Speaker seeks fresh commission to probe Emergency atrocities

Assembly speaker Vijender Gupta on Saturday demanded the formation of a new commission to revisit and investigate the atrocities perpetrated during and after the Emergency because those 'guilty have not been brought to justice yet.' Chief minister Rekha Gupta at the 'mock parliament' session on Saturday. (Sanjeev Verma/HT Photo) Gupta was addressing a symposium titled 'Bhartiya Loktantra aur Samvidhaan ka Sabse Andhkaarmaya Daur: Na Bhoolein, Na Shama Karen' organised at the Delhi Assembly to mark the 50th anniversary of the Emergency (1975–77). Gupta said investigation into the Emergency's aftermath remains incomplete. 'The Shah Commission Report 1978 could not undertake a comprehensive examination of the full scale of human rights violations and administrative excesses. It is imperative that a new commission be formed to revisit and investigate the atrocities perpetrated during and after the Emergency. It is important to note that those guilty of imposing emergency haven't been brought to justice,' said Gupta. Union minister Jitendra Singh, who also attended the event, said, 'The brief but dark period between 1975 and 1977 impacted every citizen in some form — fundamental rights were suspended, press freedom was muzzled under rigid censorship, and thousands were detained without trial. The 42nd Constitutional Amendment, passed in 1976, even extended the term of the Lok Sabha and State Assemblies from five to six years — a move that was rightly overturned by the 44th Amendment in 1978, restoring the people's faith in democratic processes,' said Singh. Delhi chief minister Rekha Gupta, who spoke at a 'mock parliament' organised by the Delhi BJP's women wing at Maharashtra Sadan, said, 'During the Emergency, anyone who raised their voice against the government was imprisoned without appeal, argument, or law.' 'Thousands were jailed overnight. Newspapers were banned on Indira Gandhi's orders. Even national icons like Manoj Kumar were banned, and a forced sterilisation campaign created an atmosphere of terror. The Emergency imposed by the Congress must be remembered so that the Constitution is never murdered again, and such a period is never repeated in India… understanding why the Emergency is called a 'black chapter' is crucial — so that such a day is never repeated and no such threat ever returns to India. It must be remembered regularly to prevent recurrence,' said Gupta.

Emergency turned country into prison: Rekha

New Delhi: Chief minister Rekha Gupta on Saturday said the Emergency turned the entire country into a prison, where civil liberties were suspended and opposition leaders were jailed without trial. She was speaking during a mock parliament event organised by Delhi BJP's women's wing at Maharashtra Sadan to mark 50 years of the Emergency. Taking a swipe at Congress on the occasion, the chief minister said, "Those who carry the Constitution in their pockets should recall that it was under their govt that it was murdered. Under Indira Gandhi's rule, all rights were taken away just to protect one seat of power." She said there was a time when the entire country was made a "big prison, anyone could be arrested at any time, and all opposition leaders were behind bars. " "Some ask why we recall the Emergency every June 25. It's like 'Ramleela', which is performed every year to remind us not to become Ravana. We remember the Emergency to ensure no leader or govt ever dares to repeat it," Gupta said. The chief minister urged women political workers to educate themselves on both past and current political events. "We, as women, must understand the context of what is happening politically and what has happened before. Only then can we truly relate to the problems of common people," she said. New Delhi MP Bansuri Swaraj alleged the then Congress regime was responsible for "killing laws, the Constitution and democracy, amending the Constitution at will and jailing anyone who spoke in the national interest, just to suppress dissent". She said the effects of 33% reservation for women would be visible in the next Lok Sabha.

Delhi CM Rekha Gupta participates in mock Parliament programme organised by BJP Mahila Morcha

New Delhi [India], June 28 (ANI): Delhi Chief Minister Rekha Gupta participated in a mock Parliament programme organised by the BJP Mahila Morcha on Saturday, where the Emergency was discussed. Gupta described it as a 'meaningful experience' and emphasised the importance of understanding this dark chapter in India's history. She said the country was turned into a jail on June 25, 1975, with lakhs of people imprisoned and democracy crushed. Gupta added that the women of Delhi learned about this dark chapter and stressed the need for the nation to stay united to prevent such a crisis in the future. Speaking to the reporters, Rekha Gupta said, 'It felt great to participate in the mock parliament program organised by the BJP Mahila Morcha, where the Emergency was discussed. Whatever happened in the country on 25 June 1975, the country was turned into a prison. Lakhs of people were sent to jail. By murdering democracy, a dark chapter was added to the country's history. Today, the women of Delhi gained knowledge about that chapter. To ensure such a crisis never befalls the country again, the entire nation will unite to fight this battle.' Earlier, on Friday, Delhi Chief Minister Rekha Gupta inaugurated the 34th Mango Festival at the Tyagraj Stadium in Delhi. The festival saw active participation from farmers, agricultural experts, and mango producers, providing a platform for sharing challenges, innovations, and opportunities. I congratulate my department as well as the cabinet minister (Kapil Mishra), who worked hard and gave this opportunity to Delhi to enjoy the mangoes that came from all over the country...' (ANI)

CNG cars get relief from latest Delhi govt action against old petrol and diesels

Starting July 1st, end-of-life diesel and petrol cars will be denied fuel at petrol pumps, impounded on spot, and sent for scrapping. Check Offers The Delhi government is enforcing a strict ban on refuelling and operating End-of-Life (EoL) vehicles, which will mark one of its biggest moves to tackle air pollution in the capital city. Starting July 1, 2025, diesel cars older than 10 years and petrol cars older than 15 years will be denied fuel at all fuel pumps in Delhi and subject to immediate seizure. The government has additionally stated that CNG cars older than 15 years are currently excluded from this ban and will not be denied fuel. These vehicles will be identified using Automatic Number Plate Recognition (ANPR) cameras at the fuel pumps and will be impounded on the spot. Once seized, EoL diesel and petrol cars will be towed to a scrapping facility, said Niharika Rai, Delhi Transport Commissioner. Violators can, however, pay a fine and submit an affidavit in order to retrieve their vehicles. The new rules are to be enforced by joint teams of the Delhi Traffic Police, the transport department, and municipal bodies, stationed at pumps fitted with ANPR cameras. Also Read : Delhi govt to provide subsidies to promote electric vehicles through new EV policy, says CM Rekha Gupta The revised statement of purpose (SOP) issued by the Delhi government states, 'CNG vehicles shall not be denied fuel," adding that the ban applies strictly to diesel and petrol vehicles matching the specified criteria. How do ANPR cameras work? In a joint press conference on Friday, the Commission for Air Quality Management (CAQM) said that these vehicles will be identified using Automatic Number Plate Recognition (ANPR) cameras installed at fuel pumps across the city. As a car enters the pump, the system captures the number plate and scans the VAHAN portal for registration details, fuel type and age. If the car gets flagged as an EoL vehicle, the fuel operator at the pump will receive an alert to deny service. These ANPR cameras are currently installed at 498 fuelling stations across Delhi, including 116 CNG pumps. While EoL CNG cars are exempt from this ban and will not be denied service, their PUC checks will still be conducted. Delicious weekend for Delhiites as 34th Mango Festival kicks off

Written by Anushka Srivastava 'Bachpan ki yaadein, garmi ki chhuttiyan, naani ka ghar, bade se pateele mein saare aam dubo ke rakh dena, aur phir ikatthe baith ke khana, kabhi choosne wala, kabhi kaatne wala aur phir mango shake bana ke peena. (Childhood memories of summer holidays at grandma's home — putting all the mangoes in a big pot of water, then sitting together to eat them. Sometimes the kind you slurp, sometimes the kind you slice, and finally, blending them into a mango shake to enjoy).' Delhi Chief Minister Rekha Gupta evoked the nostalgia associated with the king of fruits as she inaugurated the 34th Mango Festival 2025 at Thyagaraj Stadium, Friday. The festival is an effort to celebrate the different varieties of mangoes grown in various states and salutes the farmers. 'This year, many government departments and universities such as ICR Delhi, IAR Delhi, Central Institute for Subtropical Horticulture, GB Pant University of Agriculture and Technology, Directorate of Horticulture UP, Bihar Agricultural University, Hisar Agricultural University are also participating, making this festival grander than ever before,' said Niharika Rai, MD & CEO, Delhi Tourism. Chief Secretary Dharmendra, inviting all Delhiites to visit this festival, said, 'Swaad, Sanskriti, Parampara aur Parivar ke saath samay bitaane ka achha avsar hai yah Aam Mahotsav. (The Mango Festival is a wonderful opportunity to celebrate flavour, culture, tradition, and spend quality time with family.') Appreciating Prime Minister Narendra Modi's vision, Kapil Mishra, Minister of Art, Culture and Language, said most farmers in the festival have benefited and taken loans under one of the government schemes. Md. Haroon, a mango grower from Lucknow, has been coming to this festival to sell his mangoes every year. 'Achhi bikri hoti hai isliye har saal aate hai yaha (I come here every year because sales are good.') The three-day festival from June 27-29 is open from 11 am to 9 pm for visitors. It includes an exhibition showcasing 400 varieties of mangoes, including Malda, Sindoori, Kesar, Amrapali, Mallika and many more. In addition, visitors can explore a range of stalls selling diverse varieties of the fruit and various mango-based products. Engaging competitions will be held, including slogan writing and quizzes for children, as well as a challenge to eat as many mangoes, with separate categories for men and women. There is a selfie point where people can click photos. Cultural programmes will be held throughout the event. A special attraction is a real mango orchard inside the stadium. This gives children who have grown up in the city a chance to experience what a mango orchard looks like, said officials. A free shuttle service is available for all visitors from the Dilli Haat-INA Metro station. (Anushka Srivastava is an intern with The Indian Express)
