Asked by Congress MP Praniti Sushilkumar Shinde whether BSNL failed to enforce the Master Service Agreement with
Reliance Jio Infocomm
Ltd. (RJIL), resulting in a so-called loss of ₹1,757.76 crore, the Minister, without getting into specifics, responded that BSNL has Master Service Agreements (MSAs) with M/s RJIL, for leasing of BSNL's tower infrastructure to install their equipment.
"There is no revenue loss to BSNL and Government. The estimate of CAG was based on the misinterpretation of the clause of add-on technology, which has now been rectified in a transparent and equitable manner. BSNL has since raised the revised invoices from RJIL," the minister's written reply in Lok Sabha read.
In another query, the minister was asked whether BSNL deviated from its own Procurement Manual in procuring oversized PIJF underground cables worth ₹80.64 crore, which remain unutilized.
To which, the minister said the procurement of higher size PIJF underground cables was as per then extant norms.
"However, due to changed competitive scenario in telecom sector, the procured cable could not be fully utilized. The surplus cable has been monetized by BSNL to the tune of ₹70.32 crore and the remaining cable has a sale value of approximately ₹23 Crore," the Lower House was apprised.
To recover losses and prevent recurrence of such lapses in the functioning of BSNL and other PSUs, actions such as resolving the ambiguity in agreement clauses, monetisation of surplus inventory, issuance of revised demands and recovery have been taken, the minister supplemented.
Further, PSUs have been advised to timely process bills and be extra cautious while taking policy/business decision.

Under the Building and Other Construction Workers' Welfare Cess Act, 1996, a 1% cess is mandated on the cost of construction projects, which must be remitted to the state welfare board. The audit found discrepancies between the records of cess collectors, district offices, and the board. 'The difference in figures of the cess as per District records and as per the Board for four years amounted to ₹204.95 crore. The differences were not found reconciled,' the report stated. The audit, covering 2019-20 to 2022-23, examined records from the Labour Department, the Welfare Board, and the Directorate of Industrial Safety and Health. It aimed to assess the implementation of health, safety, and welfare measures for construction workers, who form a large segment of Delhi's unorganised workforce. The report noted that the board had not organised any training programs for workers or their dependents after 2019-20, when only a one-time session was held for 350 people. It also flagged serious issues with worker registration data. While the board claimed 696,000 registered workers, complete records were available for only 198,000. Further scrutiny of the database revealed inconsistencies, the report stated, with 119,000 beneficiaries linked to 238,000 images, indicating possible duplication or errors in identity verification. The audit said the absence of accurate data hindered the delivery of welfare benefits and questioned the credibility of the board's records.

New Delhi: The report of the Comptroller and Auditor General (CAG) on the welfare of building and other construction workers has highlighted that Delhi performed poorly in ensuring welfare for such workers. The performance audit covered the period from 2019 to 2023 and just 7.3% of the workers renewed their registrations over the four years, far below the all-India average of 74%. It also noted serious lapses, including unreliable worker data and underutilisation of welfare funds. The performance audit, tabled in Delhi Assembly by chief minister Rekha Gupta, flagged duplicate and invalid registrations, absence of inspections and failure to implement key health and insurance benefits mandated under national schemes and Supreme Court directives. The report criticised Delhi govt for its dismal performance and said it did not maintain any reliable data relating to construction workers, pointing out that the Delhi Building and Other Construction Workers Welfare Board provided a complete database for only 1.9 lakh out of the registered 6.9 lakh workers. Out of 17 welfare schemes, benefits were extended under only 12 during the audit period. No expenditure was recorded for schemes on financial assistance for miscarriages, advances for house purchase or construction, loans or grants for the purchase of work-related tools and life insurance. In selected South and North West districts, 97 private establishments were found not to be registered despite depositing cess between April 2019 and March 2023. Similarly, 25 construction-related establishments listed on the Delhi Fire Service website were also not registered. As of March 2023, the board accumulated Rs 3,579.1 crore as cess, but there was a mismatch of Rs 204.9 crore in cess figures between district records and those of the board. Financial assistance of Rs 46.1 crore meant for the education of 58,998 children of construction workers for 2018-19 and 2019-20 was released only in March 2022. There were delays of up to 1,423 days in processing 134 out of 4,017 applications related to various schemes. Although central govt advised states in Oct 2018 to provide transit accommodation, labour sheds, mobile toilets and crèches for construction workers, no concrete steps were taken in Delhi. Further, no training was imparted beyond 2019-20, when 350 workers were trained. In June 2019, the board approved the implementation of the Centre's directive on revised compensation of Rs 4 lakh for accidental death and Rs 2 lakh for natural death. However, it continued to pay, respectively, Rs 2 lakh and Rs 1 lakh. The audit also flagged that workers were not covered under Ayushman Bharat/Pradhan Mantri Jan Arogya Yojana, which offers Rs 5 lakh as health insurance per family annually. Instead, workers were entitled to a maximum medical assistance of only ₹10,000.

Delhi spent beyond its means under the previous Aam Aadmi Party (AAP) government, according to a Comptroller and Auditor General (CAG) report tabled on Monday in the Assembly by Chief Minister Rekha Gupta as the Monsoon session commenced. The Capital went from a fiscal surplus of Rs 4,566 crore in 2022-23 to a fiscal deficit of Rs 3,934 crore in 2023-24, as per the report titled 'State Finances for the Year 2023-24'. A fiscal deficit happens when the government spends more money than it earns. Even as fiscal deficits are common across the world, the city went from a surplus to a deficit, the data shows. 'The continuous mismatch between receipts and expenditure indicated a rising fiscal stress,' the report underlined. The report also pointed out 'an increasing trend of subsidies, which increased from Rs 3,593 crore in 2019-20 to Rs 4,840 crore in 2023-24'. Power subsidies constituted the lion's share, costing close to Rs. 3,249 crore to the government exchequer, constituting 70.39% of the total subsidies, according to the data shared. Under the previous AAP government, consumers who used less than 200 units in a month did not have to pay for electricity consumption. Those who used up to 400 units got a subsidy of 50%, of up to Rs 800, in their electricity bills. Meanwhile, the CAG report also pointed out that the expenditure on free travel for women in public buses went up from Rs 115 crore in 2019-20 to Rs 482 crore in 2023-24. The subsidy on water saw an expenditure of Rs 463 crore in 2023-24. Even as the BJP leaders had earlier termed these subsidies as freebies or 'revdis', all the schemes continued to run after the party came to power. As per the CAG report, between 2019-20 and 2023-24, the capital expenditure fell short of the capital budget. The capital expenditure — broadly defined as expenditure incurred by the government to create long-term assets like roads or constructing new buildings — also decreased by 15% in 2023-24 as compared to the previous year. The decrease was sharp under important heads such as Medical and Public Health (49.87%), Education, Sports, Art & Culture (42.19%), Public Works (39.70%) and Urban Development (36.36%). Revenue expenditure made up a significant portion of the money spent by the government, constituting up to 83%. Revenue expenditure, which refers to the government's spending on its regular operations like salaries, subsidies, interest payments, and maintenance of services, is necessary for daily expenditure but doesn't create new assets or infrastructure. The report points out that the revenue surplus of the city also saw a dramatic fall — from Rs 14,457 crore in 2022-23 to Rs 6,462 the next year.
