Ludhiana: Cracking down on street vendors failing to maintain cleanliness around their vends, MC teams issued challans to 95 of them in different parts of the city for littering and not keeping dustbins.

This despite MC commissioner Aaditya Dachalwal issuing an order, directing street vendors to ensure dustbins/receptacles and cleanliness around their vends earlier this month. The order clearly stated failure to do so would invite a challan of up to Rs 2,000. It alwarned that an FIR could also be lodged against repeat offenders.
The street vendors were ordered to hand over the garbage to garbage collectors or dump it at designated sites (transfer stations) only after closing down their vends at night.
They were asked to refrain from burning waste, spitting, urinating in public spaces, or using banned single-use plastic items at their stalls.
Acting on these orders, the health and tehbazari teams of all four zones of the civic body conducted a drive and challaned the violators.
Of these, 10 challans were issued in areas falling under zone 'A', 20 in zone 'B', 23 in zone 'C', and 42 in zone 'D' of MC. The teams also issued challans against the use of banned plastic carry bags by the street vendors.
MC commissioner Dachalwal said while the civic body is making consistent efforts to ensure cleanliness, the street vendors and residents should also do their bit for the same.

Two Assam government officials have been arrested in connection with the alleged suicide by a 29-year-old Assistant Engineer in the state's Public Works Department. The Assistant Engineer, who was from Guwahati, was appointed in December 2023 and posted in Bongaigaon district. She was found dead in her apartment in Bongaigaon on Tuesday, and a purported suicide note was retrieved from the site, said police. The Bongaigaon Senior Superintendent of Police, Mohan Lal Meena, confirmed that two officials she had named while describing alleged workplace pressure have been arrested after an FIR was registered for abetment of suicide based on a complaint by her family. 'The two individuals are being interrogated,' he said. They had been posted as PWD Executive Engineer and Sub-Divisional Officer in the district, respectively. In the purported note, she has alleged 'extreme stress' and lack of guidance in the workplace after she was assigned a project for a mini-stadium, saying that she lacked experience and help. She alleged that the contractor's estimate had 'major discrepancies and variations' and that two officials she named made her continue on the project on her own despite her asking for help. Her father also alleged that she had been under pressure to clear inflated bills. 'She didn't tell us anything in particular. She had just told me that one day, she would be sent to jail while her superiors would just be transferred as punishment… She was scared; they were pressuring her to pass inflated bills. If work has been done for Rs 1 crore, pass a bill of Rs 2 crore. She only wanted to go by the rules. The main reason is that they were pushing her to do illegal things,' he claimed. Asked about the allegations by reporters during a visit to Dibrugarh, Chief Minister Himanta Biswa Sarma said, 'We are yet to fully investigate the allegations, but for now, the SDO and Executive Engineer have been arrested.'

Chennai: In a significant development, the Madurai bench of the Madras High Court rejected petitions for suspension of life sentence and grant of bail filed by four convicted police personnel in the 1999 custodial death of Vincent, a salt pan worker from Mel Alangarithattu in Thoothukudi. The convicted officers - DSP Ramakrishnan (then sub-inspector), Jeyasekaran, Subbaiah, and Veerabahu - were sentenced to life imprisonment and fined Rs 10,000 each by a Thoothukudi sessions court in April this year. Vincent was taken for interrogation on September 17, 1999, in connection with a country bomb case registered with Thalamuthunagar police station. His wife Krishnammal alleged he was brutally thrashed in custody. A post-mortem examination revealed 38 injuries on his body. A magisterial inquiry led to the filing of a murder case against 11 police personnel. Two were acquitted, while nine were convicted after a prolonged 25-year legal battle. The convicts moved the high court seeking suspension of their sentence, claiming wrongful implication and citing trial delays. However, a bench of Justices AD Jagadish Chandira and R Poornima dismissed the plea, asserting the delay was caused by the accused themselves and that the trial court had delivered the verdict after a comprehensive, fair trial. The judges highlighted critical evidence, including hospital records, eyewitness accounts, and police notebook entries. The court ruled that there was no merit in suspending the sentence in such a serious case of custodial death and emphasized that justice had finally been served after two and a half decades. The bail petitions were dismissed in full.

The Uttar Pradesh Police have unearthed a fake 'embassy' operating in Ghaziabad and arrested a man claiming to be an 'ambassador' of a non-existent country called 'West Arctica', The Indian Express reported on Wednesday. The arrested man was identified as Harsh Vardhan Jain, a resident of Kavi Nagar in Ghaziabad, PTI reported. Additional Director General of Police Amitabh Yash claimed that Jain was running a bogus embassy from a rented house and projected himself as the diplomatic representative of several non-existent countries such as West Arctica, Saborga, Poulvia and Lodonia, the news agency reported. The accused also moved around in vehicles bearing fake diplomatic number plates, Yash added. Jain reportedly used the setup to pass himself off as a powerful global player. 'He used the guise of diplomacy to influence businessmen, promise them access to international markets, and run a hawala network through shell companies,' The Indian Express quoted the police as saying. Preliminary investigations further suggested that Jain brokered deals by falsely promising job placements for companies and persons in foreign countries, PTI reported. After his arrest on Monday, the police seized four vehicles bearing fake diplomatic number plates, 12 forged diplomatic passports, fake documents bearing Ministry of External Affairs seals, forged PAN cards, rubber stamps of several countries and companies, and fake press cards, PTI reported. The police also said that Rs 44.7 lakh in cash, foreign currency, documents linked to several companies and fake diplomatic number plates were seized. A first information report was filed at the Kavi Nagar Police Station and further investigation was underway, The Indian Express reported. In 2011, Jain had been booked for illegally possessing a satellite phone, PTI reported. He has also been linked to controversial godman Chandraswami and international arms dealer Adnan Khashoggi earlier.
