Trump targeting trade loopholes risks 70% of China exports to US
China has increasingly relied on third countries for the manufacturing of final products or components, a trend that accelerated following Trump's first trade war and his imposition of higher restrictions on the world's second-largest economy. China's share of total value-added manufacturing of goods destined for the US through countries including Vietnam and Mexico surged to 22 per cent in 2023 from 14 per cent in 2017, according to Bloomberg Economics.
If Trump is successful in targeting transshipments via higher levies or supply chain requirements, it would threaten 70 per cent of China's exports to the US and more than 2.1 per cent of the Asian country's gross domestic product, the analysts found. There is a risk of additional economic damage if the restrictions weigh on countries' desire to do business with China, they said.
'Trade flows via third countries are substantial and have helped cushion the blow from existing US tariffs,' Bloomberg Economics analysts Chang Shu, Rana Sajedi and David Qu wrote in a research note on Tuesday (Jul 22). 'Tighter controls on these shipments would increase the damage from the trade war and could erode growth opportunities in the long term.'
The US is increasingly adding pressure on China through other countries. In a slew of letters to countries announcing levies by Aug 1 unless bilateral trade deals are agreed, the administration threatened even higher tariffs for goods found to be transshipped. While not providing further details, this could allow the White House to target a broader range of China's exports to the US.
The largest countries that China relies on for shipping goods to the US include Mexico and Vietnam, with the European Union also a key hub. China's role in supplying the world through third parties could shape US agreements with trading partners. There are signs of this already taking place: the US trade deal with the UK includes requirements on supply-chain security and ownership in sensitive sectors.
At the same time, Shu and economists said that 'Uncertainty clouds how rigorously the US will be able to enforce transshipment restrictions. US definitions of localised goods remain vague, and details on verification are lacking.' BLOOMBERG

NEW YORK: US President Donald Trump on Monday (Jul 28) asked a federal court to quickly depose media mogul Rupert Murdoch in his defamation lawsuit against the Wall Street Journal, following the newspaper's report that Trump's name appeared on a 2003 birthday greeting for disgraced financier Jeffrey Epstein. Trump filed the suit on Jul 18, a day after the Journal published the article alleging that a letter from Trump to Epstein included a sexually suggestive drawing and a reference to 'secrets' they shared. Trump called the letter a fabrication and accused the Journal and its parent companies, including Murdoch, of attempting to damage his reputation. In a filing to the US District Court in Miami, Trump's lawyers claimed the president personally informed Murdoch that the letter was fake before the article was published. Murdoch, they said, told Trump he would 'take care of it'. 'Murdoch's direct involvement further underscores Defendants' actual malice,' Trump's legal team wrote, referring to the legal threshold required to prove defamation against a public figure. They asked Judge Darrin Gayles to compel Murdoch, 94, to testify within 15 days. Gayles ordered Murdoch to respond by Aug 4. Dow Jones, which publishes the Wall Street Journal, declined to comment. CAIRO: US President Donald Trump said on Monday (Jul 28) that many people in Gaza are starving and urged Israel to do more to improve humanitarian access, as Palestinians struggled to feed their families just one day after Israel announced new steps to ease aid deliveries. As the war in Gaza nears its second anniversary, local health authorities say nearly 60,000 people have been killed and an increasing number are now dying from hunger and malnutrition. Images of emaciated children have sparked global outrage and growing criticism of Israel over the worsening humanitarian conditions. Describing the situation as one of real starvation, Trump's comments appeared to diverge from Israeli Prime Minister Benjamin Netanyahu, who said on Sunday that 'there is no starvation in Gaza,' a statement he reposted on X on Monday. Speaking during a visit to Scotland, Trump said Israel had a responsibility to ensure aid delivery. 'You have a lot of starving people,' he told reporters. 'We distract them with anything... to make them calm down.' 'I call on the world, on those with merciful hearts, to be kind to us, to ensure that aid reaches us,' she added. Israeli defence officials said growing international pressure and deteriorating conditions had prompted the new humanitarian measures. UN WARNS OF WORSENING HUNGER United Nations agencies stressed the need for consistent and large-scale aid. The World Food Programme said it sent 60 trucks on Monday, below its target. Nearly 470,000 people are in famine-like conditions, the agency said, including 90,000 women and children in urgent need of therapeutic nutrition. 'Our target at the moment, every day, is to get 100 trucks into Gaza,' said WFP Regional Director Samer AbdelJaber. Jan Egeland, head of the Norwegian Refugee Council, said the crisis is worsening by the day. 'Children are dying every single day from starvation, from preventable disease. So time has run out,' he told Reuters. Netanyahu has denied accusations of using starvation as a war tactic. A COGAT spokesperson said there was no time limit on the new pauses, contradicting the UN's statement that Israel had agreed to a one-week humanitarian scale-up. 'We hope this pause will last much longer than a week, ultimately turning into a permanent ceasefire,' said UN aid chief Tom Fletcher's spokesperson, Eri Kaneko. TRUMP AND NETANYAHU DISCUSS HOSTAGE PLANS Trump also said Hamas had become more difficult to deal with in recent days but confirmed he was discussing "various plans" with Netanyahu to secure the release of hostages still held in Gaza. The war began on Oct 7, 2023, when Hamas fighters crossed into southern Israel, killing around 1,200 people and taking 251 hostages, according to Israeli authorities. Since then, Israel has carried out an intense military campaign in Gaza. The Gaza health ministry said Israeli strikes had killed 98 Palestinians in the past 24 hours. Some aid trucks that reached Gaza were reportedly seized by desperate civilians and armed groups. 'Aid comes for the strong who can push ahead and grab a sack of flour,' said Emad, a 58-year-old former factory owner in Gaza City. 'That chaos must be stopped.' The WFP said it has 170,000 metric tonnes of food in the region, enough to feed Gaza's entire population for three months if granted access. COGAT said more than 120 truckloads of aid were delivered in Gaza on Sunday by the UN and partner agencies. More aid was expected Monday, with Qatar sending 49 trucks via Egypt. Jordan and the UAE also conducted supply airdrops.

EU-US trade deal could add up to $19 billion in pharma industry costs, analysts say
The European Union's trade deal with the United States could cost the pharmaceutical industry between $13 billion and $19 billion as branded medicines become subject to a tariff of 15%, analysts said on Monday. The added costs could raise prices for consumers unless pharmaceutical companies take action to mitigate the impact of the tariffs, one of the analysts said. Pharmaceuticals had historically been exempt from duties. Medicines are the largest European exports to the United States by value and the EU accounts for about 60% of all pharmaceutical imports to the U.S. On Sunday, European officials said that a bilateral trade deal for an across-the-board 15% tariff included pharmaceuticals, except for some generic drugs, which would be subject to no tariffs. The U.S. has been conducting a national security investigation into the pharmaceutical sector and the industry has been bracing for separate sectoral tariffs. President Donald Trump said earlier this month, before negotiating the bilateral deal, that pharmaceutical tariffs could be as high as 200%. Some Wall Street analysts said that they do not expect additional tariffs on the EU as a result of the investigation, but others cautioned that the deal was not yet signed and that several questions remained unanswered. UBS analyst Matthew Weston said that he expects details of the trade deal to include protective measures for EU pharma exports from the U.S. investigation, especially since such measures are being discussed in negotiations with the United Kingdom and Switzerland. Stadig estimates that these levies could add $13 billion to industry expenses without any mitigation strategies, and some of that could be ultimately borne by the consumer. Bernstein analyst Courtney Breen puts the additional expenses at $19 billion for the industry, but she notes that companies might be able to absorb some of the costs with the measures they have been implementing — such as stockpiling of drug products and new deals with contract researchers. Earlier this month, Sanofi said it will sell a manufacturing facility in New Jersey to Thermo Fisher, where the French drugmaker's therapies will continue to be manufactured. Roche's CEO Thomas Schinecker said last week that the company was increasing its U.S. inventories to avoid any immediate disruption from tariffs. UBS' Weston said that it was not immediately clear which generic drugs were exempted from duties under the deal, but any impact for generic drugmaker Sandoz for this year should mostly be manageable. Shares in pharmaceutical companies Sanofi, Roche and Sandoz Group all closed up between 0.5% and 1% on Monday. REUTERS
