
NCR, nearby provinces drenched by Habagat rains, brace for more
The enhanced Southwest Monsoon or Habagat drenched Metro Manila and nearby provinces on Monday, with the forecast for more rain to come on Tuesday.
A number of local governments had individually suspended Monday classes a day earlier. But with heavy rain pounding the metro, the Department of the Interior and Local Government sought, and received, approval for an order suspending Tuesday classes and some government work in the National Capital Region and in the provinces of Bataan, Batangas, Bulacan, Cavite, Occidental Mindoro, Pampanga, Pangasinan, Rizal, Tarlac, and Zambales.
The third alarm was raised for the Marikina River's water level, with hundreds of families living nearby evacuated. Those living near the La Mesa Dam and Wawa Dam were also warned, as they spilled over.
Both the Senate and the House of Representatives suspended work, as did the Supreme Court and courts in NCR.
Flooding rendered some roads impassable, snarling traffic in parts of the North Luzon Expressway (NLEX). To make it easier for commuters to travel, the Metropolitan Manila Development Authority (MMDA) suspended the number coding scheme and later announced it will continue to be suspended on Tuesday, including in Makati.

GMA Kapuso Foundation brings aid to typhoon, flood victims in Pampanga, Zambales, more
The GMA Kapuso Foundation continued to bring relief assistance to thousands of families in different parts of the country who have been affected by the back-to-back typhoons and tropical storms recently. According to "24 Oras" on Friday, the Kapuso Foundation and the 701st Brigade of the Philippine Army brought relief goods and soap to over 1,800 families in Macabebe, Pampanga, with the Office of Civil Defense lending a truck to the team for the mercy mission. "Kung magtutuloy-tuloy po 'yung ganitong sama ng panahon at ang taas ng high tide, tingin po namin magtatagal pa," said Kenneth Chase Balingit of the Municipal Social Welfare and Development Office of Macabebe, Pampanga. The GMA Kapuso Foundation and the 11th Civil-Military Operations Battalion of the Civil-Military Operations Regiment also made their way to Santa Cruz, Zambales, to bring aid to a total of 500 families who had to evacuate due to the heavy rains. Relief goods and warm porridge were also provided to farmers in Benguet who lost their crops and were affected by the landslides. On Friday morning, GMA Kapuso Foundation brought more relief assistance to a total of 1,500 families in North and East Fairview in Quezon City, as well as 1,000 families in Dinalupihan and Hermosa, Bataan. Relief operations for calamity victims will continue in Central Luzon, with plans to also bring aid to Pangasinan, La Union, and other parts of Pampanga and Bulacan. Emong moving away from Batanes; Signal No. 1 remains over three areas
Tropical Storm Emong continues to move away from Batanes as Tropical Cyclone Wind Signal No. 1 remains over three areas, the state weather bureau PAGASA said. As of 7 p.m., the center of Tropical Storm Emong was located 195 kilometers east of Itbayat, Batanes. It has maximum sustained winds of 85 kilometers per hour near the center and a gustiness of up to 105 kilometers per hour. Emong is moving north northeastward at 40 kilometers per hour, PAGASA added. Meanwhile, the following areas are placed under Tropical Cyclone Wind Signal No. 1: Batanes Babuyan Islands northeastern portion of mainland Cagayan (Santa Ana) PAGASA said that Emong will accelerate north northeastward and exit the Philippine Area of Responsibility by Saturday morning. 'Emong will continue to weaken throughout the forecast period due to increasing unfavorable environment. It will likely degenerate into a remnant low tomorrow evening while entering the East China Sea. Emong accelerates, nearing Batanes; Signal No. 2 over two areas
Tropical Storm Emong has passed closed to Babuyan Islands and is now nearing Batanes late FRiday afternoon, according to the Tropical Cyclone Bulletin posted by PAGASA. The center of the eye of Tropical Storm Emong was estimated over the coastal waters of Sabtang, Batanes packing maximum sustained winds of 85 kilometers per hour near the center, gustiness of up to 115 km/h and moving north northeastward at the speed of 40 km/h. Tropical Cyclone Wind Signal No. 2 is hoisted over the following areas: Batanes and Babuyan Islands TCWS No. 1 is raised over the following areas: Ilocos Norte Apayao mainland Cagayan A Gale Warning is in effect over the seaboard of Northern Luzon, said PAGASA. "On the track forecast, Emong will accelerate north northeastward and exit the Philippine Area of Responsibility tomorrow (26 July) morning," the state weather bureau said. "Emong will continue to weaken throughout the forecast period due to increasing unfavorable environment. It will likely degenerate into a remnant low tomorrow evening while entering the East China Sea.
