Draft industrial policy bets on tech, hospitality for Delhi's growth over next decade
The draft, published by the Department of Industries, aims to foster a 'future-ready, non-polluting industrial ecosystem in Delhi by promoting high-value, innovation-driven sectors'. It talks about harnessing the city's 'large and educated workforce' to create quality job opportunities and ensure an 'inclusive and sustainable economic growth'.
Financial incentives
The department has earmarked industrial areas in Baprola, Ranikhera, and Kanjhawala for the technology services sector. To attract investment, the government plans to offer several incentives, which include reimbursing 50% of the fixed capital investment (including land) over five years, up to a maximum of ₹50 crore per project. It also plans to establish a ₹400-crore venture capital fund for industries.
Chief Minister Rekha Gupta had spoken in her budget speech in March about the need for a new industrial policy 'to renew investor confidence and promote the ease of doing business in Delhi'. Since then, the Delhi government has launched several initiatives to boost financial development, including exempting certain businesses from obtaining a police no-objection certificate to operate, transferring licensing power to local bodies and announcing a global investors' summit.
The policy states that the manufacturing sector now has a 'marginal role' in contributing to Delhi's economy and that the government's focus would be on sectors like artificial intelligence (AI), big data, and banking, financial services and insurance (BFSI), which are non-polluting, non-water intensive and capable of attracting investments nationally and globally.
Based on the 2011 census, the document highlights Delhi's high literacy rate (86.2%), number of people in the 15-59 age group (10 lakh), and presence of some of the country's most prestigious institutions as strengths to help the city become a leading business destination.

CM announces new measures to speed up development works
Chief Minister Rekha Gupta on Thursday announced several measures aimed at fast-tracking infrastructure works in Delhi. One of the measures is to implement the Delhi Schedule of Rates (DSR), 2023 for all construction works, replacing the earlier DSR, 2016. The DSR is a document published by the Central Public Works Department containing standardised rates for various construction items and services. 'With the implementation of DSR, 2023, construction companies will be paid according to the updated rates for construction material and labour. The change is expected to attract larger companies to actively participate in development works,' the Chief Minister said. Another measure is to allow legislators to use their funds to carry out development works in their constituencies through the Municipal Corporation of Delhi. 'Earlier, projects could only be executed through the Irrigation and Flood Control Department or the Delhi State Industrial and Infrastructure Development Corporation. This often caused delays in completing smaller projects, as the two departments prioritised large-scale works,' Ms. Gupta said. She added that the Planning Department will release 50% of the total project cost in advance and the remaining 50% will be disbursed upon completion of the project. 'Payments will be made to the department or agency concerned based on the project's progress, utilisation certificates, and completion certificates,' said the Chief Minister. Vision of 'Viksit Dilli' These measures will ensure rapid execution of development works, ease the burden on implementing agencies, and provide financial relief to construction companies, steering the Capital swiftly towards the vision of a 'Viksit Dilli (Developed Delhi)', Ms. Gupta said. She remarked that slow pace of construction had impacted the city's infrastructure adversely. 'From the day we assumed office, our priority has been to revive and accelerate development works. During our review, it became evident that certain procedural changes could significantly speed up the execution of projects,' said the Chief Minister. Detailed consultations Ms. Gupta said consultations were held with senior officials, public representatives, and contractors in the infrastructure domain to identify and address issues. 'The feedback led to the formulation of new measures and amendments to existing rules governing construction projects,' she said. The announcements come a day after the Centre sanctioned a ₹821.26-crore loan to Delhi to accelerate infrastructure development across critical public service sectors, including health, education, and housing.

Delhi CM holds meeting to discuss stray dog menace
Agency: PTI Last Updated: New Delhi, Jul 31 (PTI) The Delhi government is mulling a change in law to deal with the stray dog menace in the city, a source said on Thursday. The government is likely to approach the court with a suggestion for changes that allow such dogs' relocation, the person said. The issue was discussed in a meeting attended by Chief Minister Rekha Gupta on Wednesday. 'Various options to deal with the incidents of stray dog bites in the city were discussed in the meeting. The option of relocating the canines was mentioned, but no final decision has been made as the existing legal provisions allow it," a top government source said. It's the first time that the courts have taken a 'serious view" of the stray dog bite menace, and there is hope that a solution might be found, he said. The existing Animal Birth Control (ABC) Rules, 2023, provide for the sterilisation of stray dogs but do not allow their relocation. The death of a six-year-old girl due to rabies after a stray dog bite has sparked outrage in residents of Pooth Kalan in Rohini. A Supreme Court bench took suo Motu cognisance of the incident and noted that hundreds of dog bite cases are reported daily in Delhi and its outskirts, often leading to rabies, with children and elderly people being the most vulnerable. Gupta noted that this often caused delays in completing smaller projects, as these departments prioritised larger works. With this change, minor development works will now be handled more swiftly by the municipal corporation. She said that her decision would ensure the rapid execution of development works, ease the burden on implementing agencies, and provide financial relief to construction companies, steering the capital swiftly towards the vision of a "Developed Delhi."
