Tolentino and Rolex Suplico filed a similar petition against political analyst Richard Heydarian and Akbayan Representative Percival Cendaña. Topacio said he filed the petition over Gadon calling the SC a "tuta (lapdog)" of the Dutertes. "I was scandalized to be candid. Sapagkat, bagamat mayroon tayong freedom of expression, and sometimes I also criticize some decisions of the Court, there should be boundaries. A bill mandating a P1,200 national daily minimum wage was refiled in the House of Representatives Wednesday. In filing House Bill 2599, Makabayan bloc lawmakers Antonio Tinio of ACT Teachers party-list and Renee Co of Kabataan party-list said the regional wage board system in the last 30 years only resulted in poverty-level wages for workers. They proposed the abolition of the Regional Tripartite Wages and Productivity Board by amending Article 99 of the Labor Code and replace it the National Wages and Productivity Board. 'Filipino workers have weighed in on the regionalized wage regime through 36-year history and found it a big failure. They are now demanding that it be scrapped and for the Philippines to return to the regime of uniform national minimum wage that is based on the family living wage,' the lawmakers said in their explanatory note. The authors then cited an IBON Foundation study showing that the amount needed to raise the current minimum wage to P1,200 living wage only requires 29.7% to 49.1% of the profits amassed by private employers, making it feasible if only employers are willing to cut down on profits. 'The surge in the prices of oil and other basic goods and services in the last several years likewise has devoured, according to some estimates, the wages of our workers by 25-30%. Workers are now groaning under the crushing effect of heavy taxes and high prices on their wages and income,' the lawmakers said. 'It is therefore imperative for the State to ensure that what the Constitution-the workers' just share in the fruits of production and the workers' right to living wage-is fulfilled in pursuit of the equitable distribution of income and wealth towards economic and social development. The State must recognize its justice and necessity given the workers' contribution to society and the economy amid all the hardships,' they added.
