States should focus on low cost high impact disaster mitigation plans: PK Mishra

New Delhi, Principal Secretary to the Prime Minister, PK Mishra, on Tuesday said that states should focus on low cost but high impact interventions to mitigate disaster risks.
Addressing the valedictory session of the two-day Annual Conference of Relief Commissioners and State Disaster Response Force , Mishra said the potential of loss in certain disasters is found to be more than estimated which needs re-calibration of mitigation efforts to tackle them.
Observing the nature of disasters is changing, he said that we must accept this reality that hazards are interconnected, impacts are multiplying and risks are evolving faster than we are adapting.
"In view of the emerging challenges of extreme events and uncertainties, states need to recalibrate and re-activate their institutions, processes and systems for equipping themselves to be ready to handle such situation by preventing loss of life and property," he added.
Mishra said that states should focus on low cost but high impact interventions to mitigate disaster risks.
"Preparedness and awareness is crucial for tackling increasing uncertainty on disaster occurrence. The hazard and vulnerability landscape are changing and so should enhance the preparedness level of the states," said Mishra, according to an official statement.
"For better transition from relief and response approach to preparedness and mitigation approach, states need to institutionalise the lessons learnt. This is essential, so that insights from the past disasters are not forgotten," he added.
Mishra said India's Disaster Risk Reduction financing model has been acknowledged at the global platform on DRR held in Geneva on June 4-6, 2025, states should ensure for proper utilisation of recovery and mitigation funds.
Highlighting India's vast geography, which mandates a robust national disaster response force, he said that states should assess and invest in capacity augmentation of agencies involved in the disaster relief operations.
"Disaster preparedness is not a matter of hours but is a matter of minutes, as every minute taken in mobilisation and starting relief operation counts. Thus, the speed of response should be improved. There is still a lot to be done on the early warning from for certain disasters," added Mishra.
Giving example of drought having the potential to severely affect lives and livelihood, the principal secretary said the potential of loss in certain disasters is found to be more than estimated.
"These days lightning is coming forth as one of the largest-fatality disasters. Hence, our mitigation efforts should be re-calibrated to tackle these kind of disasters. States should focus on low cost but high impact interventions to mitigate disaster risks," he added.
Mishra said that urban flooding solutions need to keep in mind the local geographical and climatic conditions.
The principal secretary further said the Aapda Mitra scheme for volunteer mobilisation like community involvement is very important for enhancing the effectiveness of disaster response.
"States should realise the role Jan-Bhagidari can play in saving lives in the aftermath of disasters. 'My Bharat' initiative of the prime minister can used for involving youths in disaster response," he said.
Mishra said data plays an important role in disaster management and urged the use of 'Gati Shakti' in making disaster management plans.
"The two-day conference was attended by over 1,000 delegates from State Governments/ UTs, Ministries/ Departments/ Organizations of Central Government and from SDRFs/Civil Defence/ Home Guards/Fire Services in the States/UTs," the statement said.
Various sessions were organized during the conference and the experts dwelled upon the subjects like early warning, post disaster need assessment, urban floods management, new challenges and adoption of new technologies, role of disaster response forces, mock exercises, volunteerism etc., it said.

Two days after Monojit Mishra was arrested in the Kolkata law college rape case, his father is still coming to terms with the news that his son has been accused of raping and assaulting a 24-year-old student for hours. A priest from Kalighat, Mishra's father (name withheld on request) said he was ashamed after hearing the news. 'We stay in a 6 x 8 ft room. We worked so hard and rose from the lower strata of society to make him a lawyer. It is hard to believe that my son has done it,' he said, speaking to The Indian Express over the phone. 'He is my son. I worked very hard to make him a lawyer. But I must say, if the judiciary, after seeing all the evidence, finds him to be guilty, he should be given the toughest punishment, the maximum punishment. I will accept it with my head bowed,' he added. Mishra, 31, the prime accused in the rape case, is among the four accused arrested. A former member of the ruling Trinamool Congress's (TMC's) student wing and a former president of its college unit, he allegedly wielded immense clout on the law college campus. The TMC has claimed that Mishra is no longer associated with the party. Asked if he would pursue the case for his son, Mishra's father said, 'I will not pursue the case or fight a legal battle. Frankly, I cannot afford it. It is a fact that as a father, one's duty is to do everything to see his son become something. What more can a father do? Then this happens.' Mishra's father said he and his son have been estranged for the last five years. 'We have not had any communication for the last five-six years. He is so busy. I live on my own money. Sometimes clients come enquiring about him, and I tell them this is not his chamber. Since this is his permanent address, his ATM cards and other things come. He collects it,' Mishra's father said. According to him, since school, Mishra had supported the TMC. 'Later, when he joined law college, he became a leader there. There was so much factionalism in the TMC in his college. There were cases and counter-cases…which is normal in college politics,' he added. Mishra's father said he loved 'being called 'Dada Dada' in college', liked it when students ran behind him, enjoyed felicitations, etc. 'I always wanted him to be a big lawyer. Now see what happened. Left-backed student groups laid siege to the Kasba Police Station where the case was registered. Opposition parties have also slammed the Mamata Banerjee-led Trinamool Congress government, alleging a nexus between ruling party leaders and criminal elements. In response, the Trinamool leaders have gone into damage-control mode. The two other accused in the case, Zaib Ahmed and Pramit Mukhopadhyay, are students at the same college. Mr. Mishra, 31, had passed had out from the same institute. All three have been arrested and are now in a four-day police custody. Leader of Opposition Suvendu Adhikari has shared pictures of Mr. Mishra with Trinamool national general secretary Abhishek Banerjee, the second-in-command after Mamata Banerjee. 'This incident is not just a crime; it is glaring proof of the Trinamool's student leaders tarnishing the sanctity of educational institutions,' Mr. Adhikari said in a social media post, along with multiple photos of the accused with other ruling party leaders. Communist Party of India (Marxist) State secretary Mohammad Salim told The Hindu that the alleged gang rape was not a one-off incident, but a syndrome led by Trinamool goons. 'This rape and the previous rape and murder of the female doctor in R.G. Kar Hospital is a sad commentary on the condition of our State under Mamata Banerjee. Here, if you work with the Trinamool, you can get away with anything,' Mr. Salim added. He also said that due to lack of student elections, the Trinamool student leaders are able to run a 'nexus' inside the college campuses and there was no elected student body to challenge them. Damage control Shashi Panja, Minister of Women and Child Development and Social Welfare, said the Opposition party's efforts to politicise the issue were pathetic. 'All three accused are behind bars within 12 hours of the complaint. We are with the survivor. We passed the Aparajita Bill 10 months ago unanimously in the Legislative Assembly, but the Bill is not being passed by the BJP. If you support this cause, then support the Bill and get it passed by the President,' Ms. Panja said. The Aparajita Bill was passed in 2024 after the R.G. Kar incident. It enhances punishments for rape and sexual assault, particularly against women and children, including death penalty for extreme cases. Trinankur Bhattacharya, State president of the Trinamool student wing, said that they are not denying their past association with the accused but that does not define the party and its stand. 'He was a member in 2019. Forgive us, but we do not know so much astrology that we could predict he would commit such a crime in 2025,' Mr. Bhattacharya added. Protests across Kolkata Student and youth wings of Left parties, including the All India Democratic Students Organisation (AIDSO) affiliated with the Socialist Unity Centre of India (SUCI), and Students' Federation of India (SFI) staged a protest outside the law college. The Democratic Youth Federation of India (DYFI), and the student and youth wings of the Communist Party of India (Marxist) laid siege at the Kasba police station. Many of the protestors were also injured in the clashes. Protests were also held by BJP and Congress supporters. Many of the protesters clashed with the police and were detained across the city. A huge contingent of police and Rapid Action Force (RAF) personnel were also present on site. The incident brought back memories of the R.G. Kar rape and murder that shook the State and the nation 10 months ago in August 2024. The brutal incident raised many questions about women's safety in educational institutes and workspaces. A civic police volunteer of the Kolkata Police was the prime accused in the case.
