Working on solution to make BCPL sustainable without govt help: Himanta

The plant produces and transports various grades of high-quality polymers across the country. GAIL (India) Limited, its major shareholder, is marketing the products of BCPL.
Sarma said the company had asked for land at Paradip in Odisha for its use and the state government is trying to obtain it.
'Replacing CISF with Assam Police (as the force securing the installation) will save Rs 8-9 crore, and we have issued instructions for the purpose. We are also in talks with a group to make the finished products here as it will strengthen the industry,' he added.
The chief minister said the project will be closed down if government help is not provided.
'Both the central and state governments are now helping. But we have to think of a permanent solution,' he added.
The project at Lepetkata in Dibrugarh is an outcome of the 1985 Assam Accord, aimed at the socio-economic development of the entire northeastern region.
On Dibrugarh becoming the 'second capital' of the state, Sarma said, 'In keeping with our announcement, I have been coming here every month. I was here since June 14 and will return today.' He said the chief minister's office continued functioning from here during the period, ensuring that no work was hampered.
Asked about the schedule for elections of various autonomous councils, Sarma said the Bodoland Territorial Council polls will be held in September.
It will be followed by Silchar Municipal Corporation elections in October, and polls for Mising and Sonowal autonomous councils in November-December.
Regarding Mottock and Moran autonomous bodies' polls, Sarma said amendments are needed to the existing laws to ensure that people of only the respective communities can vote.
'The cabinet will soon approve the amendments. These are sensitive topics, hence we do not want to rush them. We are taking it slow to ensure there are no problems,' the chief minister added. PTI SSG SSG ACD

The Union government has approved the annual plan of Rs 3,667 crore for the construction and up-gradation of roads, bridges and related infrastructure in Himachal Pradesh for the financial year 2024'25, said Public Works Minister Vikramaditya Singh on Monday. The plan includes construction of bridges, road widening, installation of crash barriers and other works on national highways across various districts of the state, he said in a statement issued here. The minister said that he recently met Union Minister for Road Transport and Highways Nitin Gadkari and discussed important issues related to the state, appraising him that presently the state has around 1,200 kilometres of roads under the national highway network and requested to enhance central assistance for their maintenance and improvement of road and other related works. He said that while the state had submitted an annual plan of Rs 2,600 crore for the financial year 2023'24, but received only Rs 269 crore, which was insufficient. However, for the financial year 2024'25, the state government proposed a plan worth Rs 3,667 crore, which has now been approved by the Centre in June. Vikramaditya Singh informed that he had also raised the issue of constructing a tunnel beneath Jalori Jot in Kullu district and the Central Government has given in-principle approval and sanctioned Rs 1,452 crore for this tunnel. The 4.2 km long Jalori Jot tunnel under the Jalori pass in Kullu district would provide all-year connectivity to Banjat and Anni areas. He said that the construction of this tunnel would not only boost tourism in the area but also benefit lakhs of residents in the region. He said that due to repeated landslides near Brauni Nala in Shimla district on National Highway-5 (Hindustan-Tibet Road), the stretch has suffered serious damage and to address this, the Centre has approved Rs 135 crore for the construction of a bridge at this location. Apart from this, the Central government has sanctioned Rs 1,385 crore for the four-laning of the Kala Amb Paonta Sahib on Dehradun road. It includes land acquisition and pre-construction activities. The PWD minister expressed his gratitude to Union Minister Nitin Gadkari and the Central government for approving significant funds for the state. He said he was hoping that strong coordination between the Centre and the State would continue in the future. Singh said that during his Delhi visit, he also met Union Defence Minister Rajnath Singh and raised the issue of the proposed Bhubu Jot tunnel and road connecting Mandi and Kullu districts and requested that the road leading to the tunnel be declared a strategically important defence route. He said that the state was hopeful of a positive outcome on this vital road project in the near future. Once completed, the road would reduce the distance between Pathankot and Kullu by 40 to 50 kilometres which would boost tourism and also benefit local residents as well as the Indian Army.

The central government's fiscal deficit fell to 0.8 per cent of the full-year target at the end of May, mainly due to a whopping Rs 2.69 trillion dividend received from the Reserve Bank of India. The fiscal deficit, or gap between the government's expenditure and revenue, had touched 11.9 per cent of the Budget Estimates (BE) for 2025-26 or Rs 1.86 trillion in April. Following the RBI's dividend payout, the Centre's fiscal deficit was reduced to 0.8 per cent of BE of 2025-26 or Rs 13,163 crore, the data released by the Controller General of Accounts (CGA) showed. The Centre estimates the fiscal deficit during 2025-26 at 4.4 per cent of the GDP or Rs 15.69 trillion. It stood at 3.1 per cent of BE of 2024-25 in the first two months of the previous financial year. According to the CGA, the amount the government received under the head 'dividends and profits' was Rs 2.78 trillion or 86 per cent of the BE. The data on monthly accounts showed that the Government of India received Rs 7.32 trillion, 21 per cent of corresponding BE 2025-26 of total receipts, up to May 2025. This comprised Rs 3.5 trillion tax revenue (net to centre), Rs 3.56 trillion of non-tax revenue and Rs 25,224 crore of non-debt capital receipts. CGA said Rs 1.63 trillion has been transferred to state governments as devolution of share of taxes by the Government of India, which was Rs 23,720 crore higher than the previous year. Total expenditure incurred by the Centre was Rs 7.46 trillion, 14.7 per cent of corresponding BE 2025-26. Of the total expenditure, Rs 5.24 trillion was in the revenue account and Rs 2.21 trillion in the capital account. Out of the total revenue expenditure, Rs 1.47 trillion was on account of interest payments and Rs 51,253 crore towards major subsidies.
