Online Safety Act to be enforced once guidelines are finalised, says Fahmi
"We have yet to enforce the Act because MCMC needs to develop 10 regulations. So far, five are ready, and five more are still in progress.
"Some of them require engagement with industry stakeholders, so we need a bit more time to finalise all these guidelines," he told reporters after officiating the Tun Abdul Razak Broadcasting and Information Institute (IPPTAR) open day on Tuesday (June 24).
Also present were Communications Ministry secretary-general Datuk Mohamad Fauzi Md Isa, IPPTAR director Roslan Ariffin, and Broadcasting Department director-general Datuk Suhaimi Sulaiman.
The Act, which was passed by Parliament in December 2024, is aimed at strengthening online safety as well as addressing the spread of defamatory content, fraud and threats to public order.
Fahmi also called on the Malaysian Media Council (MMM) to play an active role in developing guidelines for the use of artificial intelligence (AI) in the broadcasting sector.
"I believe the council has a role to play in these discussions. By involving MMM, the industry and the government, we can examine both the benefits and risks of using AI, particularly in media.
"So we will first discuss the best approach at the ministry level, and engage as many stakeholders as possible to develop the desired guidelines," he said.
Earlier in his speech, Fahmi urged IPPTAR to open its training programmes to the public as part of its institutional reform.
"I see a need for us to open IPPTAR's doors as widely as possible. Not just for the open day, I believe IPPTAR itself needs to adopt a more open approach.
"That's why I suggested, for example, that MyCreative Ventures could collaborate with IPPTAR to explore ways to realise this initiative, including creating opportunities for media companies to participate in or learn from the training sessions offered," he said. – Bernama

Appointment of new Chief Justice briefly discussed by Cabinet
PUTRAJAYA: The appointment of a new Chief Justice was raised during the Cabinet meeting but it was not discussed in detail, says Communications Minister Datuk Fahmi Fadzil (pic). He said yesterday's meeting did discuss the replacement for outgoing Chief Justice Tun Tengku Maimun Tuan Mat. 'We did discuss the matter (appointment of the Chief Justice) but it was not a deep discussion. The meeting centred around what Prime Minister Datuk Seri Anwar Ibrahim had mentioned on the matter during the monthly assembly of the Prime Minister's Department on June 30,' he said yesterday. Anwar had stated that the extension of service of civil servants, including top judges, is not automatic and must follow procedures in accordance with the Federal Constitution. Tengku Maimun ended her service as the nation's 16th Chief Justice on Tuesday. She had made history as the first woman Chief Justice when she was appointed to the post in May 2019. Tengku Maimun celebrates her 66th birthday today, therefore reaching the mandatory retirement age. Additionally, the second most senior judge in the country, Court of Appeal president Tan Sri Abang Iskandar Abang Hashim, retired yesterday. Justice Abang Iskandar was the first judge from Sabah and Sarawak to hold the position. Fahmi, who is the government spokesman, said yesterday's meeting also discussed actions to be taken against businesses suspected to be involved in profiteering after the expanded Sales and Service Tax (SST) came into force on Tuesday. The meeting also discussed the heatwave currently affecting parts of the country, he added. Fahmi said the Cabinet briefing touched on the resumption of consultation talks between Malaysia and Indonesia. 'During the Prime Minister's last visit to Jakarta on June 27, it was agreed that the two countries will revive the annual consultation. 'The Prime Minister will be visiting Jakarta on July 29 for the annual consultation and Asean Secretariat meeting. 'The annual consultation would be a good forum to raise issues between the two countries, such as the Ambalat Block,' he said. The Ambalat Block is a sea block covering an area of 15,235 sq km. It is located in the Sulawesi Sea, or Makassar Strait, and borders Malaysian waters. The dispute between the two nations over the Ambalat Block has been ongoing for decades and is yet to be resolved. The border issue in Ambalat arose because of the overlapping territorial waters of the exclusive economic zone and the continental shelf between the two countries, whose measurement refers to the 1982 UN Convention on the Law of the Sea.

Health Ministry to issue advisories on outdoor activities
PETALING JAYA : The Cabinet has directed the Health Ministry to issue advisories on the suitability of outdoor activities amid the ongoing heatwave and changing weather conditions brought on by the Southwest Monsoon. At the weekly press conference yesterday, Communications Minister Datuk Fahmi Fadzil also reminded the public to remain vigilant and to refer to weather warnings issued by the Meteorological Department. The Southwest Monsoon, which typically brings drier conditions and lower humidity, is expected to persist until September. 'The Health Ministry has been tasked to provide appropriate guidance on outdoor activities based on prevailing weather conditions,' he said. On a separate matter, Fahmi said there were no in-depth discussions on the chief justice's appointment, adding that they would adhere to what was stated by Prime Minister Datuk Seri Anwar Ibrahim during the Prime Minister's Department monthly assembly. Commenting on the prime minister's visit to Jakarta last Friday, Fahmi said the discussions with Indonesian President Prabowo Subianto were positive, and one of the outcomes was an agreement to restart the annual consultation sessions between the leaders of both countries. He said Anwar and his delegation are expected to return to Jakarta on July 29 for the consultation session, which will coincide with events at the Asean Secretariat in the Indonesian capital. 'Several-long standing issues between Malaysia and Indonesia are expected to be raised during the upcoming annual bilateral consultation, scheduled to take place at the end of July.' Fahmi also said the forum remains a key platform for both nations to exchange views and chart a way forward on important matters, including the Ambalat maritime boundary dispute, which has remained unresolved for over two to three decades. The dispute stems from overlapping maritime claims between Indonesia and Malaysia. 'It is not a new issue. As the prime minister mentioned, several technical aspects will be reviewed. 'The upcoming discussions will serve as a starting point, not a conclusion,' he said, adding that the last bilateral consultation was in 2017.

Thai DPM Phumtham to be appointed caretaker PM in special Cabinet meeting Thursday (July 3)
BANGKOK: Deputy Prime Minister and Interior Minister Phumtham Wechayachai (pic) will be appointed caretaker Prime Minister during a special Cabinet meeting on Thursday (July 2), following an oath-taking ceremony earlier in the day, Deputy Prime Minister Suriya Juangroongruangkit confirmed. Government spokesman Jirayu Houngsub said on Wednesday (July 2) that Suriya, acting as Prime Minister, will lead the new ministers of the second Paetongtarn Cabinet for a royal audience at the Amphorn Sathan Residential Hall on Thursday morning, where they will be sworn in before His Majesty the King. After the ceremony, Suriya will convene a special Cabinet meeting at the Command Building at Government House at 2pm, the spokesman added. The new Cabinet was announced on Tuesday, the same day that Prime Minister Paetongtarn Shinawatra was suspended from duty by the Constitutional Court following a petition by a group of senators. Phumtham will participate in the oath-taking ceremony as he was removed from his previous role as deputy prime minister and defence minister, and reappointed as deputy prime minister and interior minister in the new Cabinet. Jirayu stated that the special Cabinet meeting would discuss the distribution of responsibilities among deputy prime ministers and certain ministers. Meanwhile, Suriya confirmed on Wednesday morning that, after the oath-taking ceremony, he would sign an order as acting Prime Minister to appoint Phumtham as caretaker Prime Minister. A Government House source told Thansetthakij that during the special meeting, the Cabinet would invoke Article 41 of the Act on Rules for Public Administration of the State, BE 2534, to appoint Phumtham as caretaker Prime Minister. The source said that after Phumtham's appointment, he would invoke Article 11(2) of the Act to distribute responsibilities among the deputy prime ministers. He would assign them to oversee various agencies and ministries. The source also noted that during the meeting, the Cabinet would be updated on key national situations. The Cabinet would also be asked to approve an exemption from enforcing a previous Cabinet resolution on mangrove forest protection, to allow the construction of a highway in Chachoengsao.
