Türkiye open to backing revival of Black Sea Grain Initiative

Russia Today28-03-2025
Türkiye is ready to help revive the Black Sea Grain Initiative, the Kremlin said on Friday, following a phone call between Russian President Vladimir Putin and his Turkish counterpart, Recep Tayyip Erdogan.
Originally brokered in July 2022 by the UN and Türkiye, the agreement envisioned the safe passage of Ukrainian agricultural exports to the global markets in exchange for the West lifting restrictions on Russian grain and fertilizer trade. Moscow withdrew from the deal in 2023, citing the West's failure to meet its obligations under the deal.
According to the Kremlin, Erdogan
'voiced support for Russian-American dialogue and reaffirmed Ankara's willingness to help facilitate progress on the Black Sea agreement.'
On Monday, US and Russian officials agreed to restart the initiative, following 12 hours of talks in Saudi Arabia. Russia requested that its agricultural bank, Rosselkhozbank, and other institutions involved in food and fertilizer sales, be reconnected to the SWIFT international payments system, which had been agreed as part of the original Black Sea Grain Initiative.
Moscow cited the West's failure to follow through on that commitment, along with Kiev's alleged misuse of the arrangement for military purposes, as reasons for not renewing the rolling annual agreement in 2023.
US President Donald Trump confirmed on Tuesday that his administration is considering lifting some sanctions on Moscow.

The Kremlin said Moscow and Washington had also discussed steps to ensure safe navigation in the Black Sea, including pledges to avoid the use of force and prevent commercial vessels from being used for military purposes. Proposed measures also include ship inspections.
Russian Foreign Minister Sergey Lavrov said in an interview with Channel 1 on Tuesday that Moscow would need firm guarantees from the US to renew the deal. Russia's position now
'is simple: We cannot take anyone's word at face value,'
Lavrov said.

Putin is ‘mocking' Trump

Polish Foreign Minister Radoslaw Sikorski has claimed Russian President Vladimir Putin is 'mocking' his US counterpart Donald Trump's peace initiatives. The top Polish diplomat took to X on Friday to respond to a series of overnight Russian missile strikes on Ukrainian drone production facilities, an airfield and an oil refinery, which Moscow said was a response to 'terrorist attacks by the Kiev regime.' . 'President Trump, Putin is mocking your peace efforts. Please restore supplies of anti-aircraft ammunition to Ukraine and impose tough new sanctions on the aggressor,' Sikorski wrote, complaining that a Russian strike had damaged the Polish embassy compound in Kiev. Ukraine's military reported that Russia launched over 330 drones in what was described as the largest single drone offensive to date. With the addition of missile strikes, the total number of projectiles reached approximately 550, Ukrainian Air Force spokesperson Yury Ignat estimated. Moscow says it never targets non-military targets and attributes collateral damage to Ukrainian air defenses and Kiev's alleged propensity to station military assets in civilian areas. The US has paused certain weapons deliveries to Ukraine to preserve its own strategic reserves. Trump clarified on Thursday that there was no complete freeze on military aid while announcing that he and Putin had held a phone call, which the US president characterized as disappointing. Kiev and its Western backers, including Poland, continue to press Washington to expand sanctions on Russia, boost military support for Ukraine, while hoping Trump will continue to pick up the considerable financial burden arming Ukraine places on the US budget. One of their key demands is that Moscow agree to an unconditional ceasefire lasting at least a month. Russia has rejected that proposal, describing it as an attempt to allow Ukrainian forces to regroup. During peace talks in Istanbul last month, Moscow proposed a conditional truce offering two possible frameworks: one requiring Ukrainian troop withdrawal from all Russian territories; and the other, mandating a halt to Ukrainian mobilization and suspension of Western military aid. Both were rejected.

UN warns Haiti's capital nearing collapse as gangs tighten grip

Haiti's capital, Port-au-Prince, is on the brink of total collapse, with heavily armed gangs now controlling most of the city, a senior UN official has warned. The official stressed that violence continues to escalate across the Caribbean nation, while the international response remains slow and fragmented. Haiti has been without a president since the assassination of Jovenel Moise in July 2021, leaving a power vacuum that has allowed armed gangs to expand their influence unchecked. In the absence of a functioning central government and with weakened state institutions, the armed groups have grown in strength, seizing territory and increasingly operating as the de facto authorities across the country, particularly in the capital. 'Organized criminal groups have gained practically total control of the capital – approximately 90% of Port-au-Prince is under their grip,' Ghada Fathi Waly, the executive director of the UN Office on Drugs and Crime, told the UN Security Council on Wednesday. She added that the gangs 'are continuing to establish their presence along strategic roads and border regions,' expanding attacks not only into surrounding areas but also into previously peaceful territories. 'Southern Haiti, which until recently was insulated from the violence, has seen a sharp increase in gang-related incidents,' Waly said. 'And in the east, criminal groups are exploiting land routes, including key crossings like Belladere and Malpasse, where attacks against police and customs officials have been reported.' She said the Haitian state's ability to govern is rapidly eroding as gangs tighten their grip, triggering a cascade of consequences. Criminal groups are filling the void left by the absence or breakdown of public services, setting up their own 'parallel governance structures.' Their control over key trade routes has crippled legal commerce, driving up the cost of essential goods such as cooking fuel and rice. Earlier this week, the UN's International Organization for Migration reported that the ongoing crisis has displaced a record 1.3 million people across the Caribbean state. The IOM noted that the number of makeshift shelters has skyrocketed by more than 70%. According to UN statistics, at least 5,600 people were killed in gang-related incidents in 2024 alone. According to AP, the Kenyan-led, UN-supported mission in Haiti, which arrived in 2024 to help curb gang violence, has remained understaffed and underfunded, with only around 40% of the planned 2,500 personnel currently deployed. The news agency also noted that in February, UN Secretary-General Antonio Guterres proposed providing drones, fuel, transport, and other non-lethal assistance to bolster the mission, but the plan has stalled in the Security Council.

Kremlin responds to Trump being ‘unhappy' after Putin call

Russia takes all statements from US President Donald Trump seriously, but has a vital interest in achieving its goals in the Ukraine conflict, Kremlin spokesman Dmitry Peskov has said. His comments followed Trump's remarks that he was 'unhappy' about the lack of progress toward peace. Russian President Vladimir Putin and Trump spoke by phone on Thursday in a call that lasted over an hour, covering the Ukraine conflict, the situation around Iran, broader Middle East tensions, and Russia-US cooperation, according to senior Kremlin aide Yury Ushakov. Trump later lamented that he had made 'no progress' in convincing Putin to end the fighting, while the Kremlin noted the leaders discussed the possibility of new direct talks between Moscow and Kiev. Commenting on Trump's remarks, Peskov told reporters on Friday that 'without a doubt, we pay very close attention to all statements by President Trump.' He added that Moscow is 'interested in achieving our goals during the special military operation, and preferably by political and diplomatic means.' 'However, since that is not possible at this stage, we continue our operation,' Peskov stated. According to Ushakov, Putin told Trump that while Russia is ready for negotiations it will not back down from eliminating 'the well-known root causes that led to the current state of affairs.' The sides, he added, confirmed their interest in a number of promising projects in economy, notably the energy sector and space exploration. Despite Trump's disappointment over Ukraine, Ushakov described the call as 'candid, business-minded, and concrete.' The US president has positioned himself as a key mediator in the Ukraine conflict. He has held at least six official phone calls with Putin, focusing not only on the hostilities but also on restoring Russia-US ties, which deteriorated to an all-time low during the previous US administration. In recent months, Russia and Ukraine also held two rounds of talks. Although no breakthroughs were achieved, a series of prisoner exchanges took place. Moscow continues to insist that Ukraine recognize the new territorial reality on the ground, agree to neutral status, demilitarization, and denazification – demands that Kiev has rejected.
