
NCR, nearby provinces drenched by Habagat rains, brace for more
The enhanced Southwest Monsoon or Habagat drenched Metro Manila and nearby provinces on Monday, with the forecast for more rain to come on Tuesday.
A number of local governments had individually suspended Monday classes a day earlier. But with heavy rain pounding the metro, the Department of the Interior and Local Government sought, and received, approval for an order suspending Tuesday classes and some government work in the National Capital Region and in the provinces of Bataan, Batangas, Bulacan, Cavite, Occidental Mindoro, Pampanga, Pangasinan, Rizal, Tarlac, and Zambales.
The third alarm was raised for the Marikina River's water level, with hundreds of families living nearby evacuated. Those living near the La Mesa Dam and Wawa Dam were also warned, as they spilled over.
Both the Senate and the House of Representatives suspended work, as did the Supreme Court and courts in NCR.
Flooding rendered some roads impassable, snarling traffic in parts of the North Luzon Expressway (NLEX). To make it easier for commuters to travel, the Metropolitan Manila Development Authority (MMDA) suspended the number coding scheme and later announced it will continue to be suspended on Tuesday, including in Makati.

Habagat to bring strong to gale-force gusts as Emong exits PAR
The enhanced Southwest Monsoon (Habagat) is expected to bring strong to gale-force gusts over parts of the country as Tropical Depression Emong exited the Philippine Area of Responsibility (PAR) on Saturday morning, state weather bureau PAGASA said. No Tropical Cyclone Wind Signal was issued in its 11 a.m. advisory. However, strong to gale-force gusts may be expected over the following areas (especially in coastal and upland areas exposed to winds): Batanes, Babuyan Islands, Ilocos Region, Cordillera Administrative Region, Nueva Vizcaya, Quirino, Central Luzon, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Northern Samar, Western Visayas, Negros Occidental, and Davao Oriental. Rough seas are also expected over the following coastal waters, where mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels: Up to 4.0 m: The seaboards of Batanes and Babuyan Islands; the northern seaboard of Ilocos Norte Up to 3.0 m: The seaboards of mainland Cagayan and Isabela; the western seaboards of Ilocos Norte, Ilocos Sur, Pangasinan, and Zambales Meanwhile, up to moderate seas will be over the following coastal waters, where mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions: Up to 2.5 m: The western seaboards of Bataan, Lubang Islands, Occidental Mindoro, Palawan including Calamian Islands, and Kalayaan Islands; the northeastern seaboard of Aurora Up to 2.0 m: The remaining seaboards of Bataan, Lubang Islands, Occidental Mindoro, Palawan, and Aurora; the northern and eastern seaboards of Polillo Islands, Camarines Norte, Catanduanes, and Northern Samar; the eastern seaboards of Sorsogon, Surigao del Sur, and Davao Oriental; the western seaboards of Batangas, Antique, and Guimaras; the southern seaboards of Oriental Mindoro, Marinduque and Quezon; the southwestern seaboard of Iloilo; the northern and western seaboards of Ticao Island and Romblon; the seaboards of Camarines Sur. 'EMONG is forecast to weaken into a remnant low today while over the East China Sea,' PAGASA said in its track and intensity outlook of the tropical cyclone. The center of Emong was estimated based on all available data at 695 km northeast of Itbayat, Batanes (25.7 °N, 126.0 °E), which is outside PAR. Muntinlupa City placed under state of calamity due to floods

The declaration was based on Resolution No. 25-011 passed by the Sangguniang Panlungsod. Muntinlupa City suffered from severe flooding this month due to the effects of the Southwest Monsoon (Habagat) and tropical cyclones Crising, Dante, and Emong. According to the Sangguniang Panlungsod, more or less 220 families with 916 individuals were affected by the flooding and sought shelter in evacuation centers, citing data from the city's Social Services Department. "Based on the report of LDRRMC, there is no significant sign of water receding in 8 out of 9 barangays and communities situated near Laguna de Bay, which may cause prolonged exposure to floodwaters that may increase the risk of waterborne and communicable diseases," the resolution read. 30 reported dead due to Habagat, Crising, Dante, Emong —OCD

REUTERS/Eloisa Lopez The reported number of fatalities amid the flooding and other effects of the Southwest Monsoon (Habagat) and tropical cyclones Crising, Dante, and Emong has reached 30, the Office of Civil Defense (OCD) said Saturday. "So in terms of casualties, umabot na sa 30 'yung na-report na namatay," OCD officer-in-charge Assistant Secretary Bernardo Rafaelito Alejandro IV said in an interview on Dobol B TV. (So in terms of casualties, the reported death toll has reached 30.) Of this number, one third has been validated, Alejandro said. These include nine fatalities in the National Capital Region (NCR) and two in Region III. Most of the casualties were due to drowning or electrocution, the OCD OIC said. Meanwhile, 10 injuries were reported and seven were still missing, he said. Authorities are validating the reported figures. Around 5.2 million individuals were affected by the weather disturbances in 5,900 barangays, Alejandro added. Some 55,000 families or close to 200,000 individuals are staying in 2,000 evacuation centers, he added. "So, karamihan diyan (evacuees) nasa NCR, Region III, CALABARZON, Region I and MIMAROPA," he said. (Most of them are in NCR, Region III, Calabarzon, Region I and MIMAROPA.) As for landslides, Alejandro said Kennon Road in Benguet remains closed. "'Yung landslide naman ang pinakasarado lang talaga 'yung Kennon Road. Kasi tuloy-tuloy 'yung pag-landslide doon," he said. (Kennon Road remains closed because of landslides.) "Sa floodings, mayroon pang maraming flooded areas. Halos 1,400 barangays pa ang reported na may flooding. Karamihan diyan Region III, Region I at dito sa NCR," Alejandro said. (As for floodings, there are still many flooded areas. Almost 1,400 barangays were reported to still have flooding. Most of them are in Region III, Region I, and NCR.) As of Saturday morning, 22 national roads remained not passable, he said. "Nangako naman ang DPWH na kaagad nilang iki-clear at aayusin ang national roads natin," Alejandro said. (The Department of Public Works and Highways promised to clear and fix our national roads.) Infrastructure damage has reached P5.2 billion, while agricultural losses topped P1.1 billion, according to the Department of Agriculture, he added. As for power interruptions, around 21 areas reported these on Friday, mostly in La Union and Pangasinan areas.
