technical glitch
in a state transport department project, this time in the
e-detection portal
, 9,741 challans were issued to commercial vehicles even though their insurance was valid. This led the transport commissioner's office to issue an advisory on Friday to all Regional Transport Offices (RTO) in the state, asking them to verify the challans and send the corrected data to the head office.
On April 1 this year, the state govt implemented an e-detection project, developed by the National Informatics Centre (NIC), at toll plazas, including on Sardar Patel Ring Road, to enforce
motor vehicle laws

Under e-detection system rules, "An e-challan on the Parivahan portal is to be issued to transport vehicles passing through these plazas with outdated documents like PUC, insurance, fitness, or permits," said an official.The advisory states, "This is to inform you that an e-detection project has been implemented at toll plazas on national and state highways across the state of Gujarat to upgrade enforcement actions through technology.

However, it has come to the attention of this office that between April 15 and April 17, e-challans were issued for vehicles under the e-detection project even when insurance was valid. It appears that during this period, 9,741 vehicles were issued challans solely for insurance reasons." The office of the commissioner of transport directed the RTOs and assistant RTOs to verify the challans on the vehicle portal. "For vehicles where insurance was valid yet a challan was issued under e-detection, the incorrect challans should be marked as 'wrong insurance challan issued' in the remarks column, and the excel sheet should be sent to this office within two days."Officials pointed out that this was the second such glitch. Earlier in 2024, it was revealed that for vehicles purchased between 2021 and 2022, the state transport department 'blacklisted' 10.5 lakh vehicles in Gujarat to 'rectify' its own mistake that led to a shortfall in the collection of temporary vehicle registration fees. In 2021, the ministry of road transport and highways had announced that 50% of the total registration cost of a vehicle will be collected as temporary registration fees, which comes to Rs 300 for cars and Rs 150 for two-wheelers. However, the provision to collect the hiked fees was not incorporated into the state transport department's online system, leading to a collection shortfall of Rs 100 per car and Rs 50 per two-wheeler. The e-detection system, as a pilot project, applies to all toll plazas under the National Highway Authority of India (NHAI) and the roads and buildings department in the state and will be rolled out country-wide based on the outcomes and recommendations.

New Delhi, July 22: On the second day of the Monsoon Session today, the Lok Sabha was adjourned till 2 pm following protests by opposition parties demanding discussion on 'Operation Sindoor and Pahalgam attack amid other issues. The Rajya Sabha was also adjourned till noon amid uproar by Opposition leaders, particularly from the Congress who demanded a formal explanation from the Modi-led NDA government, questioning what transpired within a matter of hours that led to sudden resignation by Vice-President Jagdeep Dhankhar from the constitutional post. In Rajya Sabha, Deputy Chairman Harivansh chaired the House proceedings a day after Dhankhar resigned late on Monday evening, citing health reasons. In the Lok Sabha, earlier in the day, the House had barely commenced its sitting at 11 am when opposition protests erupted, prompting Speaker Om Birla to adjourn proceedings until noon. Presiding officer Jagdambika Pal tabled essential bills and initiated Zero Hour, but the din from protesting members only grew louder. Despite repeated appeals for order, opposition MPs intensified their sloganeering in the House. In an attempt to restore calm, Pal reminded members that a consensus had been reached in the Business Advisory Committee to allocate 16 hours for discussion on "Operation Sindoor." He urged all parties to participate constructively by remaining seated and engaging in parliamentary debate. He further reiterated the government's willingness to hold discussions on any issue raised by the Opposition. However, the opposition bench remained unmoved, continuing to disrupt proceedings. Parliamentary Affairs Minister Arjun Ram Meghwal also assured members that the government was open to discussion on all matters, but his intervention failed to pacify the agitating MPs. Academy Empower your mind, elevate your skills The Committee observed that the current mandatory requirement to file a return solely for the purpose of claiming a refund could inadvertently lead to prosecution, particularly for small taxpayers whose income falls below the taxable threshold but from whom tax has been deducted at source. In such scenarios, the law should not compel a return merely to avoid penal provisions for non-filing. The Committee, therefore, recommended to remove sub-clause (1)(ix) from Clause 263 to provide flexibility for allowing refund claims in cases where the return is not filed in due time. What does this mean for taxpayers? Clause 263(1)(ix) of the Income-tax Bill, 2025 can be read to mean that every person in whose case TDS is deducted should mandatorily file his/ her income tax return (ITR). Non filing of income tax return (ITR) may result in penalty under clause 479, and imprisonment for a minimum period of three months. Though sub-clause (2) of clause 479 indicates that prosecution cannot be initiated unless an assessment order is passed resulting in a tax demand of Rs 10,000 or more, out of abundant precaution, it appears that the Select Committee has recommended omission of Clause 263(1)(ix) of the 2025 Bill. What does Clause 479 of the Income Tax Bill, 2025 say about penal provisions for failure to file an ITR? (a) in a case, where the amount of tax, which would have been evaded if the failure had not been discovered, exceeds twenty- five lakh rupees, with rigorous imprisonment for a term which shall not be less than six months but which may extend to seven years and shall also be liable to fine; (b) in any other case, with imprisonment for a term which shall not be less than three months but which may extend to two years and shall also be liable to fine. Sub-clause 2 of clause 479 reads as follows: What is the existing rule for tax refunds and ITR filing as per Income Tax Act, 1961? How would you feel if you file ITR late for claiming legitimate tax refund but you get penalized for it especially when as per I-T law does not require you to even file ITR. Isn't this bizarre? However, it is going to change of the important recommendations by the select committee of the Lok Sabha on the Income-Tax Bill, 2025 is about tax refunds and ITR filing. The committee said that if any specified small taxpayers wants to file an Income Tax Return (ITR) solely for the purpose of claiming tax refund then he/she can do so even after the original deadline to file an ITR is over, without the fear of penalties. This means if you are a small taxpayer who wants to claim tax refund but fail to file an ITR on or before July 31, 2025 then it's not a problem anymore. You can still file your ITR on or before December 31, 2025 without attracting any penal below to know who is eligible for this relaxation and what the select committee to the press release dated July 21, 2025, here's what the select committee said:S. S. Sriram says that the phrase 'income below the taxable threshold' means the basic exemption limit which is Rs 2.5 lakh for old tax regime and Rs 4 lakh under new tax regime for FY 2025-26 (AY 2026-27).S. Sriram says: 'The maximum amount, which is not chargeable to tax, would mean the minimum amount referred to the slab rate, without having regard to rebates, deductions, allowances, etc.'Sub clause 1 of Clause 479 reads as follows:(1) If a person wilfully fails to furnish in due time the return of income, which is required to be furnished under section 263(1), or by notice given under sections 268(1) or 280, he shall be punishable,—(2) A person shall not be proceeded against under sub-section (1) for failure to furnish in due time the return of income under section 263(1) for any tax year, if(a) the return is furnished by him before the expiry of one year from the end of the tax year or a return is furnished by him under section 263(6) within the time provided in that section; or(b) the tax payable by such person, not being a company, on the total income determined on regular assessment, as reduced by the advance tax or self-assessment tax, if any, paid before the expiry of one year from the end of the tax year, and any tax deducted or collected at source, does not exceed ten thousand rupees.S. Sriram explains that as per the Income Tax Act, 1961 individual taxpayers are not required to file their income-tax return (ITR), if their total income is less than the maximum amount not liable to tax. 'Even if TDS is deducted on their income (say by a bank on their interest income, or by a company on their dividend income), the individual is not required to file ITR. The only consequence in such cases of non-filing of tax return is that the taxpayer would have to forgo refund of TDS.'

Delhi Police bust work-from-home job fraud racket, arrest 4 men

The Delhi Police on Monday busted a syndicate involved in a large-scale work-from-home job fraud and arrested four men who allegedly duped victims by luring them with fake online job offers. The scammers allegedly siphoned off money through a web of bank accounts and converted it into cryptocurrency to evade detection, the police said. The police arrested Ankur Mishra, 22, a resident of Uttar Pradesh; Kratarth, 21, from Rajgarh, Madhya Pradesh; Vishwash Sharma, 32, of Bhopal; and Ketan Mishra, 18, of Shivpuri, Madhya Pradesh, through coordinated raids in Uttar Pradesh and Madhya Pradesh cities. The police revealed that the accused operated a sophisticated fraud operation using Telegram and other social media platforms. Initially offering small tasks for modest payments, the gang would lure victims into larger prepaid investment schemes involving cryptocurrency transactions. According to the police, the fraudsters would lure the victims to deposit more money under various pretexts to 'unlock' their earnings, and they would rotate the funds through multiple bank accounts to avoid detection before converting them into cryptocurrency, primarily USDT, further complicating the money trail. The scam came to light following a complaint by Kushagra Rai, a resident of Vasant Kunj, New Delhi, registered through the National Cyber Crime Reporting Portal on May 27. In his complaint, Rai alleged that he was first contacted via Telegram on May 23 with an offer to earn Rs 50 per website review. After a few successful tasks and payments, the scammers convinced him to participate in 'prepaid' tasks involving the buying and selling of Bitcoin. Trapped in the promise of higher returns and redemption of 'earnings,' Rai continued transferring money until he had lost a total of Rs 17.49 lakh. Following a preliminary inquiry, a case was registered under sections 318(4) for cheating, 61(2) for criminal conspiracy, and 3(5) for common intention in criminal acts, of the Bharatiya Nyaya Sanhita (BNS). The police formed a special team, which adopted a dual-pronged strategy, focusing on both technical surveillance and money trail analysis to trace the perpetrators. 'It was revealed that out of the total amount cheated, Rs 5 lakh was debited from the complainant's bank account and credited in Kotak Mahindra Bank. The alleged Kotak Mahindra Bank Account was found registered in the name of Ankur Mishra, S/o Arun Kumar Mishra. Ankur Mishra was also visible in CCTV footage of the bank along with two other co-accused persons during the withdrawal through cheque,' said Amit Goel, Deputy Commissioner of Police (DCP), South West. Goel said the police noted another account was operated from Agra and that the gang was operating simultaneously from Lucknow, Shivpuri, Agra, and other places.
