National Overseas Scholarship Funds Frozen, Selected Candidates Have Offers From Global Varsities, Can't Go

Nagpur: Many bright students, including 29 girls from underprivileged communities — scheduled castes, denotified tribes, landless labourers and minorities — could lose their opportunity to study in premier foreign universities with the Union ministry of social justice and empowerment failing to issue award letters to majority selected candidates under the govt's prestigious National Overseas Scholarship (NOS) scheme for 2025–26.
The ministry has cited insufficient funds.
Though 106 students were officially selected after a rigorous process in the first round, only 40 received provisional award letters. The others — many of whom hold offers from top global universities — are left in the lurch. These 106 students, including 29 girls hail from Maharashtra, Delhi, Gujarat, Haryana, Bihar, Andhra Pradesh, Tamil Nadu, Kerala, West Bengal, Odisha, Karnataka, Madhya Pradesh, and Uttar Pradesh.
They gained admissions to master's and PhD programmes in universities in Singapore, Australia, USA, and the UK. The scholarship is granted for only QS-ranked institutions like Johns Hopkins, University of Cambridge, University of Leeds, University of Sydney, National University of Singapore.
In its July 1 notification, the Union ministry stated that 440 online applications were received while publishing the list of selected candidates.

"Of these, provisional award letters will be issued to candidates from Serial Number 1-40. Provisional award letters to the remaining candidates (41-106) may be issued in due course, subject to availability of funds." However, the notification goes on to state the "candidature of selected candidates is provisional, subject to being found eligible and availability of funds during the 2025-26 fiscal.

Yogesh Taneja, undersecretary in the ministry, told TOI that the five-year budget allocated for NOS was exhausted in the last three years.
"We require additional funds, and this will be arranged soon," he said. Taneja mentioned that total allocation of funds for each student varies, as per university's fee, course duration, and country's living expenses. The govt incurs expenses anywhere from Rs40 lakh to Rs 2.5 crore.
To a query on why all 106 were not given provisional letters if funds were being arranged and a rider 'subject to availability of funds' put for even selected candidates, Taneja didn't respond.
Rajiv Khobragade, president, The Platform for Justice & Human Rights, said, "This is the first time the central govt is short of funds for NOS. Generally, we have to pursue state govts to get scholarship funds released," he said. Though the scheme was allocated ₹130 crore this year — its highest ever — bureaucratic delays, pending clearances, and possible fund diversions have halted implementation, he said. Khobragade, who raised the issue with Union minister Ramdas Athawale, said, "Funds meant for marginalised communities are quietly diverted to other purposes such as tourism or schemes with far less impact, compared to education.
How will this country develop if we continue to shift educational funds elsewhere?"
In its letter, The Platform has put forward a five-point proposal. It said all selected candidates must be issued award letters even if fund release happens in phases. Formal confirmation will allow students to proceed with visa and admission processes. Temporarily reallocate unused welfare funds to support NOS scholars. Facilitate public sector bank loans with govt undertaking. Place a supplementary demand in the monsoon session of parliament to approve additional education-specific funds.

Delhi: The Delhi government is planning to launch 100 Atal Canteens across the national capital, with the inauguration expected to take place on September 17 - to mark Prime Minister Narendra Modi's birthday, government sources told NDTV. The Atal Canteens, which will offer full meals at Rs 5 per plate, were one of the key promises in BJP's 2025 election manifesto. The initiative aims to provide nutritious meals at highly subsidised rates near major construction sites and slum clusters, benefitting daily wage workers and the urban poor. While presenting the 2025-26 Budget earlier this year, Chief Minister Rekha Gupta allocated Rs 100 crore to set up 100 Atal Canteens across Delhi. "This is a significant step toward ensuring food security for Delhi's most vulnerable populations," a senior official said, adding that preparations to set up the canteens are in advanced stages. The project is being launched in the year marking the 100th birth anniversary of former Prime Minister Atal Bihari Vajpayee, in whose memory the canteens are named. A similar initiative was launched by the BJP in Haryana four years ago, introducing Atal Kisan Mazdoor Canteens in agricultural mandis, which provided a simple meal of chapatis, rice, dal, and vegetables for Rs 10. Around 30 such canteens are currently running across Haryana. The official plan for Delhi's Atal Canteens is expected to be announced soon.

Expressing gratitude to the Central Government for its cooperation in the development of the state, the Chief Minister said that under the leadership of the Prime Minister, Uttarakhand is ready to play its effective role in the vision of Developed India 2047. The Chief Minister said that all Indians are proud that 27 countries of the world have conferred the highest civilian honour of their country on the Prime Minister. The Chief Minister presented the Prime Minister with a replica of Kartik Swami Temple and a coffee table book on Adi Kailash Yatra as well as Uttarakhand products Kanar (Dharchula) ghee, red (Purola) rice, Basmati rice, black cumin, Jambu and local honey. The Chief Minister requested the Prime Minister to direct the concerned to provide funding through CSR for infrastructure development under the master plan of Haridwar Ganga Corridor, Rishikesh Ganga Corridor and Sharda Corridor in Champawat, just like Kedarnath Dham and Badrinath Dham. The Chief Minister requested the Prime Minister to set up semiconductor industries to develop the Nepa Farm in Udham Singh Nagar, Uttarakhand, as a semiconductor hub, extend the Regional Rapid Transit System between Delhi and Meerut to Haridwar and direct the concerned ministries to include provision for road construction in the Tanakpur-Bageshwar and Rishikesh-Uttarkashi rail projects. The Chief Minister informed the Prime Minister about the Nanda Raj Jat Yatra to be held in Uttarakhand in the year 2026 and said that extensive environment-friendly infrastructure facilities have to be developed for its operation. The Chief Minister invited the Prime Minister for this mountainous Maha Kumbh Nanda Raj Jat Yatra to be held in August 2026 and also requested the Centre to provide an amount of Rs 400 crore to ensure infrastructure facilities in the Yatra. The Chief Minister said that a divine and grand Maha Kumbh is to be organised in Haridwar in the year 2027. The state government has started preparations for this. Following the successful organisation, additional works are to be undertaken in Haridwar, including the repair of bridges, parking, electricity, drinking water, toilets, transportation, and footpaths for devotees. The Chief Minister requested financial assistance of Rs 3500 crore for this. The Chief Minister also asked to direct the concerned to approve the DPR of Rs 1015 crore sent by the Uttarakhand government for undergrounding the HT and LT power lines in Rishikesh and Haridwar cities as well as automating the power system under the RDSS scheme. The Chief Minister said that the state government is making efforts to restore the unique heritage Chaurasi Kutia, located near Rishikesh, to its old form. The required funds have also been arranged for this. The Chief Minister requested for the approval of the proposal of Chaurasi Kutia from the National Wildlife Board. The Chief Minister said that in the first phase, a preliminary proposal of the Pindar-Kosi link project has been prepared to connect the snow-based rivers with the rain-based rivers. Suppose the water of the glacier-based Pindar river is mixed with the rain-based Kosi, Ganges, Gomti and Yamuna rivers. In that case, about 2 lakh population of 625 villages of Bageshwar, Almora and Nainital districts will benefit from drinking water and irrigation. Along with this, the drinking water supply will be improved for approximately 1.25 lakh people in Garud, Kausani, Dwarahat, Ranikhet, and Almora towns. The Chief Minister has requested that this project be taken under the special scheme of the Government of India. The Chief Minister also urged the Prime Minister to grant permission for the development of five hydropower projects of a total capacity of 596 MW in line with the recommendations of the committee constituted under the chairmanship of the Cabinet Secretary, Government of India. The Prime Minister took detailed information from the Chief Minister about the Chardham Yatra, Adi Kailash Yatra, Nanda Rajjat Yatra, and Kumbh to be held in Haridwar, as well as the Jal Jeevan Mission in the state. Prime Minister Narendra Modi assured Chief Minister Pushkar Singh Dhami of all possible cooperation from the Central Government for the development of Uttarakhand. (ANI)

Shivamogga (Karnataka) [India], July 14 (ANI): Union Minister Nitin Gadkari inaugurated and laid the foundation stone for 9 National Highway projects spanning 88 km, with an investment exceeding Rs 2,000 crore in Sagara Town, Shivamogga, Karnataka, a press release from Ministry of Road Transport and Highways. Union Minister Pralhad Joshi, former Karnataka CM B.S. Yediyurappa, MPs, MLAs, and senior officials were also present during the event. The newly inaugurated Sharavathi Bridge is poised to significantly improve connectivity between the Malnad and coastal regions, while also facilitating easier access to important pilgrimage centres such as the Sigandur Chowdeshwari and Kollur Mookambika temples. The widening of the 47-kilometre-long Bidar-Humnabad section of NH-367 will substantially reduce travel time between the districts of Kalaburagi and Bidar. Restoration works undertaken in the Shiradi Ghat stretch of NH-75 are expected to ensure safe and uninterrupted traffic movement during the monsoon season, particularly along the vital Mangaluru-Bengaluru corridor. The construction of a Road Over Bridge (ROB) at Shahabad and a bridge over the Kagina River on NH-50 will ensure seamless connectivity between Kalaburagi and Raichur. In addition, road safety enhancements on the Bengaluru-Mysuru Access-Controlled Expressway will facilitate faster, safer, and more efficient travel between Karnataka and Kerala, while also reducing travel time and fuel consumption. Earlier on July 8, Nitin Gadkari held a detailed review meeting in New Delhi with officials to assess the progress of National Highway projects in Maharashtra. The review was focused on the road projects, including Mumbai-Goa Highway (Package I, VI, VII), National Highway 353C from Choudampalli to Sironcha, National Highway 161A from Mudkhed to Nanded, National Highway 166G from Talere to Gaganbawda to Kolhapur, National Highway 52 and Kharwandi Kasar Junction, and National Highway 652 from Naldurg to Akkalkot. Earlier on Sunday, Union Minister Nitin Gadkari expressed deep concern over the ongoing conflicts worldwide and stated that the situation has become so grave that tensions between countries could potentially escalate into a third world war soon. The Union Minister also highlighted that advancements in warfare technology have dramatically altered the 'dimensions of war' and said that the current situation is a serious problem that demands urgent attention and discussion at the global level.
