Telangana ex-CM KCR summoned on June 5 over Kaleshwaram case
Justice Ghose, a former Supreme Court judge heading the judicial inquiry commission, directed KCR to appear on June 5 to present his version on the irregularities that allegedly took place in the construction of Kaleshwaram project.
An official of the state irrigation department privy to the matter said the commission also issued notices to senior BRS legislator and former irrigation minister T Harish Rao and former finance minister and present BJP MP Etela Rajender, asking them to appear for questioning on June 6 and June 9 respectively.
The official added that several senior engineers and officials deposed before the commission that key decisions related to the project were made in the presence of KCR, the then chief minister of Telangana, and were implemented under his directives.
'In the light of these statements, the commission now seeks to record the views of KCR, Harish Rao, and Rajender,' the official added.
The commission is examining the design, construction, and operational aspects of major barrages built as part of the KLIP — particularly Medigadda, Annaram, and Sundilla — following reports of structural issues. The Medigadda barrage, which reportedly showed signs of sinking during October 2023 floods, prompted the Telangana government to form the inquiry commission in March 2024.
The scope of the commission includes reviewing construction quality, design flaws, maintenance lapses, and accountability in financial and administrative oversight.
The commission already interrogated high-ranking officials from the irrigation and finance departments, as well as representatives of the construction companies involved in the project and has to submit a report by the end of May. It has so far been granted seven extensions, with the latest one extending its tenure by a month.
BRS leader and KCR's daughter Kalvakuntla Kavitha said the notices to her father for questioning were 'part of a calculated political conspiracy to tarnish his image'.
Taking to X, Kavitha said: 'The notices to KCR Garu over the Kaleshwaram project are part of a calculated political conspiracy to tarnish the image of a true people's leader.'
She said Kaleshwaram was built for the welfare of farmers and future generations, not for politics. 'Today, this inefficient Congress government is undoing the very progress Telangana fought for. KCR garu has devoted his life to Telangana, transforming barren lands into fields of prosperity, and is now being targeted by a visionless regime,' she posted on X.
She added: 'No vindictive Govt can diminish his legacy. The truth will prevail, and history will remember who stood for the people and who tried to bring them down.'

"Space For Animals... But For Humans?" Top Court On Feeding Stray Dogs
New Delhi: An irked Supreme Court told a Noida resident - who had alleged harassment while feeding stray dogs - to do so in their own home. "There is space for these animals... but no space for humans. Should we leave every lane, every road, open for these large-hearted people? Why don't you feed them in your house," Justice Vikram Nath and Justice Sandeep Mehta said Tuesday. "We will give you that suggestion... open a shelter in your own house. Feed every dog in the community in your own house," the Supreme Court shot back this afternoon, after the petitioner claimed the local municipality had created such places in Greater Noida but not in Noida. The top court was hearing a plea - related to a March 25 order of the Allahabad High Court - alleging harassment while feeding of stray dogs in a community in Noida. The petitioner said they were not allowed to feed the dogs, in violation of the Animal Birth Control Rules. Rule 20 of the Animal Birth Control Rules deals with feeding of community animals, including dogs, and puts the onus on resident welfare associations or apartment owners associations. RWAs and/or AOAs are expected to designate areas in the colony to feed the animals and to do so at specified times only. These areas and times must not impact children and the elderly. The feeding, and care of, stray animals, particularly dogs, has been a contentious issue over the past few years. There have been several reports of stray dogs attacking and even killing children, such as a teen boy in Madhya Pradesh's Rewa last week and another in Nagpur in Maharashtra. With that danger in mind, the court asked the petitioner, "You go cycling in the morning? Try doing that and see what happens..." The petitioner said they went on morning walks, to which the court responded, "Morning walkers are also at risk. Bicycle riders are at greater risk." In the Allahabad High Court, the petitioner had sought directions to implement rules regarding feeding of stray dogs in line with the provisions of the Prevention of Cruelty to Animals Act. The court tried to balance the two issues, i.e., feeding of the dogs and safety of people. "While protection of street dogs would be warranted in accordance with the provisions of the applicable statute... at the same time, the authorities will have to bear in mind the concern of common man, such that their movement on streets are not hampered by attacks..." The High Court, therefore, said it expected the state authorities to exhibit "due sensitivity" to the concerns of the petitioner and the common man on the streets.

Jokes on disabled violate right to dignity, says SC ahead of laying guidelines to rein in stand-ups
New Delhi: Insensitive jokes mocking disabled people violate their right to dignity, the Supreme Court said on Tuesday, indicating its intention to lay down guidelines on freedom of speech and expression for stand-ups. A bench of Justices Surya Kant and Joymalya Bagchi said that Article 19, which provides freedom of speech and expression, cannot overpower Article 21, which guarantees the right to dignity that emanates from the right to life and liberty. 'Article 21 must prevail if any competition takes place,' said the court, inviting suggestions from the public and bar for laying down a framework so that the dignity of no one is violated. Attorney-General R. Venkataramani sought more time to assist the court on the aspect of guidelines. The apex court, while hearing a petition filed by SMA Cure Foundation, also hinted at its desire to do something to regulate obscene content on social media. Earlier, the petitioner Foundation had accused comedians Samay Raina, Nishant Jagdish Tanwar, Vipun Goyal, Balraj Paramjeet Singh Ghai and Sonali Thakkar a.k.a. Sonali Aditya Desai of making insensitive jokes that mocked the disabled. The five standup comedians were present in the court when it lashed out at 'dirty, perverted" remarks of some of them. Except for Sonali, the others were told to be physically present at the next hearing. Sonali will join the proceedings online. The court gave the comedians two weeks to file their responses to the petition filed by the Foundation. The Apex court also dealt with two other petitions filed by social media content creators Ranveer Allahbadia and Ashish Chanchlani for clubbing FIRs lodged against them in connection with 'India's Got Latent' controversy. Allahbadia, who made obscene and offensive remarks about parents in the comedy show 'India's Got Latent', faces several FIRs and legal complaints across the country. The top court, in an interim order passed on February 18, had conditionally stayed his arrest with a direction to deposit his passport with Mumbai's Thane Nodal Cyber Police and not leave the country without prior permission. His confiscated passport was released in April, and one of the conditions required him to deposit his passport with Mumbai's Thane Nodal Cyber Police and not leave the country without prior permission of the apex court.
